1 2 3 Chandigarh: A full-blown domestic scandal turned violent for a sitting councillor in Chandigarh, with her husband assaulting her and their son in late Friday night incident. Both the councillor and her son were injured, and the latter had to be admitted to the Government Multi Specialty Hospital (GMSH), Sector 16. Police later arrested the husband, identified as Sandeep. Poonam, an AAP councillor from Ward 16, alleged that her husband had been involved in a long-standing illicit relationship with a woman from Sector 25 — a relationship that had cast a dark shadow over their family for over a decade. The breaking point came when Poonam's elder son reportedly uncovered evidence confirming the affair. Upon confronting the woman, she allegedly retorted, "Do whatever you want, Sandeep is mine and will remain mine," — a statement that deeply disturbed the young man. (Blurb) Traders were sans FSSAI licence, say officials; samples sent for examination Food safety officials seized 450-kg paneer from a shop as well as from a vehicle parked nearby in Bapudham Colony during a surprise check on Wednesday. Two challans have been issued under Section 63 of the Food Safety & Standards Act, 2006, to both — the shopkeeper and the vehicle operator — for selling food items without having licence from the Food Safety and Standards Authority of India (FSSAI). The shop was being operated from house number 714/2, officials said, adding that the action was taken on the directions of health secretary-cum-commissioner, food safety. According to officials, paneer samples were collected from both places. Besides, samples of desi ghee and curd were also collected. Officials said the same would be sent to a food lab for examination, and further action would be taken accordingly. Food safety officials appealed to the residents to purchase food items only from authorised shops which observe complete hygiene and use quality products. If anyone comes across any issue, it can be reported to the department of food safety and standards, director of health services, Government Multi Specialty Hospital, Sector 16.

Evening OPDs at dispensaries on hold amid Chandigarh admn's silence on budget

The UT health department's plan to start evening outpatient departments (OPDs) at all its civil dispensaries and health and wellness centres across the city remains in limbo in the absence of budget approval by the UT administration. In February, director of health services Dr Suman Singh had confirmed that a ₹13-crore proposal to run the evening OPDs had been sent to the UT administration for budget sanction. However, more than three months have passed and the administration is yet to take a call on the matter. Health secretary Ajay Chagti said, 'The proposal has been submitted to the finance department. We will start the OPDs when it is approved.' Finance secretary Diprava Lakra said he was not aware of any such proposal and refused to comment further. The proposed evening OPDs will operate for six hours, complementing the existing morning shift (8 am to 2 pm) at health and wellness centres. The extended hours will cover three civil dispensaries, 15 Urban Ayushman Arogya Mandirs, and 29 health and wellness centres with the aim of providing relief to city residents, daily wagers and those belonging to the working class as they find it difficult to visit doctors during their daytime working hours, especially those living in Dadumajra, Mauli Jagran, Dhanas, Maloya, Manimajra and Industrial Area Phase 1. The services to be offered include general outpatient care for illnesses and minor ailments; primary healthcare, including prenatal and childbirth care, and management of communicable diseases. This expansion follows a previous, limited evening OPD trial at Government Multi Specialty Hospital (GMSH), Sector 16, in 2015, which addressed faculty shortages by hiring retired specialists, including orthopaedics, gynaecologists and surgeons, etc. However, this time, the focus is on hiring young MBBS doctors on a consolidated salary basis to staff the evening shifts. The proposal of starting evening OPDs has been making rounds since 2023. Initially, it had targeted five key locations with a high concentration of daily wage earners, aiming to provide accessible healthcare without requiring them to sacrifice their daily income. An estimated budget was prepared for the five locations but was later extended to all the dispensaries.

A day after a police constable cycling home from duty was killed by a speeding BMW on the road dividing Sector 9/10, Chandigarh police arrested a 26-year-old management graduate in the case. The accused, identified as Ishan Shanker Roy, the son of a retired colonel and a resident of Sector 26, Panchkula, was allegedly performing dangerous stunts and racing with another BMW, when he hit the constable fatally. He was arrested on Monday after closed-circuit television (CCTV) camera footage and forensic analysis confirmed his involvement. An eyewitness, Ashish Chaudhary, 24, said, 'I was driving through Sector 10 and had reached the small chowk on the road dividing Sector 9 and 10 around 6.45 pm when I noticed two cars speeding recklessly from the high court side. The front vehicle was a sky-blue BMW M2, and the one behind it was a dark grey BMW Series 3. As they approached the chowk, the BMW Series 3 struck a cyclist who was crossing to the Sector 10 side, from the Sector 9 cycle track.' 'The cyclist had nearly completed crossing when the speeding BMW hit him from the right side. The impact was so severe that the cyclist was flung a considerable distance, and his bicycle got trapped under the car, which dragged it for several metres,' he added. He noted the registration number of the offending car as T0125CH1765A — and identified the driver, later confirmed as Ishan Shanker Roy, before the accused sped away. The injured cyclist was later identified as constable Anand Dev, who succumbed to his injuries at Government Multi Specialty Hospital, Sector-16. Chaudhary said, 'The BMW driver did not blow the horn or attempt to slow down. He hit the cyclist at full speed and fled with the cycle stuck under the vehicle for some distance. I immediately called 112, and the victim was rushed to GMSH-16 by the PCR.' Police had initially registered the case under Sections 281 (rash driving) and 106(1) (death by negligence) of the Bharatiya Nyaya Sanhita, 2023, at the Sector-3 police station. After forensic inspection of the vehicle, detailed site analysis, and CCTV verification, an additional charge under Section 105 (culpable homicide not amounting to murder) of BNS was added. The vehicle has been seized for mechanical examination. Police said they are also verifying whether the accused was under the influence at the time of the accident. Several police personnel had reportedly heard the sound of the revving vehicle multiple times before the accident. Notably, the stretch had recently got CCTV cameras to monitor speeding.
