FHLB Dallas and Members Award More Than $1.2M to 42 Community Organizations

DALLAS--(BUSINESS WIRE)--More than $1.2 million in funding was awarded to 42 community-based organizations by the Federal Home Loan Bank of Dallas (FHLB Dallas) and 34 member institutions. FHLB Dallas members provided $208,500 in funding, and FHLB Dallas contributed $1 million in match-funding through its annual Partnership Grant Program (PGP). 'With its 5:1 matching funds, our Partnership Grant Program offers a boost in funding for nonprofits around our District, especially those that operate with minimal resources,' said Greg Hettrick, senior vice president and director of Community Investment Share Under the program, FHLB Dallas member institutions contribute $500 to $5,000 to a nonprofit, which FHLB Dallas matches at a 5:1 ratio to provide a match of up to $25,000 to the organization per member. The awards help promote and strengthen relationships between community-based nonprofits and FHLB Dallas members. DALLAS--(BUSINESS WIRE)--The Federal Home Loan Bank of Dallas (FHLB Dallas) is pleased to announce a $10 million fund dedicated to supporting public housing authority (PHA) rental properties with storm-resistant roofs. This new initiative aims to bolster the resilience and safety of housing frequently impacted by severe weather conditions. The new FHLB Dallas FORTIFIED Fund Rental program builds on the success of the original FHLB Dallas FORTIFIED Fund, which has provided storm-resistant roof upgrades to income-qualified homeowners across FHLB Dallas' District. FORTIFIED is a roofing system that meets the standards set by the Insurance Institute for Business & Home Safety (IBHS). These standards are designed to strengthen roofs beyond standard building codes to better withstand severe weather, including high winds, hail and heavy rain. 'With the addition of the rental component, we're furthering our commitment to protect communities across our District by investing in storm-resistant roofing,' said Greg Hettrick, senior vice president and director of Community Investment at FHLB Dallas. EL PASO, Texas--(BUSINESS WIRE)--A dental assistant is now a proud first-time homeowner, thanks in part to a $25,000 grant that helped cover her down payment and closing costs. Guadalupe Hernandez received the Homebuyer Equity Leverage Partnership (HELP) grant from the Federal Home Loan Bank of Dallas (FHLB Dallas), through its member First National Bank Texas (FNBT). 'Buying a house was my first goal when I made the move to El Paso,' said Ms. Hernandez, who moved from Presidio to put down roots in El Paso, Texas. 'The HELP grant made it possible to buy a good home in a market where everything was either too expensive or too old to be a good long-term investment.' She credits her bank, FNBT, with making a key difference in the homebuying process. 'They were always a step ahead in the process and understood the specifics of my case, helping me qualify for a larger loan,' said Ms. Hernandez. FNBT, an FHLB Dallas member institution, provided Ms. Hernandez with her mortgage and facilitated the HELP grant toward her down payment and closing costs. HELP assists income-qualified, first-time homebuyers with down payment assistance and closing costs. Up to $25,000 per homebuyer is available in Texas and New Mexico and up to $20,000 per homebuyer is available in Arkansas, Louisiana and Mississippi. FHLB Dallas allocated $17 million for HELP this year, up from $15.5 million in 2024. The final round of funding for 2025, $4.25 million, opens on August 1. EL PASO, Texas--(BUSINESS WIRE)--In a meaningful step toward advancing homeownership opportunities, the Federal Home Loan Bank of Dallas (FHLB Dallas) and First National Bank Texas (FNBT) awarded a $25,000 grant to a first-time homebuyer in El Paso, Texas. Alicia Zapata, a single mother of two, used the Homebuyer Equity Leverage Partnership (HELP) grant to make a down payment on her family's first home. 'I was renting a house I could never afford to buy, and it felt like homeownership was always out of reach. As a single mom with two growing kids, I longed for a place that was truly ours,' said Ms. Zapata. 'Thanks to the HELP grant, I finally have that. DALLAS, June 16, 2025--(BUSINESS WIRE)--The Federal Home Loan Bank of Dallas (FHLB Dallas) has added an additional $5 million in funding to its homebuyer down payment and closing cost assistance grant program due to high demand and rising home costs. FHLB Dallas initially allocated $17 million for 2025 to its Homebuyer Equity Leverage Partnership (HELP), an increase from $15.5 million last year, but three-fourths of the grant funds have already been depleted. HELP grants are available in FHLB Dallas' five state District of Arkansas, Louisiana, Mississippi, New Mexico and Texas. FHLB Dallas provides the funding through its financial institution members and does not provide funds directly to consumers. Homebuyers are encouraged to reach out to a local financial institution in their area that is enrolled in the program to learn more about eligibility requirements and the application process. Find a participating member in your area. Homebuyers in Arkansas, Louisiana and Mississippi may receive grants of up to $20,000 while homebuyers in New Mexico and Texas may qualify for up to $25,000.
