Doha Forum launches significant new global governance initiative at Tokyo Conference
TOKYO: The Doha Forum Tokyo Conference took place in Tokyo on Wednesday and explored the engaging theme of 'Prospects for International Order and Global Governance: A World Without Navigators.' This event, in collaboration with the Japan Institute of International Affairs (JIIA), launched a new joint research initiative focused on the evolving landscape of global governance. Mubarak Ajlan Al-Kuwari, Executive Director of the Doha Forum, emphasized in his opening remarks that multilateral institutions are facing increasing pressure, leading to a more fragmented and uncertain global governance structure. 'How can we ensure fairness, stability, and accountability in a multipolar world?' he asked. 'What principles and partnerships can guide us through this evolving landscape? These questions are central to a new strategy launched today by the Doha Forum and JIIA.' Over the next year, the Doha initiative aims to unite leading scholars and experts to focus on the role of middle powers in restoring trust, fostering cooperation, and strengthening the rules-based international system. Panelists and speakers at the conference on Wednesday included Professor Ken Endo and Professor Satoshi Ikeuchi, both from the University of Tokyo; Professor Maiko Ichihara from Hitotsubashi University; and Professor Naoko Eto from the University. Additionally, Professor Abdullah Baabood, Chair of the State of Qatar for Islamic Area Studies at the Faculty of International Research and Education, also participated as a speaker. Jaber Jaralla Al-Marri, the Ambassador of the State of Qatar to Japan, attended the event with around 100 participants from the Japanese business, academic, diplomatic, and expert communities. Panelists discussed current affairs in the Middle East and the role of effective players, such as Qatar and Japan, as the world witnesses the declining power of major global players, including the United States of America. They highlighted the unique contributions of Qatar and Japan in this changing landscape, from their diplomatic efforts to their economic influence, and the potential for them to shape the future of global governance.

Indian PM Modi joins BRICS leaders for family photo at 17th Summit in Rio de Janeiro
Rio de Janeiro: Indian Prime Minister Narendra Modi, along with other BRICS leaders, partners and outreach invitees, gathered for the traditional family photo at the 17th BRICS Summit in Rio de Janeiro on Monday morning. The summit brought together leaders and representatives from BRICS nations and partner countries to discuss cooperation and strategic partnerships, marking a significant moment of unity and collaboration among the countries that the grouping represents. Hosted by Brazil from July 7 to July 9, the summit saw leaders from Brazil, Russia, India, China, South Africa, and new members Egypt, Ethiopia, Iran, the UAE, and Indonesia come together during the event. Prime Minister Narendra Modi participated in the 17th BRICS Summit being held in Rio de Janeiro, Brazil on July 6-7, 2025, the Prime Minister's Office (PMO) said in a statement. During the summit, the leaders held productive discussions on various issues on the BRICS agenda, including reform of global governance, enhancing the voice of the global south, peace and security, strengthening multilateralism, development issues, and Artificial Intelligence. Prime Minister Modi thanked the President of Brazil for his warm hospitality and the successful organisation of the Summit, the statement added. In his address to the inaugural session on "Reform of Global Governance and Peace and Security," the Prime Minister reaffirmed India's commitment to enhancing the voice of the Global South. He noted that developing countries required greater support for sustainable development, especially in terms of access to climate finance and technology. Highlighting that the global organisations of the 20th century could not deal with the challenges of the 21st century, he underscored the need for reforming them. Calling for a multipolar and inclusive world order, the Prime Minister stated that global governance institutions such as the UN Security Council, the IMF, the World Bank, and the WTO must undergo urgent reform to reflect contemporary realities. He thanked the leaders for highlighting the urgency of UN Security Council reform and adopting strong language on the issue in the Summit Declaration. On Peace and Security, the Prime Minister underlined that terrorism was a grave threat facing humanity. In this context, he noted that the Pahalgam terror attack in April 2025 was not just an attack on India but an onslaught on all of humanity. Calling for strong global action against terrorism, the Prime Minister emphasised that those funding, promoting, or providing safe havens to terrorists must be dealt with in the harshest terms. He stressed that there should be no double standards in dealing with terrorism and thanked the BRICS leaders for condemning the Pahalgam terror attack in the strongest terms. Calling upon the BRICS countries to strengthen the global fight against terrorism, he emphasised that there should be zero tolerance in dealing with the menace, as per the statement. Further elaborating on the subject, the Prime Minister noted that conflicts, from West Asia to Europe, were a matter of deep concern. He added that India has always called for dialogue and diplomacy to resolve such conflicts and was ready to contribute towards such efforts. Addressing the session on "Strengthening Multilateralism, Economic-Financial Affairs and Artificial Intelligence," the Prime Minister expressed that diversity and multipolarity were valued strengths of BRICS. He stated that at a time when the world order was under pressure and the global community was facing uncertainty and challenges, the relevance of BRICS was evident. He further added that BRICS could play an important role in shaping a multipolar world. In this regard, he offered four suggestions: one, the BRICS New Development Bank must follow demand-driven principles and long-term sustainability for granting projects; two, the group consider setting up a Science and Research repository which could benefit global south countries; three, focus must be given to making the supply chain of critical minerals secure and resilient; and four, the group should work for responsible AI--while looking into the concerns of AI governance, it should also give equal importance to promoting innovation in the field, the statement said.

New Delhi [India] July 7 (ANI): Union Minister Ramdas Athawale on Monday lauded the Prime Minister Narendra Modi for raising the issue of the recent terror attack in Pahalgam, which disturbed the peace in Kashmir at the BRICS summit, where all member nations condemned it in unison. He said while talking with ANI, '...Pakistan Army and the government did plan the Pahalgam attack and disturbed the peace that was in Kashmir post abrogation of Article 370... PM Modi raised this issue in BRICS, and all the countries there condemned it in one voice...' While addressing the Pahalgam attack and BRICS condemnation of it, he also responded to political barbs from Team Uddhav aimed at Raj Thackeray over his earlier meeting with Union Home Minister Amit Shah. 'I think Raj Thackeray is a well-known leader of Maharashtra, and he formed a new party after separating himself from Balasaheb Thackeray. He also supported PM Modi... It's not good to object to the meeting. Being a home minister, anybody can meet Amit Shah, and this is what democracy is', Athawale said. The remarks came a day after the public reunion of the Thackeray brothers. MEA Secretary (Economic Relations) Dammu Ravi, during a special media briefing on Sunday (local time), said the Prime Minister's remarks came in the context of discussions on peace, security and multilateral reforms. PM Modi also welcomed the united condemnation by BRICS members of the April 22 terror attack in Pahalgam. 'On the session on Peace and Security, Honourable Prime Minister underlined that terrorism was a grave threat facing humanity. In this context, he noted that all the leaders have condemned the Pahalgam terrorist attack in the strongest terms. He underlined that the terror attack is an onslaught on all of humanity. Egypt's PM attends BRICS Summit in Brazil on behalf of President Sisi
Egyptian Prime Minister Mostafa Madbouly participated in the opening session of the 17th BRICS Summit in Rio de Janeiro on Sunday, July 6th, 2025, representing President Abdel Fattah al-Sisi. Madbouly also joined BRICS leaders for the official group photo. The summit's program for Sunday, July 6 includes the official arrival ceremony for heads of state and government, plenary sessions on 'Peace and Security and Reform of Global Governance' and 'Strengthening Multilateralism, Economic-Financial Affairs, and Artificial Intelligence', as well as a working lunch. The day will conclude with an official reception on behalf of the Brazilian President and his wife. On Monday, 7 July, there will be a plenary session on the theme of 'Environment, COP30, and Global Health'. The two-day summit, taking place on July 6-7 in Brazil, is convened under the broader theme of 'Strengthening Global South Cooperation for Inclusive and Sustainable Governance.' Madbouly is scheduled to attend several sessions dedicated to BRICS member states and hold bilateral meetings with heads of state and government participating in the summit. The BRICS+ sessions are expected to discuss the improvement of the international monetary and financial system and the implementation of various initiatives, including the new Investment Platform and the BRICS Grain Exchange.

Therefore, he underscored the importance of reforming the multilateral organisations,' Ravi said. 'He called for a multipolar, and inclusive world order and stated that the global governance institutions--particularly the UN Security Council, the IMF, the World Bank, and the WTO--must undergo urgent reform to reflect the contemporary realities and times,' he added. Speaking about the future of BRICS, Ravi said PM Modi emphasised that the group could help shape a more balanced global order. 'In the session on strengthening multilateralism, economic, financial affairs, and artificial intelligence, the Prime Minister expressed that diversity and multipolarity were valued strengths of the BRICS. He added that BRICS could play an important role in shaping a multipolar world,' Ravi said. PM Modi also proposed the creation of a research and science repository within BRICS and urged cooperation on artificial intelligence. 'In this context, he also gave a few suggestions in terms of considering setting up a science and research repository in the BRICS groups by the Global South countries to focus on supply chains of the critical minerals. Both secured and make it resilient and the BRICS group to work on responsible AI,' Ravi added. He also informed that the Prime Minister would address a session on the environment, climate goals, and health on Monday. 'Tomorrow there will be a session on the Environment, COP 30, and global health. During which the Honourable Prime Minister will reiterate India's deep commitment to environmental action. He will also elaborate on the initiatives taken by India to promote pro-people and pro-planet growth and development, and he will highlight India's initiatives in the context, particularly the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure, Global Biofuels, and International Big Cats, Mission LiFE among others,' Ravi said. On the joint declaration adopted at the summit, Ravi said India's key priorities were reflected well. 'This will be the broadly the themes for the session and doing which have been very well captured in the leaders' declaration which was adopted by the leaders today. And you would say it's a very exhaustive document running into several paras. From India's point of view, most of our concerns have been very well captured,' he said. He further said that the sixth paragraph of the declaration strongly emphasised the need to reform the United Nations and the Security Council. 'I would like to bring to your attention on the sixth para, where there is a very strong expression for reform of the global multilateral institutions, in particular the UN and the UN Security Council, in which countries of the global sought to play an active role. This time that para and that formulation has been further strengthened. Over the Kazan's formulation where it got reiterated reinforced in terms of India and Brazil to play an active role in international affairs and multilateral bodies in the UN systems and in the Security Council. I think this is a very, very strong reiteration of the increasingly important role both India and Brazil will play. So we are very satisfied with this formulation,' he said. The paragraph reads: 'Recognizing the 2023 Johannesburg-II Leaders' Declaration, we reiterate our support for a comprehensive reform of the United Nations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council's memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council.'(ANI)
