Palm Jebel Ali: Nakheel awards Dhs780m contracts for project

The Palm Jebel Ali project is one of the longest-running in Dubai with work on it first carried out in 2002. Off the coast of the city, the man-made island will be twice the size of Palm Jumeirah once it's finally completed. Construction paused on the project for more than 15 years following a break in 2008, which has left the island lying dormant for the better part of two decades. These 5 mega-projects are raising the bar But, last year, it was announced that property developer Nakheel was coming back to the table to breathe new life into the white elephant. Latest Palm Jebel Ali announcements In May 2024, the developer revealed that contracts for the commencement of infrastructure works have now been awarded. Or, to put it more plainly, it's time to build again. On Monday August 26 2024, a major Dhs810 million update was announced by the Government of Dubai. A contract has been awarded to the Jan De Nul Group to work on dredging, land reclamation, beach profiling and sand placement. Following this, on Monday November 11 2024, Nakheel announced the release of its first villas on Palm Jebel Ali, The Beach Collection. On June 16 2025, Nakheel, part of Dubai Holding Real Estate, has awarded three contracts worth over AED 750 million for major infrastructure works on Palm Jebel Ali, scheduled to be completed by Q4 2026. There will be 10 distinctive architectural styles for the bespoke villas planned for the Palm Jebel Ali. And on Tuesday July 1, it was revealed that the Select Group will take charge of a large-scale development on the island which will feature upscale residential and hospitality offerings. The Gateway Bridge on the Palm Jebel Ali original plans The island spans 13.4 kilometres of land with 10.5 million square metres of development and 16 distinctive fronds offering a total of 110 kilometres of coastline and 91 kilometres of beachfront, which will eventually be home to 35,000 families. The mega-project aligns with the city's overarching Urban Master Plan for 2040, which aims to increase the population in the city to 5.8 million and increase the length of public beaches by, well, 2040. So, why is construction back under way at Palm Jebel Ali? What can we expect when the project is finally finished? And when might the project finally be complete? Why construction has resumed on Palm Jebel Ali Construction had stalled for more than a decade on Palm Jebel Ali as a result of the global financial crisis of 2008. Fast forward 15 years and it seemed that hopes of continuing the project were lost and were even close to formal cancellation in 2022. The public access road from Sheikh Zayed Road to Palm Jebel Ali will be built by leading civil and marine contractor DBB Contracting LLC. It will introduce a six-kilometre path directly onto the new palm Roadway and lighting to Al Hesah Street at Dubai Waterfront, which connects to the new palm, will be built by Khansaheb Civil Engineering LLC. In October 2024, a Dhs270 million contract for two DEWA substations was awarded which are set to be completed in line with the delivery of luxury villas on the island. And in January 2025, six international and local architects were chosen for the Beach Collection range of villas on the new Palm. So we're gradually making progress. What can we expect on Palm Jebel Ali? At twice the size of Palm Jumeirah, and a promise of 80 hotels and resorts on the man-made island, it's fair to say that we can expect a lot on Palm Jebel Ali. With so many hotels and resorts, a whole new batch of restaurants, bars and beach clubs will also be in the offing. Last year, real estate agents faced a fight to be among the first to get their hands on one of the villas on the island. The first properties are expected to be handed over in 2027. Homes on the island are being sold on beach connectivity, enhanced privacy, abundant greenery, panoramic views and its blended indoor-outdoor living. Futuristic buildings of the Gateway Bridge on Palm Jebel Ali plans Several projects have been announced for the island and been assigned names such as 'celebration village' and 'family resort' but details beyond that are quite scarce. At the centre will be a big tower with 360-degree panoramic views. His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, expressed his gratitude to UAE government employees. He also thanked all those whose primary concern was solely to serve humanity. Sheikh Mohammed said via the X platform: 'The United Nations has designated June 23 of each year as Public Service Day in recognition of the efforts of government employees in serving the public.' 'Over nearly six decades I spent in this field, I have seen honorable examples of men and women who have devoted their lives to serving people, providing health, education, housing, electricity and water services and enacting legislation to create an environment in which people can thrive and achieve their dreams, ambitions, stability and dignity,' he added. 'Thanks to our government employees today and every day and thanks to everyone whose primary concern was solely to serve and benefit humanity,' he concluded. Recently, the Government Best Practices Series 2025, organised by the General Secretariat of The Executive Council of Dubai, concluded today following two days of sessions that highlighted the importance of proactiveness, integration, and collaboration in designing services based on whole-of-government approach that address the evolving needs of society. The discussions reaffirmed Dubai's commitment to consolidating its position as a global model of government excellence, agility, and future-readiness. During the event, participants emphasised the importance of sustained investment in talent and resources, alongside ongoing efforts to advance governance models in line with national priorities. These efforts reflect the vision of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, and the directives of H.H. On the second day, Dr. Al Nuaimi presented the results of the 2024 assessment cycles for the Government Excellence Model and the Elite Model, revealing that 80% of government entities recorded improved performance compared to the previous cycle. He also highlighted the achievements of the Hamdan Bin Mohammed Programme for Government Services and the positive impact of the 360 Services Policy. The first phase resulted in a 98% reduction in service waiting times and a 91% increase in customer confidence in government improvement efforts. Additional performance indicators include a 96% overall rating in the mystery shopper study, 94% in customer happiness, and 87% in employee happiness. In 2024, more than 10,000 government employees benefitted from smart training programmes, while over 3,000 participants took part in knowledge-sharing seminars—underscoring the Government of Dubai's continued focus on capacity building and institutional excellence. The series also included a recognition ceremony for the graduates of the second cohort of the Government Innovation Consultant Program. The initiative supports proactive thinking and cultivates a culture of innovation by exposing participants to global best practices and equipping them with practical tools.

This step is part of the ongoing efforts to provide a unified and integrated digital experience that is seamless, secure, and focused on enhancing customer happiness. It aligns with the Government of Dubai's drive to deliver public services that meet customer expectations and improve the quality of life across the emirate. The initiative is based on the adoption of advanced technologies and the integration of data with local and federal entities, aimed at enhancing licencing services and reducing procedural steps and requirements. Electronic signature functionality has been introduced through the UAE Pass digital identity, allowing access to all RTA services through a unified platform that serves vehicle owners, drivers, and public transport users.

Aimed at enhancing work-life balance for government employees, the initiative will run from July 1 to September 12, 2025 and will be implemented based on each entity's results from the pilot phase of the initiative, implemented across 21 government entities in 2024, demonstrated enhanced productivity and improved work environments. Data also showed an increase in employee satisfaction and happiness, reaching up to 98%, while assessments under the Dubai Government Excellence Programme highlighted clear improvements in the performance of participating entities. Strategic step The initiative's expansion this year aligns with the 'Year of Community' and represents a strategic step towards enhancing work-life balance for government employees. By fostering a flexible and supportive work environment, the initiative aims to boost employee satisfaction and productivity, while also strengthening family ties—the foundation of a cohesive Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the 'Our Flexible Summer' initiative reflects the strategic direction of the Government of Dubai to place people at the heart of its policies.'This initiative demonstrates our firm commitment to enhancing the government work environment, making it more adaptable and responsive to the needs of employees and the community,' he said. Employees will be divided into two groups. The first group will work eight hours from Monday to Thursday and enjoy Friday as a full holiday, while the second group will work seven hours from Monday to Thursday and 4.5 hours on Friday.

I often get asked by family members and friends about my role at the DIFC Courts, and when I tell them about our Wills Service, they usually ask me the same question: 'Isn't it a bit morbid to talk about a Will?' I can certainly acknowledge that in most cultures the idea of preparing for life after we're gone is a sensitive subject. Whether due to discomfort, cultural hesitation, or the simple belief that it can always wait, many people avoid the conversation altogether, and it too often becomes a conversation we never have. But when that conversation is delayed too long, it is families and loved ones who are left to deal with the consequences. Legal delays, frozen assets, and unresolved guardianship decisions are just a few of the challenges that can come up when there is no Will in place. This issue is especially relevant today as people tend to live more internationally than ever before. Many individuals and families have assets spread across borders, own businesses or properties in different jurisdictions, and are raising children in countries they did not originally call home. With this global lifestyle comes a growing need for clarity and protection. The DIFC Courts Wills Service was created to respond to exactly those needs. It provides a secure, accessible, and legally recognised solution for non-Muslims with assets in the UAE. Established as a joint initiative between the Government of Dubai and the DIFC Courts, the service gives individuals the ability to register a Will that reflects not only their personal wishes, but also their family and their legacy. Authorised under Dubai Law No. 15 of 2017, the service assures that Wills are both enforceable and aligned with the UAE's public policy considerations. This is not just about wealth, it's about responsibility. It's about putting in place clear plans that can protect the people and assets that matter most. Today, the DIFC Courts Wills Service offers six types of Wills. Individuals can register a full Will that covers all categories including, real estate, business shares, financial accounts, and digital assets. Alternatively, they may choose a more focused Will covering only one category. For example, a Digital Assets Will allows individuals to assign cryptocurrencies and other supported digital assets to beneficiaries using the DIFC Courts' non-custodial wallet. Each option is designed to be practical and secure, with the entire process available online. Registration appointments are conducted by video conference and customers can use self-generating Will templates on our website or use a lawyer to assist with drafting. Once completed, Wills can be signed electronically, making the service fully accessible for people who travel frequently or live abroad. Once registered, the Will is securely encrypted and stored in the DIFC Courts' system, with a copy provided to the individual. What makes the service even more effective is that it goes beyond registration. In the event of death, DIFC Courts have full legal power to enforce Wills and issue the required probate orders to ensure the instructions in the Will are followed. In a region where family, stability, and legacy are deeply rooted, preparing a Will is one of the most important acts of care a person can take in these times. Yet it is often seen as something only for the wealthy or elderly. That perception is changing. Across boardrooms, living rooms, and legal offices, the message is becoming clearer, preparing for the future is no longer a luxury. What was once considered a personal choice is now understood as a practical responsibility. Dubai has long positioned itself as a global hub for business, law, and innovation. The legal infrastructure here reflects that role. It supports those who are building lives and investing in the region, regardless of where they are from. The DIFC Courts' Wills Service is a key part of that infrastructure. It allows individuals to plan for the future with confidence, supported by a system that understands the realities of modern life. So, is it really too morbid to talk about a will? Whether you consider it morbid or not, preparing a Will is not simply a legal formality. It is a thoughtful step towards taking responsibility for what we leave behind. It means protecting the people we care about, honouring the life we have built, and making sure our intentions, and therefore our legacy, are clearly understood and respected.
