New Delhi [India], July 9 (ANI): A day after Centre of Air Quality Management (CAQM) stayed the implementation on the policy regarding End of Life (EoL) vehicles in the national capital region till November 1, Aam Aadmi Party's Delhi president Saurabh Bhardwaj on Tuesday accused the government of 'destroying' Delhi and the neighbouring states. Speaking to ANI, Bhardwaj claimed that the Delhi government wants to expand the implementation of the EoL policy in the areas of Ghaziabad, Gurugram, Noida, Faridabad and more. He claimed that this stay on banning EoL vehicles will adversely affect crores of vehicles, estimating that around 2 crore of them will be junked, instead of the earlier estimate of 62 lakh. 'Not only Delhi but also this government has destroyed the neighbouring states. They wrote a letter to the Commission for Air Quality Management (CAQM) and said that whatever they are doing is right, and in this way, only the pollution will be reduced. They requested some time so that this ban can be implemented in other adjoining cities as well. CAQM agrees to implement this ban from November 1 in Delhi, Ghaziabad, Gurugram, Noida/Greater Noida, Faridabad, and Sonipat,' the AAP leader said. 'Now, earlier, where preparation was done to give 62 lakh vehicles to junk, now around two crore vehicles will go to junk,' he claimed. Earlier on July 8, CAQM delayed the implementation of the policy after Delhi Environment Minister Manjinder Singh Sirsa flagged the issue and highlighted the Delhi government's request, citing infrastructural limitations on its implementation. CAQM said the Delhi government brought attention to the issue in a letter on July 3, highlighting 'some operational and infrastrucural challenges in implementation of direction No 89 dates April 23, 2025.' The Delhi government's letter flagged challenges in implementation by citing that the Automated Number Plate Recognition (ANPR) system lacks the 'requiste robustness, with issues related to technological glitches, camera placement, working of sensors and speakers, and that the system is not yet full integrated with the database of neighbouring NCR states.' Delhi fuel ban for End-of-Life vehicles delayed! New rule to kick in from Nov 1

The Commission for Air Quality Management, the Centre's panel on air quality in Delhi-NCR, has decided to put on hold the implementation of the fuel ban on overage vehicles until November 1, 2025. The new rule which bans fueling of 'End-of-Life' vehicles in the national capital will now come into effect from November 1, CAQM said in a statement. EOL vehicles are diesel vehicles older than 10 years and petrol vehicles older than 15 years. According to directions issued earlier, such vehicles are not to be given fuel in Delhi from July 1 irrespective of the states they are registered in. The fuel ban will be enforced in five NCR cities Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat and later, will be imposed in rest of NCR, the air quality panel said. The CAQM said, 'All End of Life (EOL) vehicles shall be denied fueling w.e.f. 01.11.2025 in the NCT of Delhi and 5 high vehicle density districts of Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat and w.e.f. 01.04.2026 in the rest of NCR.' The delay in implementation of End-of-Life vehicle policy till November 1 comes a day after Delhi Environment Minister Manjinder Singh Sirsa highlighted the Delhi government's request to the CAQM to postpone the enforcement in the national capital. According to an official statement by CAQM, direction 89 will be amended to allow EOL to receive fuel from pumps till November 1. 'The 24th meeting of the Commission for Air Qaulity in NCR and Adjoining Areas (CAQM) was held today, during which issue related to implementation of Direction no. 89 as flagged by GNCTD was deliberated upon,' the statement read. CAQM said the Delhi government brought attention to the issue in a letter on July 3, highlighting 'some operational and infrastrucural challenges in implementation of direction No 89 dates April 23, 2025,' it added.

A pioneering recycling scheme in Wales targeting end-of-life fishing gear has been recycled since 2023, diverting nets, ropes, and buoys from landfill and helping to protect coastal environments. The End of Life (EoL) Fishing Gear Scheme, a partnership between the Welsh Government and Odyssey Innovation Ltd, provides collection points at harbours across Wales for the disposal and recycling of plastic fishing equipment. Huw Irranca-Davies, deputy first minister with responsibility for climate change and rural affairs, recently visited the Aberystwyth collection station to see the scheme in action. Mr Irranca-Davies said: "This remains the only truly nationwide scheme of its kind in the UK, bringing in an additional resource for a previously untapped source of material and supports our aim to become the best recycling nation in the world." Fishing gear is estimated to make up 20 per cent of all marine litter. It was the third most commonly found item in last year's Great British Beach Clean survey for Wales, accounting for 14 per cent of all beach litter. The scheme has now expanded to 10 harbours, with strong engagement particularly from smaller ports along the Cardigan Bay coastline. Rob Thompson of Odyssey Innovation said: "This recycling initiative stands as a prime example of how collaborative efforts between various entities can effectively foster a circular economy. "The enthusiastic participation of fishermen in recycling their gear has been absolutely essential to the scheme's success." Materials collected are graded and recycled into a range of products, including council street furniture, road materials, and even kayaks. Nets and ropes are processed in Denmark and turned into items such as the 'Scuttle the Cuttle' microplastic-catching scoop, designed for use by young people and community groups.

While there could be further amendments, the unelected Lords will be reluctant to block legislation that has been passed by elected members of the House of Commons. The vote puts Britain on course to follow Australia, Canada and other countries, as well as some US states, in permitting assisted dying. Prime Minister Keir Starmer's Labour government was neutral on the legislation, meaning politicians voted according to their conscience rather than along party lines. Starmer voted in favour. Loading Supporters of the bill say it will provide dignity and compassion to people suffering, but opponents worry that vulnerable people could be coerced into ending their lives. Hundreds of people gathered outside parliament to hear news of the vote.
