Traffic police gear up for crackdown on non-HSRP vehicles in Hyderabad
In a bid to enforce long-pending vehicle safety regulations, the Hyderabad and Cyberabad police, in coordination with the Telangana Transport Department, are set to launch a large-scale enforcement drive against vehicles that have not been fitted with High Security Registration Plates (HSRPs). Senior officials confirmed that while enforcement of this provision is permitted under the Motor Vehicles (MV) Act, the implementation in Hyderabad has so far been sporadic and uncoordinated. 'We are now preparing to roll out strict enforcement drive in coordination with the Transport Department,' said Hyderabad Joint Commissioner of Police (Traffic) D. Joel Davis. Cyberabad Joint Commissioner of Police (Traffic) Gajarao Bhupal noted that while challans have been issued under the 'irregular number plate' category, enforcement has lacked systematic execution and uniformity. 'We are now working to ensure HSRP plates are first installed on all government vehicles to set an example,' he added. As per the data shared by the Cyberabad Traffic department, between January 1 and June 19, 2025, Cyberabad police recorded 32,448 number plate violations, including 15,146 for improper or irregular plates, 5,755 for erased plates, 5,431 for fancy plates, and 5,244 for vehicles without any number plates. An additional 872 cases involved tampered plates. Mahesh Malhotra, Secretary of the High Security Registration Plates Association of India, described the situation in Hyderabad as a clear case of regulatory lapse. 'The number of older vehicles fitted with HSRPs in Telangana is negligible when compared to other States. Lack of awareness, enforcement gaps, and the Telangana government's delay in issuing HSRP procedures for older vehicles are the key reasons for non-compliance,' he said. The Supreme Court of India, through its order dated April 9, 2025, has instructed all States and Union Territories to file compliance reports on the affixation of HSRPs to older vehicles and enforcement actions under the Motor Vehicles Act by June 30. However, in a May 2, 2025 letter from the Ministry of Road Transport and Highways (MoRTH) outlining the national progress on HSRP installation, data from Telangana was missing. 'Without data submission or integration with the Vahan and Sarathi portals, Telangana's status remains uncertain,' said Malhotra. HSRPs play a vital role in ensuring vehicular security and law enforcement. Equipped with tamper-proof snap locks and laser-etched serial numbers, these plates are linked to Vahan database, allowing agencies to track stolen vehicles, verify registration data, and issue automated challans via Automatic Number Plate Recognition (ANPR) systems.

HYDRAA zeroes in on 349 flood zones across 3 segments in city
Hyderabad: With the monsoon season upon us, the Hyderabad Disaster Response and Asset Protection Authority (HYDRAA) has ramped up inter-departmental coordination to prevent road submersion during heavy rainfall. Officials have pinpointed 349 flood-prone areas across the Hyderabad, Cyberabad, and Rachakonda Commissionerates. HYDRAA Commissioner AV Ranganath chaired a crucial coordination meeting with traffic police and other key departmental officials to bolster the city's flood preparedness. Joint CPs Gajarao Bhupal and Joel Davis, HYDRAA Additional Director V Papa Rao, and other vital personnel from traffic and civic bodies were in attendance. During the meeting, the Commissioner emphasised that preventing waterlogging on roads must be a shared objective across all departments. "There must be clarity on how to resolve each problem, and all departments must work in coordination," stated AV Ranganath. Officials have been instructed to remain vigilant in these identified zones as soon as rain alerts are issued. Special attention is being given to whether these areas are linked to nearby lakes and drains, which could exacerbate overflow. "Two hours of rain is causing water to rise by one metre in lakes. But it is taking up to a week for this water to drain out. This calls for an urgent study on lake water levels," he noted. HYDRAA is already engaged in expanding stormwater drains in critical locations such as Patny, Chikoti Gardens, and Chintal Basti in Secunderabad. The Commissioner reminded officials that court rulings explicitly prohibit encroachments on lakes and drains, stressing that such illegal structures must be removed without delay. Furthermore, HYDRAA has identified 50 major trouble spots in the city where flooding is a recurring issue. Commissioner Ranganath underscored that permanent solutions must be prioritised in these areas. To tackle emergencies during heavy rains, HYDRAA is deploying 150 Monsoon Emergency Teams to supplement its existing 51 Disaster Response Teams within the next three days. These teams will work closely with GHMC field staff, ensuring coordination with other departments including the Water Board, Traffic Police, Irrigation, and Electricity. Meanwhile, HYDRAA has introduced a dedicated phone number for citizens to report lake encroachments and violations. Citizens can now directly contact HYDRAA at 7207923085 for immediate reporting of any suspicious activities or encroachments near lakes and water bodies. Alternatively, citizens can share photos and location details via WhatsApp to 8712406899, facilitating real-time complaint filing with supporting evidence for concerned residents.

HYDRAA officials meet traffic cops to address rain-related issues
HYDERABAD: HYDRAA, in coordination with the GHMC, held a review meeting with senior traffic police officials on Tuesday to address rain-related issues in the city. JCPs Gajarao Bhupal and Joel Davis, HYDRAA Additional Director V Papa Rao and officials from the traffic police and GHMC attended the meeting. Officials highlighted that in several low-lying areas, even a two-hour downpour results in water stagnation that takes up to a week to drain. In response, HYDRAA Commissioner AV Ranganath recommended a study of water levels in holding tanks and reservoirs to improve drainage efficiency. To strengthen the response, 150 monsoon emergency teams will be deployed within three days, supplementing 51 existing HYDRAA Disaster Response Teams. HYDRAA chief charts monsoon plan with traffic police
The traffic police have identified a total of 349 locations in the purview of Hyderabad, Rachakonda and Cyberabad police commissionerates which are chronic inundation points in the event of rains. The fact was shared at a coordination meeting between the higher officials of the traffic police and the Hyderabad Disaster Response & Asset Protection Agency (HYDRAA) on Tuesday. Joint Commissioners of Police Gajarao Bhupal, Joel Davis, and Additional Director of HYDRAA V. Paparao too attended the meeting addressed by HYDRAA Commissioner A.V. Ranganath. Officials explained that continuous rain for two hours is resulting in water rise of one meter in the city lakes - and to drain out the excess water, it is taking a week's time. Mr. Ranganath said there is a need to study the water levels of all the lakes, and as of now, the efforts are to find permanent solutions at 50 major inundation points. He urged the officials of all departments concerned in the inundation prone areas to be on high alert at the time of heavy rains. As a long-term measure, the linkage between lakes in the areas, and the status of the stormwater drains should be studied. Action will be taken towards restoration of narrowed and blocked stormwater drains, if information is given in advance, Mr. Ranganath said, and added that the drains near Patny, Chikoti Gardens and Chintal Basti are being widened. He reminded the Supreme Court's directions towards immediate removal of obstructions to lakes and drains. Monsoon emergency teams, for which tenders were floated by HYDRAA, after being cancelled by GHMC, will be ready within three days, he informed. A total 150 teams together with 51 dedicated HYDRAA's disaster response teams, will work together with circle level GHMC teams to drain water off the roads at inundation points in the event of rains. Proper coordination with the Hyderabad Metropolitan Water Supply & Sewerage Board, Traffic, Irrigation and Electricity departments, will resolve the flooding issue to a major extent, he said. He issued directions for formation of social media groups for coordination, and vehicles to be organised to remove the broken down vehicles from the flood water, a press release informed. In a separate communication, HYDRAA urged people to share information about encroachment of lakes and drains on WhatsApp at 8712406899, attaching photographs of the encroachments along with the locations. The information may be shared on social media platforms such as X, Instagram, and Facebook, tagging the account of HYDRAA Commissioner, or sent directly to Mr. Ranganath on 7207923085.
