Auroville board gives nod for residential complex
VILLUPURAM: The 69th meeting of the Governing Board of the Auroville Foundation was held on Tuesday at the Auroville Foundation Bhavan. The meeting was chaired by Tamil Nadu Governor and Chairman of the Governing Board, RN Ravi. The board approved the first phase of a 1000-bed residential complex to house 380 residents under the Line of Progress project in Sector 2. The project will be proposed under the Higher Education Financing Agency (HEFA) scheme. A 100-bed housing facility for long-term volunteers and newcomers was also sanctioned. A dedicated security complex including a Sakshi Kaksh (Master Control Room) will be built in the Southern Service Node. A partnership with NBCC (India) Ltd for a residential-commercial project outside the Master Plan was approved to support financial sustainability. A Memorandum of Understanding was signed with IIT Madras to establish a Sustainability Campus. A proposal for a 1000-student university campus with full infrastructure was also discussed for HEFA inclusion. The board cleared the establishment of a Free Progress school and university-level programs under the Sri Aurobindo International Institute of Educational Research. Two Standing Order, Code of Conduct for Business Units 2025 and Framework for Functioning of the Residents' Assembly 2025, were ratified. An appellate committee was constituted under the Admissions & Terminations Regulations 2023. The board approved the Auro Mitra and Auro Hiteshi statuses and discussed setting up Auroville Information Centers globally.

Auroville greenlights key proposals across housing, sustainability and governance
The Governing Board of Auroville Foundation has greenlit a set of key proposals, including the launch of the first phase of a 1,000-bed residential complex to house 380 individuals. The 69th meeting of the Governing Board (GB) of the Auroville Foundation convened by its chairman and Tamil Nadu Governor R.N. Ravi cleared the housing initiative, under the Line of Progress project in Sector 2 of the Residential Zone, which was proposed for inclusion under the Higher Education Financing Agency (HEFA) scheme, a press note said. The GB also passed a resolution to establish a 'Sustainability Campus' through an MoU with IIT- Madras (signed in March, 2025) on a leased land in Auroville with the facility focusing on fostering global excellence in sustainable technologies, the note said. The Governing Board, which reviewed key developments since its previous meeting in December 2024, also passed a resolution sanctioning 'Serviteurs Volontaires housing' proposal that envisaged a 100-bed housing facility for long-term volunteers and newcomers. This was aimed at addressing Auroville's acute shortage of high quality volunteer accommodation, the press note said. The meeting was attended by K. Kailashnathan, Lieutenant Governor of Puducherry, Sharat Chauhan, Chief Secretary, Madhu Bala Soni, Under Secretary, Department of Higher Education, Ministry of Education, Jayanti. S. Ravi, Additional Chief Secretary, Revenue, Gujarat and Secretary of the Auroville Foundation, Nirima Oza and R.S. Sarraju, Governing Board members, G. Seetharaman, Officer on Special Duty, Auroville Foundation, and Koshy Varghese, Visa Consultant of the Foundation. Governing Board members Aravindan Neelakandan and Goutam Ghosal participated online. The other important proposals cleared by the Governing Board, included setting up of a 'Free Progress' school within Auroville, in line with The Mother and Sri Aurobindo's teachings on a new education model, and university-level programmes under the Sri Aurobindo International Institute of Educational Research (SAIIER) which would be established outside the Master Plan. Approval was also granted for the construction of a dedicated security complex, including a Sakshi Kaksh (Master Control Room), in Auroville's Southern Service Node. The Board recorded its prior approval for the deployment of a 15-member CRPF personnel for a period of five years, to safeguard Auroville's development zones and uphold law and order. The Board also approved a partnership with NBCC (India) Limited to construct a residential-commercial project outside the Master Plan for well-wishers and devotees, ensuring long-term financial sustainability through a profit-sharing model. On the governance side, the Board ratified two new Standing Orders — the Code of Conduct for Business Units 2025, streamlining and regulating unit operations and the Framework for Functioning of the Residents' Assembly 2025, ensuring clarity and order in community governance. As per the Admissions and Terminations Regulations 2023, the Board constituted an Appellate Committee to handle resident-related grievances. The Board approved a significant land exchange transaction in the prime city area, enabling completion of Crown Road and other key urban infrastructure. It also mandated the formation of an Elders Committee, comprising long-standing residents, to safeguard and uphold the essence of Auroville's founding spirit. Establishing Auroville Information Centres in major cities across the world and hosting international bi-annual conclave with members, honorary Aurovilians and Auroville goodwill ambassadors were other proposals to be cleared. The Governing Board took note of 'significant judicial successes' that reaffirmed the Foundation's legal standing in as many as 24 writ petitions filed by some residents, especially the Supreme Court's dismissal of the NGT order that now cleared the path for Auroville's development as a model international township rooted in the vision of Sri Aurobindo and The Mother, the press note said.

His proposed contract included ideological requirements to cooperate with Gov. Ron DeSantis ' office and appoint officials aligned with Florida's approach, with a $3 million annual package. Board members questioned Ono's credibility, citing his previous support for DEI initiatives at Michigan and his subsequent shuttering of some programs, leading to doubts about his commitment to Florida's policies. Conservative figures, including Sen. Rick Scott and Donald Trump Jr., also raised objections to Ono's hiring, leading to the rejection of his appointment and the continuation of the search for a permanent president.

These measures are aimed at ensuring that MIIs ( market infrastructure institutions ) are staffed with qualified, independent key management personnel (KMPs) and directors while safeguarding market integrity through effective cooling-off policies."To strengthen the governance framework of stock exchanges, clearing corporations and depositories (collectively referred to as MIIs), it is required that the KMPs of MIIs in the crucial areas of operations, such as compliance, risk management, technology and information security are of appropriate stature and independence," Sebi said in its Sebi came out with a process for the appointment, re-appointment, termination or resignation of Key Management Personnel like the Compliance Officer, Chief Risk Officer, Chief Technology Officer and Chief Information Security the appointment process, Sebi said an external agency will identify suitable Nomination and Remuneration Committee (NRC) will review and recommend to the Governing Board of MIIs. Further, the Governing Board will make the final regards to re-appointment, termination, or resignation, Sebi said NRC will evaluate and recommend action to the Governing Board and the final decision rests with the the regulator said that KMPs should be given a fair hearing before termination."While the Governing Board of the MII sets the overall tone, a culture of prioritising efficient discharge of responsibilities towards public interest falling under Verticals 1 and 2, over commercial interest under Vertical 3 must be ingrained at the operating level as well."Along with having a capable and efficient Managing Director (MD), there is a need for KMPs of appropriate stature and ability in Vertical 1 and 2 to ensure that the MII delivers its primary mandate as a public utility infrastructure institution and a first-line regulator," Sebi the cooling-off period for KMPs moving to competitor MIIs, Sebi said that Governing Boards will decide on cooling-off periods for KMPs (including MDs) before they can join a competing regulator said that cooling-off rules for Public Interest Directors (PIDs) and Non-Independent Directors have been updated through Gazette notifications (effective 90 days after April 30, 2025).Additionally, Sebi also reviewed the process for re-appointing Public Interest Directors on the governing board of MIIs."It has been decided that in case the existing PID after completion of his first term is not considered for re-appointment by the Governing Board of the MII, the rationale for the same shall be recorded and informed to Sebi," the regulator provisions will be applicable from the 90th day from this Monday, the regulator said.
