Masterton airport runway falls short of gaining safety credential

Despite a multimillion-dollar upgrade to Masterton's airport, the runway has failed to achieve safety standards required by most passenger aircrafts. In a report to council, chief executive of Masterton District Council Kym Fell said aircraft with more than 30 seats could not operate from Hood Aerodrome because the current proposal for a 90m Runway End Safety Area (RESA) did not meet the threshold set by the Civil Aviation Authority (CAA). Duane Emeny, the chief executive of Air Chathams which had expressed interest in establishing a regional airlink with Masterton, said it was a disappointing that the airport had not gained RESA certification. The RESA, situated where the runway finishes, was expected to be a distance of 240m or greater where practicable — a rule the CAA enforced. When a 240m length could not be done, the aerodrome operator must provide evidence supporting the next most practicable RESA length. ADVERTISEMENT Fell said the CAA had outlined areas requiring "further refinement" in the council's runway proposal, including "more robust analysis, clearer presentation of alternatives and mitigations, and updated technical and financial data aligned with current regulatory standards". "While their feedback offers guidance for any future submission, it's important to note that further investment in the RESA proposal may not be prudent," he said. "The threshold for approval is high, the costs significant, and there is no guarantee of success." He said smaller aircraft services with 30 seats or fewer could continue to operate. Emeny said Air Chathams was open to considering a change to its Saab fleet whereby the aircraft would be reduced from 34 to 30 seats. "Despite losing four revenue seats per flight, there would be some improved operational efficiencies of making this change along with the opportunity to provide scheduled air services into Masterton," Emeny said. "Air Chathams will review the options and continue to engage with the Wairarapa community and the regulator on a potential way forward." Fell said this work was part of a broader strategy to "unlock commercial opportunities and better activate this strategic regional asset". He said initial assessments indicated that expanding hangar capacity could attract and retain a diverse range of users — including private aircraft owners, recreational flyers, small commercial operators, and aviation service providers. "Improved hangar infrastructure would support long-term leasing and ground rental income, while generating broader economic benefits such as increased fuel sales, maintenance activity, and aviation tourism. "This would contribute to a more vibrant and operationally active aerodrome, reinforcing Hood's role as a gateway and economic contributor to the Wairarapa." Oliver Fell, 28, is now facing charges including lewd conduct with a student by an authority figure and sending harmful material to a minor, police confirmed. ‌ Fell was arrested on March 3 after a 14-year-old middle school student told a school resource deputy that they had had more than three months of social media communications with the accused. Police said the pupil claimed that back in early January, Fell sent him an "explicit photo" via Snapchat. ‌ Following these allegations, both the school district and the Manatee County Sheriff's Office's Crimes Against Children Unit were informed and swiftly started investigating the student's accusations. Detectives managing the case reportedly searched his phone with a warrant, and discovered messages between the pair. Investigators claimed that an "explicit photo of a nude breast" found on the phone was identified as belonging to the teacher. They said Fell, who had no prior record, denied the social media account was hers, or that she sent the images. Detectives secured a warrant to search Fell's home in Manatee County, Florida, and said that a giveaway 'clue' in the image helped them connect it to the accused. 'The evidence against her in that photo, we were able to match to the background in her house,' said Capt. Mark Morie with the Child Protection Division of the Manatee County Sheriff's Office. A statement also suggested that extra information gathered in early May had bolstered the case, although the MCSO did not provide further details. An arrest warrant was issued on 2 June, and Fell surrendered herself later that day. She is currently being held at Manatee County Jail on a $2,500 bond. The Teaching Regulation Agency heard that the first image showed her topless while the second saw her genitals were covered only by her hand which was 'performing a sexual act'. That student also alleged that Fell sent him an "explicit photo" on Snapchat in early January, according to the release. The allegations were reported to the school district and the MCSO Crimes Against Children Unit, sparking an investigation into the student's claims. During the investigation, detectives were able to confirm the student's allegations, according to the release, and after obtaining a search warrant for his phone, they allegedly found evidence that the communications between Fell and the student led to lewd conduct. Those detectives also said that an "explicit photo of a nude breast" found on the boy's phone "belonged to the teacher," according to the release. The release also said that additional information obtained in early May helped strengthen the case, though no further details were provided by the MCSO. On June 2, an arrest warrant was issued and Fell turned herself in later that day. She remains in custody at the Manatee County Jail and is being held on a $2,500 bond. School Principal Sent a Letter to Parents, Said Fell was 'Reassigned to a Position Away from School' The principal at Carlos E. Haile Middle School, Irene Nikitopoulos, spoke out about the charges in a letter addressed to parents on Monday. She wrote that it "took several weeks of investigation to confirm the allegations of the illegal communications" and said that "once law enforcement had sufficient confirmation, our school and district were informed and Ms. Fell was immediately reassigned to a position away from our school where she had no contact with students." She also said the school and the district would fully cooperate with the investigation, which is ongoing.
