Global Digital Cooperation In Focus As 20th Internet Governance Forum Concludes In Norway
Lillestrøm, Norway, 27 June 2025 — The 20th annual Internet Governance Forum (IGF) concluded today in Lillestrøm, Norway, celebrating two decades of advancing open, inclusive, and secure digital development. Hosted by the Government of Norway in collaboration with the United Nations Department of Economic and Social Affairs (UN DESA), this milestone gathering brought together more than 9,000 participants onsite and online from across the globe, including policymakers, civil society leaders, academics, youth, and the private sector. In his opening remarks earlier in the week, United Nations Secretary-General António Guterres reflected on the significance of the occasion, noting: 'Two decades ago, digital cooperation was a bold aspiration. Today, it is an absolute necessity – and a shared responsibility.' He also highlighted the recent adoption of the Pact for the Future and the Global Digital Compact, which recognized the Internet Governance Forum as the primary multistakeholder platform for digital governance issues. This year's IGF welcomed high-level participation from governments, especially from Africa and the Global South, alongside representatives from leading technology companies including Meta, OpenAI, and TikTok. Actor and producer Joseph Gordon-Levitt also took part, engaging in discussions that explored the creative and ethical dimensions of artificial intelligence. Through its inclusive multistakeholder format, the IGF provided a trusted platform for open dialogue and cooperation on the world's most pressing digital issues. In his closing statement, Li Junhua, United Nations Under-Secretary-General for Economic and Social Affairs, emphasized that as we look toward the General Assembly's review of the IGF mandate this December, 'We have a critical opportunity to reaffirm and re-energize the IGF's role as the global home for inclusive dialogue and digital policies.' He further underscored that 'ensuring safe and secure deployment of digital technologies is a shared responsibility—and a critical priority—for the global multistakeholder community. We must deliver it.' Held under the overarching theme 'Building Digital Governance Together,' the Forum featured more than 260 sessions over five days. Discussions covered critical areas such as data governance, emerging technologies, cybersecurity, universal connectivity, digital rights, and the future of global digital cooperation. Karianne Tung, Minister of Digitalisation and Public Governance of Norway, remarked in her closing statement, 'We are proud that this year's Internet Governance Forum, hosted in Norway, has laid a strong foundation for the forthcoming WSIS+20 process. A continued, permanent, and strengthened IGF mandate will be vital in shaping the future of global digital governance. I extend my sincere gratitude to all stakeholders who engaged in vibrant, thoughtful discussions here in Norway, and who played a key role in the success of IGF 2025.' A key outcome of the Forum was the Lillestrøm IGF Messages, which reflect shared priorities and recommendations from IGF participants. These Messages offer actionable guidance for policymakers, focusing on digital governance, human rights online, the opportunities and risks of digital innovation, and the role of digital technologies in advancing peace, sustainability, and development. Throughout the week, participants underscored the urgent need to address rising challenges in the digital landscape. Concerns were raised about the erosion of digital trust, driven by the rapid spread of misinformation, disinformation, and malicious content. The emergence of generative AI has made it easier to produce convincing yet false content, exacerbating the risks—particularly for young people who increasingly rely on digital platforms for information and interaction. NSEL Investors Forum urges Maharashtra CM to facilitate one-time settlement
The NSEL Investors Forum (NIF) has approached Maharashtra Chief Minister Devendra Fadnavis, seeking his support for a proposed one-time settlement (OTS) between investors and the National Spot Exchange Ltd. (NSEL). The forum has urged the State Government 'to refrain from any actions that may delay or derail the settlement process.' In a letter addressed to the Chief Minister, the forum, representing investors impacted by the NSEL payment default crisis, has highlighted the importance of the settlement, which has been discussed over a decade. The forum has emphasised that after nearly 12 years of pursuing recovery efforts through various channels, a breakthrough consensus has finally been reached between NSEL and its investors. The proposed OTS, valued at ₹1,950 crore, is aimed at providing investors a substantial recovery of their lost funds. Notably, while recovery rates in typical insolvency cases hover between 10% and 20%, the OTS is expected to yield approximately 48% recovery for affected investors — a significantly higher return, the Forum said. Earlier this year, to formalise the settlement, NSEL filed a Scheme of Arrangement before the National Company Law Tribunal (NCLT), Mumbai. In its letter to Mr. Fadnavis, the Forum had expressed concerns that any adverse or negative response from state authorities, including the Economic Offences Wing (EOW) or the Competent Authority overseeing the matter, could jeopardise the settlement. 'Such actions would not only derail the process but could also be perceived as working against the interests of the investors,' the letter said. To ensure a smooth resolution, the forum has requested that the State Government appoint a senior legal expert with experience in company law matters to guide the state's position effectively before the NCLT. 'We humbly urge the Chief Minister to issue necessary directions to relevant authorities and departments to avoid any hasty or negative steps that may derail or delay the proposed settlement,' the forum stated.

IPC Athletes' Forum 2025 concludes with focus on athletes well-being, overall development
Duisburg (Germany): More than 70 athlete representatives from over 50 countries gathered in Bonn and Duisburg, Germany, for the fourth edition of the International Paralympic Committee (IPC) Athletes' Forum, held from June 24 to 26, 2025. The Forum brought together athlete leaders from National Paralympic Committees, International Federations, Regional Organisations, International Organisations of Sport for the Disabled, and the World Anti-Doping Agency. Over the three days, participants engaged in meaningful discussions on key topics shaping the future of the Paralympic Movement. The opening day featured welcome addresses from IPC Athletes' Council Chairperson Vladyslava Kravchenko and IPC President Andrew Parsons, and sessions on IPC governance with IPC Chief Executive Officer Mike Peters and the Paralympic Games with IPC Chief Paralympic Games Officer Colleen Wrenn. The day concluded with the inauguration of the IPC's new headquarters in Bonn, attended by federal, state, and city officials, IPC Governing Board members, para-athletes, Team IPC staff, and other distinguished guests. Juan Diego Blas, a para-archer from Guatemala who competed at the Paris 2024 Paralympic Games, said: 'Being at the Athletes' Forum was amazing. In addition to going to the Paralympic Games, my dream was to come to Bonn and meet Team IPC. What is more fulfilling than attending the inauguration of the new headquarters? 'All the athletes were very happy to be part of the celebration and that the IPC has a new home. The Forum was excellent.' Day two focused on athlete knowledge and education. Sessions covered the fundamentals of classification and the new 2025 IPC Athlete Classification Code. Anti-doping compliance and athlete responsibilities were also addressed. A special workshop led by TikTok, Maximising Your Social Media Presence, provided athletes with practical tools to grow their digital platforms, connect with fans, and elevate the visibility of para-sport. Thomas Borg, a para-athlete from Malta, shared: 'The presentation by TikTok was my favourite session. Nowadays, I think it is important to get the message out there and get it out as raw and authentic as possible. With TikTok, you can get your message out so easily, and that's what I enjoy about it. 'Structuring a better content plan to cater more to users and audience was something I was familiar with, but it became much clearer after the presentation. Hopefully, I'll be posting more consistent content, and my goal is to catch up to the @Paralympics TikTok channel.' The final day featured a panel on athlete representation and athlete well-being. Breakout discussions allowed participants to share experiences and ideas on improving representation and the athlete experience at the Paralympic Games. The IPC also presented its impact and development programmes, including grant opportunities and initiatives supporting para-athlete leadership. Reynold Hoover, Chief Executive Officer of the LA28 Olympic and Paralympic Games Organising Committee, and John Harper, Chief Operating Officer of LA28, joined the final day to engage with athletes and hear first-hand about what makes a great athlete's Paralympic Games experience. IPC President Andrew Parsons said: "The IPC Athletes' Forum is an event for athletes, with athletes, and a place where athletes from across the globe can learn more about the Paralympic Movement and share their views on a range of topics. 'Sport is transformational, it breaks down barriers, builds confidence, and unites people across cultures. That's why athlete input is not only welcomed, it is central to everything we do as we strive for a more inclusive and athlete-driven Paralympic Movement." Vladyslava Kravchenko, IPC Athletes' Council Chairperson, added: "It was so great to see so many athlete representatives from across the world come together and attend the IPC Athletes' Forum for three days of fantastic and purposeful dialogue. In particular, I was really pleased that so many athletes from Africa and Latin America were able to attend and contribute thanks to the support of the IPC Solidarity Programme. The objective now is to keep the dialogue between the athletes open as we build for the future.' To ensure diversity and equitable representation across the Paralympic Movement, the IPC supported 21 athlete representatives from eligible National Paralympic Committees through its Solidarity Programme to attend the Forum. Yaimillie Marie Diaz Colon, a para-athlete from Puerto Rico and a recipient of the grant to attend the Forum, said: "It was very emotional for me to be here. I learned a lot and there were a lot of things that I could bring back to my country. 'Being here means opportunity for growth in my country. As I'm representing Puerto Rico, I can get new ideas and bring them back to my country. It is good in terms of motivation for young people."

Investors Forum Seeks Maharashtra CM Fadnavis's Support For Rs 1,950 Cr Settlement Plan
In a major step toward resolving the long-standing NSEL payment crisis, the NSEL Investors Forum has reached out to Maharashtra Chief Minister Devendra Fadnavis, seeking the state's support for a proposed Rs. 1,950 crore One-Time Settlement (OTS) between the National Spot Exchange Limited and its investors. The forum, which represents a significant number of affected investors, has emphasised the importance of government cooperation in facilitating the scheme, cautioning against any intervention from state agencies that could impede its progress. According to the Forum, the settlement—nearly twelve years in the making—promises a recovery rate of approximately 48%, far surpassing the recovery benchmarks seen in typical insolvency proceedings. Investors have agreed to assign their claims to 63moons in return for the settlement amount, even as enforcement actions under MPID and PMLA Acts continue against defaulters. Earlier this year, NSEL initiated a formal Scheme of Arrangement under the Companies Act, 2013. Following NCLT's direction, a month-long postal ballot process was conducted, where over 92% of participating investors, by number and value, voted in favor of the proposal. The final hearing at the NCLT is slated for July 11, 2025. In the lead-up, the Forum has urged the Chief Minister to issue appropriate guidance to relevant state bodies, emphasizing the importance of a unified approach to avoid delays or disruptions. The forum also suggested appointing an expert in company law to represent the state's interests effectively before the tribunal.
