PM Modi raised Bihar's railway budget by 9 times to ₹10,000 cr: Vaishnaw

Vaishnaw noted that Bihar is among the top states with the highest number of Vande Bharat trains, underlining the government's focus on modernising rail travel in the region ANI Railway Minister Ashwini Vaishnaw announced on Monday that the rail budget for Bihar has been increased nine times since 2014 under the leadership of Prime Minister Narendra Modi, taking the total allocation to Rs 10,000 crore. Speaking during his visit to Patna, the Union Minister said, "Since 2014, PM Narendra Modi has increased Bihar's railway budget by 9 times and taken it to Rs 10000 crores." He shared multiple infrastructure and service developments aimed at enhancing connectivity across the state and linking it to key regions nationwide. He stated that the 111 km Araria-Ghagaria railway line had been completed, significantly improving local connectivity. Additionally, the doubling of the Samastipur-Darbhanga line has made good progress, helping to reduce travel time and increase rail capacity. In a major announcement for long-distance travellers, the minister said, "A decision has been taken to operate Amrit Bharat Express between Patna and Delhi every day." He also declared that a weekly Amrit Bharat Express train will soon begin service between Darbhanga and Lucknow. Meanwhile, to enhance southbound connectivity, Vaishnaw announced a new train, saying, "A train connecting Seemanchal to Erode in Tamil Nadu will soon be made operational." Vaishnaw noted that Bihar is among the top states with the highest number of Vande Bharat trains, underlining the government's focus on modernising rail travel in the region. Apart from railway projects, the minister also highlighted developments in the technology sector, especially in the state capital. He said, "Software Technology Park of India (STPI) is an outstanding facility that has been built in India to bring in industry to Patna." Furthermore, he also conducted a window-trailing inspection of the Digha Bridge Halt-Karpuri Gram rail section. During the visit, he encouraged the on-duty gangmen. Earlier, Vaishnaw stated that the Union Cabinet, meeting under the chairmanship of Prime Minister Narendra Modi, approved the Employment Linked Incentive (ELI) Scheme to boost job creation, incentivise first-time employees, and strengthen social security for the country's workforce. With an outlay of Rs. 99446 crore, the ELI Scheme will support the creation of over 3.5 crore jobs, Vaishnaw said. Gives details on the Employment Linked Incentive Scheme approved by the Union Cabinet, the Union Minister said, "The focus of the Employment Linked Incentive Scheme will be on the manufacturing sector. It has two parts; part one is for first-timers and part two is for support to sustained employment." Under the Scheme, while first-time employees will receive one month's wage (up to Rs 15,000), employers will be given incentives for a period of two years for generating additional employment, with extended benefits for another two years for the manufacturing sector. The ELI Scheme was announced in the Union Budget 2024-25 as part of PM's package of five schemes to facilitate employment, skilling and other opportunities for 4.1 Crore youth with a total budget outlay of Rs 2 Lakh Crore.

New Delhi [India], July 1 (ANI): Union Minister Ashwini Vaishnaw on Tuesday said that the Union Cabinet that met on Tuesday under Prime Minister Narendra Modi's chairmanship approved Employment Linked Incentive (ELI) Scheme to boost job creation, incentivize first-time employees and strengthen social security for the workforce in the country. With an outlay of Rs. 99446 crore, the ELI Scheme will support creation of over 3.5 crore jobs, Vaishnaw said. Gives details on the Employment Linked Incentive Scheme approved by the Union Cabinet, the Union Minister said, '...The focus of the Employment Linked Incentive Scheme will be on the manufacturing sector. It has two parts; part one is for first timers and part two for support to sustained employment...' Under the Scheme, while the first-time employees will get one month's wage (up to Rs 15,000/-the employers will be given incentives for a period to two years for generating additional employment, with extended benefits for another two years for the manufacturing sector. Out of these, 1.92 Crore beneficiaries will be first timers, entering the workforce. The benefits of the Scheme would be applicable to jobs created between 01st August 2025 and 31st July, 2027. The Scheme consists of two parts with Part A focused on first timers and Part B focused on employers: Targeting first-time employees registered with EPFO, this Part will offer one-month EPF wage up to Rs 15,000 in two installments. Employees with salaries up to Rs 1 lakh will be eligible. The 1st installment will be payable after 6 months of service and the 2nd installment will be payable after 12 months of service and completion of a financial literacy programme by the employee. To encourage the habit of saving, a portion of the incentive will be kept in a savings instrument of deposit account for a fixed period and can be withdrawn by the employee at a later date. The Part A will benefit around 1.92 crore first time employees. This part will cover generation of additional employment in all sectors, with a special focus on the manufacturing sector. The employers will get incentives in respect of employees with salaries up to Rs 1 lakh. The Government will incentivize employers, up to Rs 3000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the 3rd and 4th years as well. Establishments, which are registered with EPFO, will be required to hire at least two additional employees (for employers with less than 50 employees) or five additional employees (for employers with 50 or more employees), on a sustained basis for at least six months. All payments to the First Time Employees under Part A of the Scheme will be made through DBT (Direct Benefit Transfer) mode using Aadhar Bridge Payment System (ABPS). Payments to the Employers under Part B will be made directly into their PAN-linked Accounts. With ELI Scheme, the government intends to catalyse job creation in all sectors, particularly in manufacturing sector, besides incentivizing youth joining the workforce for the first time. An important outcome of the Scheme will also be formalization of the country's workforce by extending social security coverage for crores of young men and women. (ANI)

Union Cabinet approves Employment Linked Incentive Scheme

The Union Cabinet on Tuesday (July 1, 2025) approved various schemes including Employment Linked Incentive Scheme, Union Minister Ashwini Vaishnaw said in a media briefing in New Delhi. While addressing a press conference, Union MInister Ashwini Vaishnaw announced that the approval of Employment Linked Incentive Scheme for ₹1.07 lakh crore. Under the Scheme, while the first-time employees will get one month's wage (up to ₹15,000), the employers will be given incentives for a period to two years for generating additional employment, with extended benefits for another two years for the manufacturing sector. The Employment Linked Incentive (ELI) Scheme was announced in the Union Budget 2024–25 to generate formal employment by offering financial support to both employers and first-time employees. To avail the benefits, employees must enrol in EPFO and meet Aadhaar-bank seeding requirements. With an outlay of ₹99,446 Crore, the ELI Scheme aims to incentivize the creation of more than 3.5 Crore jobs in the country, over a period of 2 years. Out of these, 1.92 Crore beneficiaries will be first timers, entering the workforce. The benefits of the Scheme would be applicable to jobs created between August 1, 2025 and July, 31, 2027. With ELI Scheme, the government intends to catalyse job creation in all sectors, particularly in manufacturing sector, besides incentivizing youth joining the workforce for the first time, Mr. Vaishnaw said. Mr. Vaishnaw also said that Union Cabinet approved National Sports Policy 2025, Research Development and Innovation scheme, and four laning of Paramakudi-Ramanathapuram national highway.
