Curbing drug menace is not rocket science: Karnataka Home Minister
Bengaluru: Karnataka Home Minister G. Parameshwara said on Saturday that curbing the drug menace is not rocket science and asked the police officers to put in focused efforts. He also conducted a progress review and then addressed the officers. On the issue of drug control, he said that the Chief Minister has issued strict directions. 'Curbing the drug menace is not rocket science. The department has sufficient strength. Investigating officers must involve themselves deeply in drug-related cases. In any case, the prime accused must never be spared,' he said while addressing officers on the second day of the senior police officers' annual review meeting held at the office of the Director General and Inspector General of Police (DG and IGP). 'Different districts face different kinds of problems. Officers must work on the ground. Issues such as hate crimes and communal clashes may arise. Festivals such as Ganesh Chaturthi and Muharram come with their own challenges. If officers don't observe these challenges firsthand, what is the point?' he questioned. Referring to crimes against Scheduled Castes, Scheduled Tribes, women, and children, he noted that the conviction rate remains low. Investigating officers must consult public prosecutors and take necessary guidance. 'Some officers are not following this, and this is one of the reasons why accused persons are escaping the law,' he warned. 'To prevent atrocities against SC and ST communities, 33 DCRE (District Crime Record and Enforcement) police stations have been set up across the state. These must be made effective,' he said. Parameshwara added that if the 'Police at Your Doorstep' initiative is successfully implemented, the Karnataka Police Department will earn national recognition. 'When police visit homes, they understand the issues in their respective station jurisdictions. This also helps in preventing crimes,' he said. Parameshwara stressed that many key issues of the Police Department must be discussed. Expert consultations should be held regarding various problems, and appropriate suggestions should be sought to aid investigations. The structure of the annual review meeting should be redesigned with this aim in mind. District-level progress reviews are already being conducted at the Range level. At the annual conference, it is enough to present state-level data, he added. 'New technologies must be adopted. Karnataka Police should set an example for the rest of the country,' Parameshwara stated. He further added that the police must work more effectively, in line with the expectations of the government and the public. 'When citizens come to the station, their complaints should be accepted without making them run around repeatedly. Police must respond in a people-friendly manner,' he said. He further stated that officers and personnel of the police department must be provided with advanced technological training. Senior officers must think seriously and act accordingly.

We will not allow SAF to project Udupi as communally sensitive region, says Udupi MLA
By bringing Udupi under the purview of the newly formed Special Action Force (SAF) to tackle communal disharmony, the State government has caused a huge dent to the image of Udupi, said Udupi MLA Yashpal Suvarna. In a statement, the MLA said no opportunity will be given to the SAF to project Udupi as communal sensitive region. 'The government has decided to deploy SAF in Dakhina Kannada, Udupi, and Shivamoga. This deployment has been made in Udupi district, which has not seen any communal trouble in the last ten years. The government unilaterally decided to have SAF units in Udupi and two other districts, without consulting the elected representatives and people. When communal incidents have occurred in Dakshina Kannada in the past, Udupi has remained peaceful,' he said. By forming SAF, the government has indirectly agreed of Home Department's failure in restoring peace in Dakshina Kannada. Home Minister G. Parameshwara has indirectly indicated of his failure in restoring law and order in the three districts. No target Vishwa Hindu Parishad South Karnataka Divisional Joint Secretary Sharan Pumpwell said the SAF, instead of targeting Hindus, should conduct in a lawful manner. The SAF should not become 'Anti-Hindu Special Task Force'. The SAF should take stern action against those involved in 'love jihad', illegal conversion, illegal cow slaughter and transportation, drug peddling and other illegal act, which have been cause for communal disharmony in the region, Mr. Pumpwell said in a statement.

Police Gruha scheme proposed for extension till 2030, says Home Minister
Assuring of constructing quality residential quarters for police personnel working in the city and rural areas, Home Minister G. Parameshwara said on Friday that he has asked Chief Minister Siddaramaiah to extend the Police Gruha scheme till 2030. Speaking after inaugurating new houses built for police in the city and at Belthangady, Mr. Parameshwara said the Police Gruha ends by 2025. 'I have asked Chief Minister Siddaramaiah to extend the scheme by five more years. He has agreed.' Chief Minister has sanctioned ₹300 crore in the budget for residential quarters construction work being taken up in 2025-26. The Home Minister said poor living conditions of police personnel in Bengaluru, Belagavi, and a few other places made him to come up with Police Gruha scheme. To provide house of quality for the personnel, the per unit cost under the scheme has now been put at ₹28 lakh. As many as 64 flats have been constructed in the new residential apartment that has come up in police lane in Mangaluru. In all, 24 flats have been built in the new police apartment that has come up in Belthangady. Each of these flats have two bed rooms, a living room, a kitchen, a dining place and a modular kitchen. Both apartments were constructed at a cost of ₹21 crore.

Communal strife: K'taka govt inaugurates Special Action Force unit in Mangaluru
Mangaluru (Karnataka): The Karnataka government has officially inaugurated a Special Action Force (SAF) unit, the Communal Violence Control Force, in Mangaluru, aimed at preventing communal strife and serial revenge killings in coastal Karnataka and Malnad (hilly) regions of the state, thereby ensuring law and order. State Home Minister G. Parameshwara inaugurated the unit on Friday at the District Police Parade Ground in Mangaluru. Several dignitaries and police officers attended the event. The Congress-led government created this special force following incidents of revenge killings, mob lynching, and a series of stabbing incidents in the Mangaluru region. These crimes threatened the law and order system in the communally sensitive Mangaluru district. The entire coastal region had become tense, and these incidents threatened to disrupt peace in the state. Speaking after inaugurating the Special Action Force, HM Parameshwara stated that the SAF is necessary in Mangaluru, Udupi, and Shivamogga districts. HM Parameshwara acknowledged that many might criticise this task force but emphasised that peace in Mangaluru district would translate into peace across the entire state. He urged the people of the district to cooperate with the work of this task force and also mentioned that, if necessary, this task force would be established across the entire state. This unit has been formed with the objective of conducting rapid operations in communally sensitive areas. A total of 248 police personnel have been deployed in this unit, and the team will be divided into three companies. Speaker U.T. Khader, who represents the Ullal Assembly seat in Mangaluru, District In-charge Minister of Mangaluru, Dinesh Gundu Rao, who also serves as the Health Minister, and other dignitaries were present. The Congress-led government in Karnataka has decided to launch the Communal Violence Control Force -- a specialised unit -- in a bid to curb and control communal strife resulting in a series of revenge killings in the state's Mangaluru, Udupi and Shivamogga districts. The government has also announced that the personnel serving in the Anti-Naxal Force (ANF) will be reassigned to the Communal Violence Control Force. The government order released on May 29 in this regard states, among the total available total 648 posts in the ANF, 248 officers and staff are shortlisted to establish the SAF. The order states: "The new SAF will have three companies and they will be established in Udupi, Shivamogga and Mangaluru districts. The functions and responsibilities of this force include establishing an Intelligence unit with a technical cell to monitor and collect information from the media, social media, and Intelligence sources regarding hate speech, provocative incidents, and communal-related activities. 'To create an alert system for potential communal violence through surveillance and human Intelligence; to undertake confidence-building measures through effective outreach and influence; to implement measures to identify and monitor radicalisation." The IGP of the zone will take the necessary steps to deploy Special Task Force officers/personnel during instances of communal riots, it says.

Every police constable is being trained in cybercrime investigation, says Home Minister
Home Minister G. Parameshwara said here on Friday that every police constable in the State is being trained in cybercrime investigation. Speaking at the launch of Special Action Force (SAF) in Mangaluru on Friday, Mr. Parameshwara said there is drastic rise in cybercrime cases in the State and all police stations are now empowered to register FIR on different cyber frauds. 'Every police constable is being trained in cybercrime investigation. Training is being given in the offices of (District) Superintendent of Police,' Mr. Parameshwara said. The State police are adopting new technology solutions to improve policing. Additional Hoysala vehicles are being given to all districts to help police to quickly respond to calls of people. Later speaking to reporters, the Minister said the Anti-Naxal Force will not be totally dismantled. As many as 248 personnel from ANF were pulled out to create the SAF. He said though there was no activity of Maoists in Karnataka, they are active in other parts of the country. 'We have retained the (400-odd) ANF personnel in case need arises to make use of them in the coming days,' Mr. Parameshwara said.
