HC permits engg. to collect enhanced annual fees
The Telangana High Court permitted Chaitanya Bharati Institute of Technology (CBIT) to enhance the annual fees for under-graduate and post-graduate courses for three years starting this academic year. Justice B. Vijaysen Reddy, however, said that the collection of fees would be subject to further orders. He adjourned the matter to July 30 for next hearing, directing the Principal Secretary of Higher Education and the Telangana Admission and Fee Regulatory Committee (TAFRC) to file counter affidavits. CBIT, an engineering college run by a registered society, challenged the State government's decision to continue the existing fee structure for engineering and other courses for the academic year 2025-26. The present fee were fixed for the block period of 2022-23 to 2024-25. The college contended that the decision of the State government taken 10 days ago not to enhance the annual fee of the courses was in violation of GO Ms. No 6 issued in 2007. It also amounted to violation of Supreme Court rulings in the matter, the college said in its petition. The judge passed interim directions to TGEAPCET Convenor (Admissions) to update the fees collectible by CBIT for the block period of 2025-26 to 2027-28. The college can be permitted to collect annual fees of Rs. 2.23 lakh, Rs. 1.51 lakh and Rs. 1.40 lakh for BE/ and MBA/MCA courses respectively, the judge said. Meanwhile, some more engineering colleges moved lunch motions before the Bench of Justice K. Lakshman with the same plea of permission for enhancement of annual fee for different courses. The judge said he would pass interim orders in the matter on Friday.

AP unveils Amaravati Quantum Valley plan
Vijayawada: The state government on Monday ratified through a government order the Amaravati Quantum Valley Declaration, which will guide the state's efforts to advance quantum technologies and build a vibrant innovation ecosystem, including attracting $1 billion in investments by January 1, 2029. The declaration was announced after deliberations held during the recent Quantum Valley Workshop in Vijayawada recently. "The government hereby approves the Amaravati Quantum Valley Declaration. This shall serve as a guiding framework for the state's efforts to advance quantum technologies and nurture a vibrant innovation ecosystem," said Bhaskar Katamneni, Secretary, IT, Electronics & Communications, in GOMs No 23 on Monday. He further mentioned in the GO that the government organised the Amaravati Quantum Valley (AQV) Workshop on June 30 as landmark initiative aimed at catalysing collaboration across multiple sectors within the government, the industry, academia and startups with an objective of establishing Amaravati as a prominent global hub in the emerging quantum technology landscape. The declaration outlined shared commitments, a long-term vision, and strategic priorities for quantum research, innovation, talent development, infrastructure creation, and international partnerships. As part of joint commitments from global partners, scholars, startups, industry leaders, and other stakeholders, the Amaravati Quantum Valley will establish a Living Lab Infrastructure. This includes setting up QChipIN, India's largest open quantum testbed, within a year. It will integrate quantum computers, QKD fiber links, and deployable sensor platforms to support pilot projects across health-tech, banking, financial services, and insurance (BFSI), logistics, defence, and space sectors. By January 1, 2026, IBM is expected to install its Quantum System Two at AQV, with a target of testing 100 quantum algorithms by the same time. By January 1, 2027, three quantum computers based on different qubit technologies - including superconducting circuits, trapped ions, photonic qubits, and neutral atoms - are planned. To boost domestic production, AQV will anchor the indigenous supply chain for qubit platforms, cryo-electronics, photonic packages, quantum chips, quantum dots, readout hardware like single-photon detectors, and control systems, to reach Rs 5,000 crore in annual exports by 2030. In addition to talent development, AQV will spearhead the creation of a National Startup Forum with milestone-based VC funding and mentorship. The quantum valley aims to attract a minimum of $500 million in investments by January 1, 2027, and $1 billion by January 1, 2029, focusing on quantum computing, chips, sensing, and communications. Besides, Andhra Pradesh will also establish a Global Quantum Collaboration Council (GQCC) in Amaravati to align international standards, foster joint R&D, and promote trusted supply chains. Starting in 2026, Amaravati will host an annual World Quantum Expo, with the goal of becoming India's quantum capital and a global hub for deep tech innovation by 2035.

Talliki Vandanam scheme: Rs 2,000 per student to be deducted for school infrastructure
VIJAYAWADA: The government sanctioned Rs 10,090.74 crore under GO Ms. No. 27 for the implementation of the Talliki Vandanam scheme, which is expected to benefit 67.27 lakh students and 42.69 lakh mothers. From each student, Rs 2,000 will be deducted at source and transferred to the District Collector's account. This amount will be used for maintenance of government-run schools, hygiene, sanitation and other interventions, as per guidelines issued by the School Education Department. The government has provided detailed beneficiary data across 15 welfare corporations, including SC, ST, BC, Minority, Kapu, Brahmin, and EBC Corporations. Over 54.94 lakh students, excluding new Class I and Junior Intermediate admissions, have been verified. Admissions into Class I and Junior Intermediate, estimated to be over 11 lakh, will be considered after enrolment and verification. For students admitted under Section 12(1)(C) of the RTE Act, the prescribed school fees will be deducted from the aid, and the remaining amount will be credited to the beneficiary's account. For those receiving pre- and post-matric scholarships, the scheme amount will be adjusted accordingly. The government has set up a detailed grievance redressal mechanism through village and ward secretariats. Financial aid will be disbursed to students starting June 12.
