This strategic shift is driven by the profound belief that individuals are the primary catalysts for innovation and the bedrock of any genuine and sustainable institutional Major General Saleh Abdullah Murad, Director General of Human Resources, underscored this commitment, stating, "From this vantage point, the General Department of Human Resources is diligently working to entrench a culture of excellence and future readiness. This is achieved through a comprehensive system designed to attract top-tier talent, empower them, and equip them to meet the escalating challenges and rapid changes across various domains, especially within a global security landscape demanding proactive thinking and inventive solutions."He further emphasised that Dubai Police's aspirations extend beyond merely developing functional skills or providing conventional training programs. They embrace an advanced vision that seamlessly integrates modern knowledge, emerging technologies, and realistic operational needs. Unprecedented Effort in Talent Development Highlighting the pivotal role of the Scholarships and Recruitment Department within the General Department of Human Resources, Dr. Major General Murad noted its unprecedented efforts in qualifying and supporting national competencies with the latest specialised knowledge. This is accomplished through advanced scholarship programs, intelligent platforms, and extensive local and international partnerships, all aligned with a strategic future vision extending to 2030. Core ProcessesEngineer Captain Fahad Al Shaer, Acting Director of the Scholarships and Recruitment Department, revealed that the department has achieved a 100% success rate in the Human Capital Management Efficiency and Effectiveness Index. This remarkable achievement is attributed to an integrated system encompassing seven pivotal processes: academic recruitment, continued education, practical training, collaborative students, professional diplomas, scholarship services, academic follo-up "At Dubai Police, we operate with a forward-thinking vision that believes true investment lies in young minds and specialized competencies," stated Captain Al Shaer."This philosophy has enabled us to reduce the time to achieve our strategic indicators from 12 months to 9 months, activate a partial secondment system, and launch specialised recruitment programs in collaboration with 221 educational institutions both domestically and internationally. We have also solidified our position through the smart 'EFAD' platform." He added, "We are continuously working to enhance the efficiency of selecting young, specialised national talent through a range of innovative initiatives and projects. These include activating effective communication channels with educational institutions, engaging university students in strategic and operational projects, and implementing well-structured academic recruitment programs to secure high-caliber talent." Professional Diplomas In line with this commitment, the department has launched a suite of specialised professional diplomas in anti-money laundering, corporate governance, happiness and quality of life, institutional agility, digital currencies, and security statistics. These diplomas are meticulously designed to cater to the future specialisations required by security personnel. Furthermore, to bolster training and qualification, a series of qualitative programs have been implemented, notably the Tamkeen (Empowerment) summer training programme for Dubai Police scholarship students. the Edaad (Preparation) programme for developing English language skills, the "Your Children's Education is Entrusted to Us" programme, "Your Awareness is Our Trust" programe, and the comprehensive training programme at the New York Police Academy. EFAD Smart Platform First Lieutenant Khalid Ismail, Acting Head of the Scholarship Section in the Scholarships and Recruitment Department, explained that the EFAD smart platform has become the first centralised data platform dedicated to the affairs of scholarship students both within and outside the UAE. It functions as a comprehensive system encompassing all Dubai Police scholarship students from various educational institutions across the 2024, the platform achieved a remarkable 97.8% beneficiary satisfaction rate, serving 1,213 scholarship recipients, including 87.7% male and 12.3% female. Of these, 49.9% were pursuing Bachelor's degrees, 37.1% Master's degrees, and 13% Doctorate Lieutenant Ismail noted the diverse specialisations pursued by students, including data science, artificial intelligence, innovation, police sciences, management, and community studies. The diversification reflects a keen awareness of a technology-driven world where professions like robotics, blockchain, digital currencies, and the Internet of Things are at the forefront of future security needs. Academic ContributionsThe utilisation of collaborating students has proven highly effective, with 1,109 male and female students representing 44 different nationalities providing services to 12 government entities and 16 private entities. This was facilitated through collaborations with 56 universities, comprising 45 within the UAE and 11 abroad. In 2024, scholarship recipients actively participated in 206 scientific research papers, 73 scientific conferences, 61 intellectual works, and 78 research projects. This underscores their active scientific and professional presence at both local and international part of the compressive specialised education scheme, students have been enrolled in precise fields, with 336 students in security and police sciences, 169 in artificial intelligence, 335 in scientific specializations, 31 in innovation and entrepreneurship, 312 in management and community, and 30 in data science. Awards and Excellence These significant achievements were further celebrated with the department winning 12 prestigious local, regional, and international awards in 2024. These accolades include the Commander-in-Chief Award for Best Innovative Project, the Global Scholarship Summit Award for Best Smart Platform, the IDC Award for Smart Education, the Future Workplace Award for Best HR Initiative, the Ideas Emirates Award for Creativity in Participation and Citizen Empowerment, Dubai Human Capital Standard and Emiratisation Standard Awards, the Business Culture Awards for Best Digital Transformation Initiative, the Tower Award for Executives for Most Innovative Smart Platform, Arab Ideas Award for Customer Happiness, the International Innovation Award for Solutions and Services Category, GCC Government HR Award for Digital Human Resources Category, and Best Idea Not Yet Implemented Award.
