860 FIRs registered, Rs 10 crore penalty imposed in Haryana's ‘biggest crackdown' on illegal mining

Reporter: Varinder Bhatia The Haryana Police announced Wednesday that over 860 FIRs were registered and a penalty of Rs 10.69 crore imposed on violators from January 1 to June 30 this year in what the state government said was its 'biggest crackdown' against illegal mining. During this period, over 1,186 vehicles involved in the illicit activity were also seized, the police added. Divulging details on the crackdown, Amitabh Singh Dhillon, chief of Haryana State Enforcement Bureau, said, 'During the period from January 1 to July 10, 2025, a significant increase in enforcement has been recorded compared to 2024. While a total of 3,039 mining sites were inspected in 2024, this number has reached 3,733 in 2025 so far.' 'Similarly, while 684 First Information Reports (FIRs) were registered in 2024, this figure has risen to 860 in the first six months of 2025. Improvement has also been observed in FIR disposal. In 2024, as many as 329 cases were disposed of, while in 2025, the number has already reached 445,' he added. Shatrujeet Kapur, Director General of Police (DGP), Haryana, said illegal mining poses a serious challenge to the state's natural heritage, ecological balance, and law and order. 'The police department and the enforcement bureau are working in coordination, and timely action is being ensured in every district. All commissioners and superintendents of police have been directed to exercise zero leniency in cases related to illegal mining and to take strict legal action against offenders,' he stated. 'In our ongoing crackdown against the mining mafia, 626 individuals were arrested in 2024, whereas in 2025, this number has risen to 754. Likewise, 945 vehicles used in mining operations were seized in 2024, while 1,186 vehicles have been seized so far in 2025. This clearly indicates that the enforcement mechanism has delivered a decisive blow to the logistical system associated with illegal mining,' Dhillon said. Explaining that the penalties imposed so far this year – Rs 10.69 crore, which is 57 per cent more than the penalty amount of Rs 6.78 crore imposed in 2024 – Dhillon said, 'This action has not only succeeded in exerting strong financial pressure on mining mafias but has also proved to be a significant achievement from the perspective of revenue augmentation for the state government.' Elaborating on the methods to prevent illegal mining, Dhillon said, 'The Enforcement Bureau has strengthened its technology-based monitoring system. Measures such as GPS tracking, drone survey, and the formation of special raid teams are ensuring not only the prevention of illegal mining attempts but also the swift arrest of offenders. It is the priority of the Haryana Government that the utilisation of natural resources in the state takes place within legal and environmental boundaries.' DGP Kapur said the state enforcement bureau launched the campaign against illegal mining under the clear directives of Chief Minister Nayab Singh Saini. 'Acting actively across the state under the visionary leadership and strict instructions of the chief minister, the bureau has achieved significant success in establishing effective control over illegal mining.'

Ashoka prof Mahmudabad can return to social media, SC raps SIT on probe

The Supreme Court on Wednesday relaxed Ashoka University professor Ali Khan Mahmudabad's bail conditions, allowing him to resume writing online posts or articles, except on topics related to the subjudice case, reported PTI. He was arrested by the Haryana Police on May 18 after two First Information Reports (FIRs) were filed in connection with his posts on the Indian Army's 'Operation Sindoor'. The top court granted him bail on May 21. A SC bench comprising Justices Surya Kant and Joymalya Bagchi, on Wednesday, said, 'He is free to express any opinion except on the sub-judice case.' The bench also raised concerns over the direction of the investigation being carried out by the Haryana Police's Special Investigation Team (SIT), stating that it had 'misdirected itself' in its handling of the case. It further directed the SIT it to restrict its inquiry to the two First Information Reports (FIRs) registered against Mahmudabad over his social media posts on Operation Sindoor. 'We are asking why SIT is, on the face of it, misdirecting itself. They were supposed to examine the contents of the posts,' Justice Kant said, as quoted by LiveLaw. Senior advocate Kapil Sibal, representing Mahmudabad, told the court that the SIT seized his devices and also enquired about foreign trips for the last ten years, LiveLaw reported. Court questions seizure of personal devices The bench noted that there was no justification for seizing the professor's electronic devices as part of the investigation. 'We just want to know from what purpose they have seized devices? We will call them (officers),' Justice Kant said. It also added that since Mahmudabad was cooperating with the investigation, 'there was no need to summon him again.' 'You don't require him (Mahmudabad), you require a dictionary,' Justice Kant observed. It further directed the SIT to examine whether an offence had been made out under the FIRs and submit a report within four weeks. Mahmudabad's social media posts: Background Mahmudabad was held for making alleged derogatory remarks toward the Indian Army and two women officers — Colonel Sofia Qureshi and Wing Commander Vyomika Singh — who appeared at media briefings on 'Operation Sindoor'. In his post, he described the appearance of two women officers at a press briefing as mere 'optics' and 'just hypocrisy'. The remarks drew strong backlash and were seen as disrespectful towards women in uniform. Shortly after, the Haryana Women's Commission took suo motu cognisance, and a BJP Yuva Morcha leader filed a complaint against him.

Capital wins e-parking dispute

A lower court in Islamabad on Sunday upheld the decision by the Directorate of Municipal Administration (DMA) and Metropolitan Corporation Islamabad (MCI) to cancel the e-parking contract awarded to AJCL company, terming the termination fully legal and in accordance with administrative procedures. The court dismissed AJCL's appeal, reinforcing the government's commitment to transparency, legal supremacy, and public interest. Senior advocate Nazir Jawad, representing CDA and DMA, presented what the court described as "solid legal evidence" to defend the cancellation of the contract. The contract with AJCL was officially revoked in June 2025 after the company was found to be in serious breach of multiple clauses, including financial irregularities and failure to implement a cashless system for parking. The CDA spokesperson told the media that multiple First Information Reports (FIRs) were also filed by both the DMA and concerned citizens at local police stations against the company. AJCL subsequently challenged the contract termination, requesting that parking sites not be reclaimed and that the proposed re-auctioning of smart parking sites be halted. However, the court rejected all such claims, declaring them baseless and upholding the DMA's actions as legally sound and procedurally proper. Legal experts and civic stakeholders alike have praised the decision, calling it a major step toward enforcing transparency, upholding the rule of law, and improving urban services in Islamabad. "This judgment empowers us to take stronger, more effective steps for enhancing public amenities," said a senior CDA official. "This verdict is a testament to our commitment to good governance, transparency, and merit-based decisions," said Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa in a statement on Sunday. The verdict has been hailed by CDA officials as a precedent-setting move under the leadership of Member Administration Talat Mahmood and Deputy DG Enforcement and Director DMA Dr Anam Fatima. The CDA reiterated its commitment to modernising urban infrastructure, promising that no lapses in governance or public service delivery would be tolerated.
