Matrom Elmore is the second veteran to be added to the Capitol's Revolutionary War Memorial since it was installed more than 20 years ago — and others are still being identified through research. Catch up quick: The Revolutionary War ended in 1783, more than six decades before Iowa's statehood. The memorial honors its veterans who are buried in Iowa, and it initially listed 39 names. Flashback: Ebenezer Ayres, who served in the Connecticut Militia, was added as the 40th in 2008. Driving the news: Elmore, who served as a private in the Virginia militia, was added after more than a decade of research by Clive resident Mike Rowley, a member of the Sons of the American Revolution. That resulted in the U.S. Department of Veterans Affairs certifying Elmore's service in 2013. Zoom in: Elmore settled in what is now Lee County after the war. The intrigue: Rowley is Elmore's five-times-great-grandson.

But he somehow grabbed attention for something completely unrelated to basketball. During Monday's game against the Phoenix Suns, the broadcast camera zoomed in on Elmore's head, as the commentators talked about "hairstyle." Elmore later acknowledged the attention with an amusing reaction. 'Geez I'm balding,' Elmore wrote on X as he reshared the Kings' post. 'Can we move on. I had a new shampoo I thought was going to bring it back. It hasn't worked. Can we stop talking about it 😂,' added Elmore, who was undrafted in the 2019 NBA draft. Thankfully, Elmore has a sense of humor that fans on the internet appear to appreciate, as his post has garnered over 19,000 likes along with nearly two million views. Even The Ringer's Ryen Russillo had a hilarious way to empathize with Elmore. 'The shampoos don't work. They should be prosecuted, not for a faulty product but for providing us false hope,' commented Russillo. Against the Suns, Elmore scored just two points, both coming from the free-throw line, while adding a rebound and an assist in just 12 minutes of action off the bench. Stuntman and actor Bob Elmore has died aged 65. The Pirates of the Caribbean star's death was announced by his Chainsaw Massacre co-star Caroline Williams. She shared the sad news on social media and said: "My dear Bob Elmore has passed..." Elmore starred as the Executioner in Pirates of the Caribbean: At World's End, having also worked on Pirates of the Caribbean: The Curse Of The Black Pearl. He is also known for playing horror character Leatherface in the Texas Chainsaw Massacre 2. No cause of death has been given, but Elmore had been booking work into next year. Horror Realm Convention confirmed that he was booked for 2026 writing on Facebook: "Awful news coming out that Bob Elmore has passed away. "We were fortunate to have him as a guest at Horror Realm a few years back. He was actually booked for 2026 but we have not announced any guests yet. We are sorry we won't have a chance to be with him one more time. Our condolences to Bobs family. R.I.P. Bob."

Financial institutions given until June 2026 to boost fraud management systems

Financial institutions under the supervision of the Bangko Sentral ng Pilipinas (BSP) have been given until June 2026 to boost their fraud management systems (FMS), and limit their use of interceptable authentication mechanisms such as one-time pins (OTPs) sent via SMS and email. Under the Anti-Financial Account Scamming Act (AFASA), BSP-supervised financial institutions (BSFIs) with complex electronic products and services (EPS) or those with an average of at least P75 million monthly network value for the last six months are required to strengthen their FMS. The implementing rules and regulations (IRR) of AFASA, set to take effect on June 25, 2025, require such BSIs to have their FMS cater to behavioral anomalies, blacklist screening, geolocation monitoring, mobile device and account information changes, in a bid to prevent unauthorized transactions. 'We already have a fraud management system, but we enhanced it, and we all know that it takes time to buy all the new software, so we gave the banks one year,' BSP deputy governor Elmore told reporters in a press chat in Manila City. This is on top of the FMS required of all BSIs with an Advanced Electronic Payment and Financial Services (EPFS) license to have their FMS that is real-time, commensurate to risks, has fraud detection and blocking, comprehensive, and constantly calibrated. 'We are going into additional FMS. The present will not really suffice. Everything is moving very fast so we have this additional. Sometimes a good system is only good until the scammers find a way to go around it,' Capule said. President Ferdinand 'Bongbong' Marcos Jr. signed the AFASA, or Republic Act 1201,0 on July 20, 2024, after being designated as a priority bill by the Legislative Executive Development Advisory Council (LEDAC). The IRR of the law also provides for BSP-supervised financial institutions to limit the use of OTPs sent to users via SMS and email, and adopt more multi-factor authentication (MFA) methods. 'With the increasing prevalence of social and engineering attacks aimed at obtaining login credentials, BSFIs should limit the use of authentication mechanisms that can be shared with, or intercepted by, third parties unrelated to the transaction,' according to BSP Circular 1213. Among the other recommended MFA methods are biometric authentication, which allows customers to use their fingerprint scanning, facial recognition, and voice recognition to authorize transactions, and behavioral biometrics that track patterns such as typing speed, mouse, or device movements. The BSP also allows for passwordless authentication that uses factors like biometrics, hardware tokens, and cryptographic keys, such as Fast Identity Online (FIDO) which allows biological features or a security key to log in to online accounts. The circular also provides for adaptive authentication, which adjusts the authentication process based on the user's context to cover factors such as location, device, and behavior. This will prompt additional verification steps or other actions upon detection of unusual activity. 'We have to realize all of these things are very, very expensive, that's the reality, so we are giving them sufficient time. But at the same time, we realize that if they will not adapt to this, we cannot really solve these scamming, these frauds, so it's a calibrated speech,' Capule said. According to the BSP, it received around 70,000 complaints in 2024, of which 13% were unauthorized transactions including phishing and vishing. There were 703 cases that entered into mediation during the year, with an 83% success rate. For this year, the central bank said cases that have entered mediation from January to May have already hit 400. –NB, GMA Integrated News

MSU football set to host 3-star WR Rai'shawn Elmore for official visit this week A three-star wide receiver prospect from North Carolina is set to take an official visit to Michigan State this week. Rai'shawn Elmore of Indian Trail, N.C. will be taking an official visit to Michigan State this upcoming weekend. Elmore posted on his social media X account about the upcoming visit to Michigan State on Monday. Elmore is a three-star prospect in the 2026 class, according to 247Sports. He holds a recruiting rating of 86 on 247Sports, and ranks as the No. 195 wide receiver within the class. He is also ranked as the No. 42 player from North Carolina in the class. Michigan State is one of only a few schools to offer Elmore at this point in his recruitment. According to 247Sports, he also holds offers from East Carolina, Charlotte, Appalachian State, Coastal Carolina, Liberty and James Madison. Elmore has already taken an official visit to Charlotte last weekend, and is scheduled to visit East Carolina next weekend.
