MPs call for magistrate's R1m salary to be withheld after she stopped going to work in 2019
The Magistrates Commission highlighted several ongoing disciplinary cases. Parliament has heard how some magistrates have absconded work while continuing to earn their salaries for years. On Wednesday, the Magistrates Commission presented updates to the National Council of Provinces' (NCOP) Select Committee on Security and Justice. Magistrates Commission During the meeting, Secretary of the Magistrates Commission, Maristhane Justice Finger, reported on the status of cases involving Secunda District Court Magistrate T.K. Kekana, Kimberly Magistrate's Court Natasha Naude and Booysens Magistrate's Court E.S.S. Fredericks. Magistrate Kekana Kekana was charged with misconduct over several allegations, including failure to submit daily and monthly statistics, non-compliance with official working hours, and inappropriate meetings with litigants both at court and their business premises. She was also accused of attempting to mediate disputes and removing cases from the court roll without proper inquiry. Finger informed the committee that Kekana was served a letter of provisional suspension on 27 June 2024, after failing to submit representations as to why she should not be removed. A disciplinary inquiry initially scheduled for February was postponed due to the presiding officer's hospitalisation. The hearing was again delayed in June, after Kekana indicated she needed legal representation. 'The matter will only proceed in August,' Finger said. Magistrate Naude Regarding Magistrate Naude, Finger explained that she had been on sick leave since March 2022 – just six months into her appointment. 'She began not coming to work, reasons being that she is suffering from stress related to separation from her children, who are in Cape Town, where she's from,' Finger told the committee. According to the commission, Naude has exhausted her sick and vacation leave. The magistrate submitted medical report detailing her diagnosis with major depressive disorder, which she attributed to personal circumstances in Kimberly and not her ability to perform her duties. She also requested for a transfer to the Western Cape. 'The commission, having considered of these medical reports, came to the conclusion that she is incapacitated due to ill-health,' Finger said on Wednesday. READ MORE: RTMC CEO suspended amid misconduct probe Naude was informed of the commission's decision in November 2023 but did not respond, even after an extension was granted. She also applied for vacancies in various courts in Paarl and Cape Town, but was not shortlisted. Finger revealed that the policy allowing transfers had been replaced with a system requiring magistrates to apply for officially advertised posts in order to be considered for a transfer. He explained that the policy was removed due to the high number of transfer requests, many of which came from magistrates who had been informed in advance about the locations of their appointments. 'This up and down movement places an administrative burden on the commission,' he said. Finger informed MPs that Naude did not include a motivation letter in her transfer application and was, therefore, not shortlisted for the vacancy she applied for. 'It's required that there has to be a motivation for a transfer.' Magistrate Fredericks Fredericks has been absent from her post since November 2019 and is still receiving her full salary. Finger said the commission was informed about this during a leave management meeting with the Department of Justice and Constitutional Development in April 2024. The commission's ethics committee advised that Fredericks be suspended and that her salary be withheld because she had been absent from work without permission. Finger indicated that in August 2024, the commission received an affidavit and photos suggesting Fredericks might be suffering from a mental illness. However, she unexpectedly visited the office of the chief magistrate in May this year to enquire about letters regarding her suspension and salary. 'From the observation of the officials, she appeared very well and still remembered the documents that were served on her.' READ MORE: ANC reduces Bojanala ex-mayor's suspension after appeal As a result, the commission resolved in June to proceed with her disciplinary hearing and recommended to the minister of justice that Fredericks be provisionally suspended with her remuneration withheld. 'It is not correct that she continues to receive her salary, which we do not know what even happens to that salary if the report is that she may not be well,' Finger told MPs. He emphasised that the commission had no other alternative. 'Her abscondment is detrimental to the smooth running of the court.' MPs deliberate on suspending magistrates' salaries ANC MP Phiroane Phala remarked on the seriousness of the allegations against Kekana. 'She's not acting in line with the oath of office,' Phala said. DA MP Mzamo Billy suggested that Kekana's salary should also be suspended if her disciplinary process is delayed. 'The minister and the commission should be able to ensure we are not paying for someone who is sitting at home for months or years,' Billy said. However, EFF MP Virgill Gericke warned against premature decisions. 'I am directly opposed to taking people's money away while the matter is still pending. There must be fairness in the entire proceedings,' Gericke said. 'I think it would set an incredibly bad precedent if people were to be accommodated to alternative positions if they didn't accept a first position in good faith,' he said. However, Gericke argued that Naude's medical condition should be a mitigating factor. Billy cautioned that due processes be followed. 'We don't want to be caught offside at some point.' Finger maintained that the commission had complied with all necessary procedures and based its recommendation to declare Naude incapacitated on the information at its disposal. He reiterated that she has not returned to work. Blendynn Williams, Head of the Office of the Deputy Minister of Justice, confirmed that Naude's case meets the threshold for removal. Following the discussions, MPs endorsed the commission's recommendations. The committee also supported suspending Fredericks' salary. According to a government gazette published on 18 October 2024, magistrates in South Africa earn salaries ranging from R1.16 million to R1.69 million per annum.

The dough crumbles, the edges crack into a thousand pieces, and what was meant to be a soft, warm flatbread ends up looking more like a delicate papad. But what if we told you there's a way to make soft, pliable, and most importantly, non-breaking gluten-free rotis? The kind you can actually fold and use to scoop up your dal? It's a simple technique with the help of a game-changing ingredient. But first, let's talk about the right flours. Which Indian Flours Are Gluten-Free? Fortunately, the world of cooking offers a wonderful variety of flours that are naturally gluten-free and perfect for making rotis. In fact, many of these are staples in regional Indian cooking already. While you have the option to order gluten-free rotis online for your meals, keeping these flours handy in the kitchen is also a good idea. Jowar (Sorghum) Flour: A light, versatile flour with a mild, slightly sweet flavour. It's one of the most popular choices for making rotis in Western and Southern India. Bajra (Pearl Millet) Flour: Known for its rustic, nutty flavour and a darker colour. Bajra rotis are a winter favourite in many parts of India, prized for their warmth and nutritional benefits. Ragi (Finger Millet) Flour: A rich, earthy flour with a reddish-brown colour, ragi is packed with calcium and fibre. It's perfect for adding a wholesome twist to your rotis. How To Make Perfect Gluten-Free Rotis 1. Add Psyllium husk Psyllium husk, also known as isabgol, is the magic binder you've been missing. When mixed with water, it forms a viscous, gel-like substance that gives your dough the elasticity and binding power it desperately needs. Without it, gluten-free flours like jowar, bajra, ragi have no structure. Adding a tablespoon of psyllium husk per cup of flour can transform that crumbly mess into a cohesive, workable dough. 2. Knead the dough right Now for the technique. Always use very hot water. Gluten-free flours, unlike wheat flour, don't just "absorb" water; they need to be slightly cooked or gelatinised to become pliable. Start by combining your chosen gluten-free flour (or a mix of two) with the psyllium husk and a pinch of salt. Next, pour in boiling or very hot water, mixing with a spoon first to avoid burning your fingers. Once it's cool enough to handle, knead the dough for a few minutes. You'll feel the dough change from a sticky, loose mixture into a smooth, slightly elastic ball. You'll know it's ready when you can press it with your finger and it holds its shape. 3. Roll the rotis gently When it comes to rolling, apply a gentle touch. Lightly dust your rolling surface and the dough ball with a little dry flour. Use slow, even pressure, turning the roti after every two strokes. Don't be tempted to press too hard or roll too fast, as this is where the cracks appear. The psyllium husk will give you a little leeway, but a gentle hand is still crucial. A little trick is to use a large flat-bottomed bowl or plate to press down on the roti to get a perfectly round shape. 4. Cook at the right temperature Finally, the cooking. Heat your tava or griddle until it's hot. Place the roti on the pan, let it cook for about 30 seconds, then flip it. Cook the other side for another 30-45 seconds, until you see small bubbles. For that satisfying puff, you can now transfer it to a direct flame or continue cooking on the tava while gently pressing down on the edges with a cloth. The first attempt might not be perfect, but with a little practice, you'll be rolling out soft, beautiful rotis that taste just as good as they look. Vancouver band Mother Mother celebrates 20 years with new album Nostalgia
Mother Mother is celebrating 20 years as a band with the release of its 10th album. Titled Nostalgia, the Vancouver quintet's latest release lives up to its name, through the inclusion of material dating back to the band's beginnings, as well as new songs looking toward its future. There have been ups and downs for vocalist and lead guitarist Ryan Guldemond, vocalist and synthesizer player Molly Guldemond, vocalist and keyboardist Jasmin Parkin, drummer Ali Siadat and bassist Mike Young. Suddenly finding itself in the midst of a massive career resurgence with media outlets such as Rolling Stone describing the song as the 'niche band's breakout,' the group followed the old track with a sequel, titled Hayloft II. With expanded global interest in its music and more touring opportunities, Mother Mother cemented its new fan connection with sharp new songs such as I Got Love, with its accompanying video comprised of submitted clips. That track was included on 2021's Inside. Grief Chapter followed in 2024. This February, the song Make Believe previewed the arrival of Nostalgia. The song captures the group's mix of driving grooves and angular, off-kilter harmony choruses that have been a characteristic of the band since the days when it had its first residency at The Blarney Stone in Gastown in 2005. 'In creating Nostalgia, our goal was to embody a childlike creativity, which often becomes elusive as we age and gather too many tricks,' said Ryan Guldemond. 'We evaluated every creative choice by its emotional impact — whether that was a lyric, a reverb trail, or an EQ curve. If something didn't evoke a strong emotional reaction, we let it go.' One song on the album that has always evoked a reaction, dating back to Mother Mother 's earliest days, is Finger. Long a favourite in live performances, the cheeky challenge to society's double standards about what is/isn't appropriate placement of everything from digits to dinner choices, was always seen as a bit too much for including on a record. It is the oldest material on Nostalgia, but still sounds fresh. 'Ali has been bugging me to produce Finger for 20 years, and I always thought it was a little too audacious,' he said. 'But the theme of this record is to celebrate 20 years and that includes that instinct that only young people possess when they first discover a passion and craft, and the absurd things that can be a byproduct of that discovery. Finger fits that brief and, I think, it could become a new anthem for our fan base.' Daydreaming can be a powerful drug that can produce valuable insights into very real things in life. A case in point is the opening song Love to Death, which dates back to 2008's O My Heart sessions. A popular bootleg live version has been cropping up online for the past decade, so it made sense to get a legit version on record. 'I think 20 years is a weird number where your adult life has been going on for that long,' he said. 'During that time, we have had a lot more than 20 opportunities to break up, and songs like Love to Death are reminders of that historic continuity. 'It seemed a time to celebrate it with a positive spin.' A song that's certain to become a winner in concert is On And On (Song for Jasmin), an upbeat banger expressing the deeply held love Guldemond has for his bandmate Parkin. A girl, he notes in a lyric, who 'I want to play guitar for' who helps him find a new apartment, among other things. 'Jasmin is my very best friend in the world, beginning with us being a couple 18 years ago, and moving through breaking up and staying bandmates, to this very deep friendship that has refined and reinforced itself over the years,' he said. 'In 2020, her dad died and I was the one who had to deliver that unexpected, sad news. That was very bonding and, in the grip of that grief and connection, I wrote this song as an ode to my friend, as an attempt to encapsulate her incredible personality.' As time has passed, Mother Mother has become all the more adept at sharing the lead vocals between its three singers, seamlessly transitioning into the band's signature harmonies. Blending them on the floating, psychedelic folk of Station Wagon, to the call-and-response grooves of Me & You, Nostalgia is a showcase for vocals. 'Mother Mother, at its best, is three personalities shining through vocally. And there have been times where that may have been inhibited for certain reasons,' he said 'Really listening back over nine albums, when we were our best and most authentic, were when the vocals were at their most democratic and colourful. So, we honed in on that with songs like Better Than Me, which is Jasmine's lead, or the closing song, To Regret, which is Molly's lead.' For Ryan and his sister Molly, music-making began growing up on Quadra Island,. That upbringing has direct influence on Nostalgia, which has many acoustic-forward songs. More than half of the new record could be strummed around a beachside campfire. 'There is a certain, unfortunate bastardization in the studio that happens with beautiful songs born on acoustic guitars,' he said. 'This time, we wanted to keep that intact, as the heart of a song so often begins on an acoustic guitar or a piano. We have been doing a campfire moment in the live set, which people celebrate.' The band is touring Europe and debuting in Istanbul, Turkey, over the summer. Canadian dates are likely in 2026. When you have logged 20 years, 10 albums and a load of hit singles along the timeline, selecting a set list becomes a challenge for all musicians. For Mother Mother, it's no different. 'It's an infuriating ordeal that takes a long time to put together,' admits Guldemond. 'It's obvious on paper what you need to do over 90 minutes — hits, new songs, deep cuts, campfire moment, a Molly song, a Jasmine song, etc. — but I've been working on it for a few months now.
