As the Assam government prepares for its next eviction drive in an area neighbouring Nagaland, the Nagaland government has ordered 'heightened vigilance' against the movement of displaced people into the state. After five eviction exercises in June and July, the Assam government is preparing to conduct another one in Uriamghat in Eastern Assam's Golaghat district, where Chief Minister Himanta Biswa Sarma has alleged thousands of bighas of forest land have been encroached for betel nut cultivation by individuals from Central Assam. The area borders Nagaland's Wokha district. In an order dated July 21, the Nagaland government cited 'apprehensions' that people displaced by evictions in Assam will try to enter Nagaland, referring to them as 'illegal immigrants.' 'In view of the eviction drive against the illegal immigrants undertaken by the Government of Assam, there is apprehension/risk that some displaced individuals may attempt to cross into our state. In this regard, all Deputy Commissioners are hereby directed to heightened vigilance and take proactive measures to prevent any potential influx of illegal immigrants within your respective jurisdiction,' states the order. The order goes on to state that this is necessary for 'maintaining law and order' and for 'safeguarding the demographic integrity of our state.' Nagaland Joint Commissioner Nokchasashi, against whose signature the order had been issued, told The Indian Express that the order was prompted by preparations for evictions along the inter-state border. 'So far, there is no record of anyone entering, but officials concerned have been alerted to apprehend anyone trying to,' he said. Nagaland has an Inner Line Permit (ILP) regime, under which any Indian citizen who does not belong to the state is required to procure an official travel document to visit. An Indian citizen who does not belong to the states requiring an ILP cannot stay beyond a specified time.

Remove Ads Guwahati: Assam Chief Minister Himanta Biswa Sarma inaugurated the Peerless Hospital, set up by the Peerless Group pursuant to the agreement signed with the Government of Assam during the Advantage Assam 2.0 300-bed multi-specialty tertiary care hospital is located at Ahom Gaon, Garchuk. Sarma, speaking on the occasion, noted that the Government of Assam, aiming to enhance investment across various sectors, had signed several MoUs during Advantage Assam 2.0, most of which are now at different stages of implementation. While some companies have already commenced operations and others have inaugurated their projects, a few have initiated discussions with the government to take their plans forward. Since the signing of the MoU with the Peerless Group, he added, the State Government has worked in close coordination with the company to make the hospital the credentials of the Peerless Group, the Chief Minister remarked that it is one of India's oldest companies, which began in the financial sector before expanding into healthcare and other domains. With two hospitals already functioning in West Bengal, the establishment of this hospital in Guwahati represents, he said, a significant step in the advancement of healthcare services in Assam. Guwahati (Assam) [India], July 13 (ANI): As part of its ongoing efforts to advance the state's healthcare infrastructure, the Government of Assam has resolved to establish a medical college and hospital in Darrang district, Assam Chief Minister Himanta Biswa Sarma on Saturday visited the proposed site of the project in the Punia area of the district. Following the site visit, Sarma informed that Prime Minister Narendra Modi is expected to lay the foundation stone for this healthcare project during his proposed visit to Assam on September 8. He further noted that the Prime Minister is also likely to inaugurate the Narengi-Kurua bridge over the Brahmaputra River and the Guwahati Ring Road project from the same location. On that occasion, development projects amounting to nearly Rs 8,000 crore are expected to be initiated from Punia, Darrang. The CM observed that Darrang, formerly a sub-division of Sonitpur district, lacked access to such infrastructure; however, following its elevation to district status, it is now progressing towards securing its own medical college, akin to Sonitpur. He added that the construction of a bypass, along with other development initiatives, would contribute to a substantial transformation of the district. Emphasising the importance of timely implementation, he appealed for the cooperation of local residents in facilitating the smooth execution of these undertakings. He also stated that the government is contemplating the establishment of a medical college in Udalguri district and has directed the relevant department to refrain from felling large trees at the proposed site unless absolutely necessary. Trees currently located at the site are to be relocated and replanted elsewhere, he added. Sarma stated that during the Prime Minister's forthcoming visit on September 8, he would arrive in Mangaldoi in the afternoon following his participation in a programme at Numaligarh. Additionally, the Prime Minister is expected to attend the birth centenary celebrations of Bharat Ratna Bhupen Hazarika. The Chief Minister was accompanied by MP and Assam BJP President Dilip Saikia, MLAs Paramananda Rajbongshi, Diganta Kalita and Basanta Das, Chairman of the Assam Fisheries Development Corporation Gurujyoti Das, the District Commissioner, and several other senior officials. New Delhi [India], June 28 (ANI): Congress MP Gaurav Gogoi on Saturday wrote a letter to Prime Minister Narendra Modi calling for his 'attention' over the alleged irregularities in the implementation of the 'Assistance to Entrepreneur for Establishment of Commercial Dairy Farming (2022-23)' scheme in Assam, alleging that the ministers in the state cabinet were benefiting from it at the expense of genuine dairy farmers, thereby undermining the principles of 'fairness and transparency'. In his letter, the Congress MP alleged the inclusion of family members and associates of state ministers and MLAs as beneficiaries, while experienced dairy farmers, particularly from districts like Bongaigaon, have been reportedly excluded despite meeting eligibility criteria. 'I am writing to bring to your attention serious concerns regarding the implementation of the government supported scheme, 'Assistance to Entrepreneur for Establishment of Commercial Dairy Farming (2022-23)', in the state of Assam. This scheme receives substantial financial support from the Government of Assam. Each unit is eligible for up to Rs 50 lakh in subsidy. The objective is to promote genuine entrepreneurship in the dairy sector and strengthen milk production across the region. However, multiple reports and official documentation point to irregularities in the selection of beneficiaries,' the letter read. 'Several recipients of the scheme's benefits appear to be family members or associates of Ministers and MLAs in the state government, while long-standing dairy farmers, particularly in districts like Bongaigaon, have reportedly been overlooked despite having applied multiple times and fulfilling the eligibility requirements,' it added, highlighting a perceived bias in the selection process. The Congress leader further criticised Assam Chief Minister Himanta Biswa Sarma for 'justifying' the inclusion of ministers' family members, describing it as an 'open endorsement of political favouritism' that fuels public outrage and undermines constitutional values. 'Equally alarming is the response from the Chief Minister of Assam, who chose to justify the inclusion of ministers' family members in the list of dairy scheme beneficiaries. This open endorsement of political favouritism has fuelled public outrage for undermining the constitutional values of equality and justice. It also reflects a serious breach of the oath of office, which obliges public representatives to act impartially and in the public interest, casting doubt on the state government's adherence to ethical governance and the rule of law,' it further stated. Gogoi also pointed to the Gorukhuti agricultural project, funded with over Rs 5.5 crore in public money, alleging that high-yield Gir cows procured from Gujarat were allocated to elected representatives, including the firms owned by the wives of several ministers and MLAs. 'Official records indicate that these were allocated to several elected representatives, including the firm owned by the wife of Jayanta Malla Baruah (Cabinet Minister & MLA, Nalbari), Bhupen Pegu (MLA, Jonai), Utpal Borah (MLA, Gohpur), Diganta Kalita (MLA, Kamalpur), and Dilip Saikia (Member of Parliament). The diversion of resources and livestock under a project supported by over Rs 5.5 crore in public funds compromises the very objective of Government programs designed to promote inclusive development,' Gogoi noted. The letter calls for a review and an enquiry into the matter, urging the Prime Minister to ensure justice and restore public trust. 'Sir, these actions go against the very principles of transparency, accountability, and equitable access. If politically-connected individuals are allowed to siphon off benefits meant for the poor, we risk alienating the very people these schemes are meant to uplift. In the interest of justice and public trust, I urge your office to instruct the government to initiate an enquiry into the matter at the earliest,' Gogoi concluded. (ANI)

Assam govt designates District Child Protection Officers as Child Marriage Prohibition Officers

Assam government has notified that the District Child Protection Officers of all Districts of Assam as Child Marriage Prohibition Officers (CMPOs) at the district-level. The notification stated, 'In continuation of the earlier notification vide No. SWD. 96/2004/198 dated 23rd February 2016 and in exercise of the powers conferred by Section 16 of the Prohibition of Child Marriage Act 2006, the Governor of Assam is pleased to notify the District Child Protection Officers of all Districts of Assam as Child Marriage Prohibition Officers (CMPOs) at the district-level with immediate effect'. The notification added, 'The Child Marriage Prohibition Officers (CMPOs) will perform all the functions and duties as specified under Sub section 3 of Section 16 of the Prohibition of Child Marriage Act, 2006 (PCMA 2006). In addition to these functions and duties as specified in PCMA Act, 2006, the Child Marriage Prohibition Officers (CMPOs) will also perform the functions and duties as specified under section 3 of the Assam Prohibition of Child Marriage Rules, 2015,as notified by Government of Assam vide notification no. The notification stated, " The Child Marriage Prohibition Officers (CMPOs) will lodge FIRs under The Protection of Children from Sexual Offences Act (POCSO), 2012" (as amended in 2019) or under "The Prohibition of Child Marriage Act, 2006", as the case may be.' Live Events It further stated, 'The Child Marriage Prohibition Officers notified above is in addition to the Gram Panchayat Secretaries notified in General areas and the Lot Mandals (in Dima Hasao) in Sixth Schedule areas for the same purpose. All Child Marriage Prohibition Officers in the districts shall maintain close coordination with each other'. Assam police had launched a fresh operation against child marriages last year. During the crackdown, 416 arrests were made and 335 cases registered. In October 2023, the Assam police arrested more than 1,000 people in a massive state-wide crackdown against child marriage. As per the state government data, 3,098 persons were arrested under the Prohibition of Child Marriage Act, 2006. The state registered 4,363 cases of child marriage. Assam chief minister Himanta Biswa Sarma had earlier said that child marriage will be eradicated from Assam completely by 2026. The Assam government had also launched the ' Mission for Prevention of Child Marriage ' in the state budget with an allocation of Rs 200 crore.
