Scottish university lures English students with ‘no strings' £1,500 bursary

A university in Edinburgh is attempting to stem its losses by luring English students with a grant that Scots are ineligible for. Heriot-Watt University is offering a bursary worth £1,500 to every undergraduate from south of the border who accepts a place.
