The report, by the Federation of Hotel and Restaurant Associations of India (FHRAI), in collaboration with KPMG, showcased the country's ambitious vision to become the global medical hub by 2035, rising at a CAGR of 12.3 per cent. The report also outlines a transformative national strategy that integrates India's clinical expertise with its centuries-old wellness traditions, aiming to make the country the world's most trusted destination for medical value travel (MVT). It showed that India is emerging as a cost-effective alternative offering both modern surgeries and natural recovery options like Ayurveda, Yoga, and Panchakarma. India ranks 10th in the Medical Tourism Index and seventh in wellness tourism, and attracts nearly 2 million international patients from 75 countries. The report showed that medical visa issuance rose to 463,725 in 2024, with the majority of patients from Bangladesh, GCC nations, and Africa. Ayurveda and traditional medicine are gaining significant global importance, said Dr. Manoj Nesari, from the Ministry of Health and Family Welfare, while unveiling the report at the Heal in India 2025 Medical and Wellness Tourism Summit, organised by the FHRAI in the national capital. "India is very rich in traditional healing, and the government has taken a plethora of initiatives to boost this sector as an alternate economy in recent years,' he said, adding that a series of initiatives have been taken to further promote Yoga and Ayurveda as a healing and wellness alternative across the globe. Suman Billa, IAS, Additional Secretary and Director General, Ministry of Tourism, noted that the tourism economy is reaching $3 trillion in the coming years, and for that, several areas need to be activated. 'Medical and wellness tourism are strategic pillars to achieve this target. He strongly suggested that in the coming years we will have to showcase not only our competence but also our care, compassion, and delivery,' he said.

India needs to offer tax incentives for hospitals treating international patients and promote startups in the health sector to make the country a global medical and wellness tourism hub by 2035, a joint report by KPMG and the Federation of Hotels and Restaurants Associations of India (FHRAI) has stated. 'To attract investment and improve service delivery, India should offer a mix of fiscal and non-fiscal incentives, such as tax exemptions, increased subsidies under the Market Development Assistance (MDA) scheme, and technical support for marketing and promotion including on digital platforms,' the report issued on Thursday said. It added that the introduction of targeted subsidies and grants for health startups and organisations working in health-tech, medical research and digital health solutions can directly support medical tourism. This comes after Finance Minister Nirmala Sitharaman, in her Budget speech earlier this year, outlined plans to promote medical tourism and the Heal in India initiative. This was to be achieved through collaboration with the private sector, capacity expansion and implementation of more accessible visa regulations. To support this vision, the report recommended the introduction of global branding campaigns by leveraging embassies, expos and digital platforms, along with the launch of Heal in India missions at the national and state levels. India's medical tourism market is projected to be worth approximately $18.2 billion in 2025, with estimates indicating a rise to $58.2 billion by 2035 at a compound annual growth rate (CAGR) of 12.3 per cent. At the same time, the number of medical visas issued by India rose to 463,725 in 2024–25 from 375,000 in 2019–20. To cater to this increased demand, the report recommended the initiation of structured missions at both national and state levels to reinforce India's leadership in global medical and wellness tourism. 'Initiatives such as Ayush and e-medical visas have enhanced patient mobility; however, the absence of insurance portability continues to pose barriers,' the report stated.

The announcement was made at the Heal in India 2025 Summit with the launch of the flagship report by the Federation of Hotel & Restaurant Associations of India (FHRAI) and KPMG India , titled 'Heal in India: Catalysing Medical and Wellness Tourism for a Healthier Global Future'.The summit was inaugurated by Suman Billa, IAS, Additional Secretary, Ministry of Tourism, who emphasised the critical role of building trust, enhancing care delivery, and sustaining service quality in achieving this vision. Billa stressed the need to expand beyond traditional metro cities and encourage participation from stakeholders in Tier 2 and Tier 3 cities to make healthcare more accessible for international already attracts more than two million medical tourists annually from over 75 countries. Delhi's decision to drop police from the licensing requirement may have been prompted by staff shortages, but for the hotel industry, long weighed down by high entry barriers, it's a much-needed step toward easier business. Hotels/motels/guesthouses, restaurants, discotheques, amusement parks, and other establishments in Delhi will no longer need No-Objection Certificates (NOCs) from Delhi Police. According to a new order from Lieutenant Governor VK Saxena, seven categories of trades in the Capital have been removed from the Delhi Police licensing system. These include: hotels/motels/guest houses, restaurants or eating houses, swimming pools, discotheques, video game parlours, amusement parks, and auditoriums. Delhi Chief Minister Rekha Gupta said the licensing responsibility for these trades will now lie with municipal bodies and relevant departments. Civic agencies such as the Municipal Corporation of Delhi, New Delhi Municipal Council, and Delhi Cantonment Board already have policies in place to regulate these businesses. The extra layer of police licensing is being removed to ease the burden on the force and let it focus on core policing duties. Industry Welcomes the Move: The hospitality industry has long complained about the multiple approvals needed to start or run a business. K Syama Raju, president of the Federation of Hotel & Restaurant Associations of India (FHRAI), called the change a welcome step toward reducing red tape. "For the hospitality industry, which is still recovering from the disruptions of recent years, such a reduction in compliance burden will go a long way in encouraging entrepreneurship and boosting investor confidence," Raju said.
