Bihar Assembly passes several Bills amid opposition walkout
Agency: Last Updated: July 23, 2025, 20:30 IST Representational image (Image: News18) Patna, Jul 23 (PTI) The Bihar assembly on Tuesday passed several Bills through voice vote after the opposition staged a walkout despite moving amendments. Deputy Chief Minister Vijay Kumar Sinha moved the 'Bihar Agriculture University (Amendment) Bill-2025', which aims to ensure recruitment of all faculty members in the university located in Sabour in Bhagalpur, through the Bihar Public Service Commission (BPSC). 'This will also ensure transparency in the recruitment process of the university and will enhance quality in the ongoing research work", said Sinha, who also holds the portfolio of the agriculture department. The Bill was passed by the house. Labour Resources Minister Santosh Kumar Singh introduced the 'Bihar Shop Establishment (Employment Regulation and Service Conditions) Bill, 2025, in the assembly. It seeks to benefit employees working in shops and commercial establishments. 'The Bill mandates weekly paid leave and allows for seven days of paid sick leave annually. Workers cannot be asked to work more than nine hours a day or 48 hours a week. Registration will now be required for shops and establishments employing ten or more workers, while those with fewer than ten employees will be exempted," Singh told reporters after the bill was passed. Businesses falling under the registration criteria must complete the process within six months of the implementation of new rules, he said. The assembly also passed a Bill that seeks to establish Jananayak Karpuri Thakur Skill University in the state. The university will impart skill development training to connect youths with self-employment opportunities. Besides, the assembly passed the Bihar Platform-Based Gig Workers (Registration, Social Security and Welfare) Bill, 2025. Under this bill, the state government will register all part-time platform-based gig workers and extend social security benefits, including insurance coverage. 'In the event of an accidental death while on duty, an ex gratia of Rs 4 lakh will be provided to the worker's family. For accidents leading to hospitalisation, a compensation of Rs 16,000 for stays exceeding one week and Rs 5,400 for shorter durations will be offered," said the labour resources minister. Another Bill which was passed is the Factory (Bihar Amendment) Bill, 2025. After it becomes a law, workers employed in factories will be entitled to double wages for any work exceeding 48 hours in a week in the state. While daily working hours can be extended up to 12 hours, the total must not exceed 48 hours weekly, it said. (CBL), a subsidiary of Guangdong Brunp Recycling Technology Co., Ltd (Brunp), in partnership with PT Aneka Tambang Tbk (ANTAM) and Indonesia Battery Corporation (IBC), officially broke ground on the Indonesia Battery Integration Project on Sunday at the Karawang New Industry City (KNIC) in Indonesia's West Java Province. Brunp is a subsidiary of Contemporary Amperex Technology Co., Limited (CATL). Spanning over 2,000 hectares, the Indonesia Battery Integration Project, with a planned investment of nearly USD 6 billion, covers the full battery value chain including nickel mining and processing, battery materials and battery recycling at the FHT Industrial Park of East Halmahera, North Maluku Province, and battery manufacturing in KNIC and Artha Industrial Hill (AIH) of Karawang, West Java Province. The battery plant in Karawang will deliver an annual capacity of 6.9 GWh in the first phase. By applying CATL's Lighthouse Factory and Extreme Manufacturing experience, the plant will ensure efficient production of high-quality battery cells and modules to accelerate e-mobility and energy transition efforts in Indonesia and the world. The other key component of the project is the establishment of Indonesia's first renewable energy circular system, with nickel mining and processing, battery materials, and battery recycling operations deployed at the FHT Industrial Park. This landmark project will use state-of-the-art technologies and renewable energy to achieve ultra-low energy consumption, enabling improved cost efficiency, and high-value battery material regeneration with a metal recovery rate of over 95%. Once fully operational, the facility is expected to produce 142,000 tons of nickel and 30,000 tons of cathode materials annually, along with the capacity to process around 20,000 tons of recycled batteries. This project, the largest initiative of its kind in Southeast Asia, clearly demonstrates Indonesia's dedication to promoting sustainable energy, declared Prabowo Subianto, President of the Republic of Indonesia while attending the ground breaking ceremony in Karawang. He also expressed enthusiasm for partnering with global stakeholders to develop a green battery industry ecosystem. Andhra Pradesh government launched ‘One Family, One Entrepreneur', to foster a culture of entrepreneurship in every household, says MSME Minister
Minister for Micro, Small and Medium Enterprises (MSME) Kondapalli Srinivas launched Confederation of Indian Industry (CII) Andhra Pradesh Entrepreneurs Development Forum and CII Tirupati Entrepreneurs Development Forum in Tirupati on Saturday. He also unveiled the CII Project 'Abhivrudhi Padham lo Swarna Andhra Pradesh Nuthana Prayanam.' Addressing the gathering, he said, 'The A.P. government has launched the flagship programme 'One Family, One Entrepreneur', with a mission to foster a culture of entrepreneurship in every household. This initiative plays a pivotal role in the development of MSMEs as drivers of self-reliance, innovation and job creation.' The Minister further said, 'In a landmark move under Phase 1, the Chief Minister has inaugurated MSME Parks and Flatted Factory Complexes in 11 Assembly constituencies and the foundation stones were laid in 39 other constituencies at Narempeta village in Atmakur mandal of SPSR Nellore district on 1st May, 2025.' Obituary: David Johansen, musician
American singer, songwriter and actor, David Johansen, poses for a portrait circa 1980 at The Old Waldorf in San Francisco, California. Inspired by British glam rock and inspirational to the emergence of punk rock, David Johansen was the face of influential United States band the New York Dolls. A New York native, Johansen gravitated to Andy Warhol's Factory scene. Having cut his teeth in several bands and the theatre industry, Johansen's break came in 1971 when the Dolls then singer Johnny Thunders opted to stick to his bass. Their raucous lifestyle, androgynous look and wild-eyed hard rock earned them a cult following but not commercial success. The band's last show was in December 1976, just before the many bands who had taken their cue from the Dolls look and sound started to make it big. Johansen went solo, with limited success, although his blues/swing alter ego Buster Poindexter did trouble the lower reaches of the charts and one single, a cover of Hot Hot Hot, made the US top 20. The surviving New York Dolls reformed in 2004 for a London festival, touring until 2011. Johansen was also an accomplished actor whose credits included appearances in the films Scrooged and Freejack, as well as TV shows Oz and The Equaliser.
