Township taxpayers still on the hook for some ice-storm costs
While taxpayers in Springwater and Oro-Medonte townships will have to pony up more of their hard-earned cash to help cover the costs of March's devastating ice storm, the majority of the costs are expected to be covered by the Municipal Ice Storm Assistance (MISA) program. MISA replaces the Municipal Disaster Recovery Assistance (MDRA) program, which will not be activated for the ice storm, according to a report prepared for Springwater council by Greg Bedard, the township's interim deputy chief administrative officer. 'The Municipal Ice Storm Assistance (MISA) program provides one-time support to eligible municipalities for incremental costs related to the ice storm that began on March 28, 2025,' Bedard wrote in his report to council, which was delivered at the township's July 2 meeting. 'There is no cost threshold to qualify for this program.' According to Bedard's report, the township incurred $493,000 in additional costs by June 13 and expects it may add another $130,000 in future costs for a total of $623,000. The single largest cost was for goods and services — costs for external service providers contracted to undertake work directly related to the ice storm, and the rental of specialized equipment used by township staff to assist with debris cleanup — which came in at $318,000. Bedard's report noted that if the township incurs eligible costs totalling $623,000, the province would contribute about $490,000 in MISA funding. The remaining $133,000 would be funded by the township. In Oro-Medonte, the numbers are significantly higher. According to a report presented to Oro-Medonte council on April 29, chief administrative officer Shawn Binns said the township incurred costs of almost $6.5 million due to the ice storm. He downgraded that to about $6 million on Monday. 'The township's April 29, 2025 report provided an overview of the expenditures,' Binns said in an email to BarrieToday. 'The breakdown of costs has not changed materially from what was previously reported although actuals are slightly lower at an approximate cost of $6 million versus the approximately $6.5 million previously reported. 'With support from the province, the net impact to the township would be approximately $457,000,' he added. According to Binns' April 29 report, operations, which included mutual aid, contracted services, rentals and equipment, cost the township $5.65 million. Oro-Medonte council will discuss its MISA application during Wednesday's meeting, which begins at 9 a.m. To qualify for the MISA program, a municipality must: Applications will be reviewed by the Ministry of Municipal Affairs and Housing and are subject to final funding approval by the minister. If approved, the province and municipality will enter into a transfer payment agreement, of which all payments under the agreement will be based on eligible costs incurred. For eligible costs up to three per cent of the municipality's own-purpose taxation, the province will reimburse 75 per cent, and for eligible costs above three per cent of the municipality's own-purpose taxation, the province will reimburse 95 per cent. 'The township has based ice-storm response and recovery decision making on the assumption the township will be fully responsible for all costs associated with the ice storm,' Bedard's report noted. 'Provincial assistance has not been seen as a guarantee, given the previous cost threshold under the MDRA program, as well as the need to substantially document eligible expenses for the province's review. 'Should the township's MISA application be approved by the minister, this will positively impact the financial implications associated with the township's response to the ice storm,' Bedard added. In addition to MISA, the Ministry of Municipal Affairs and Housing also launched the Business Ice Storm Assistance Program (BISA) that provides one-time support to certain small businesses, small farms, and not-for-profit organizations that incurred damage resulting from the late March/early April 2025 ice storm. Patriots rep admits it'll be hard keeping standout rookie UDFA off roster New England Patriots undrafted rookie Efton Chism III is making the sort of waves no one expected this early in the offseason work. Training camp hasn't even started, and it is already obvious that the former Eastern Washington standout is going to be hard to keep off the final roster. Boston Sports Journal's Greg Bedard believes it's time to start taking Chism seriously after watching him rack up receptions in competitive 11-on-11s during organized team activities (OTAs). There are currently 12 receivers on the Patriots' roster. Even if that number is cut in half after training camp, it's hard to see Chism failing to make the team. "I think I've used the phrase, 'It's going to be hard to keep [Chism] off the roster'. I actually heard that exact phrasing from somebody the other day after practice, somebody with the Patriots," Bedard said on the Greg Bedard Patriots Podcast. "Look, the guy gets open really well quickly, and he catches the ball. There was one stretch, I think it was four passes out of like six that he caught in the practice at the point where I looked over at [NBC Sports Boston's] Phil Perry, and I was like, 'Phil, are they going to throw to anybody else in this practice?'" Chism had seven receptions on seven targets at Monday's open OTAs practice. There are many similarities in his style of play to former Patriots greats, like Julian Edelman and Danny Amendola. He's scrappy in the slot with quick feet and a knack for peeling away from defenders, getting open and catching the ball. His ability to separate consistently stands out immediately in an offense that lacked true separators last season. That theory was tossed back and forth until Super Bowl 52, when the Birds earned some satisfying revenge. Who would have thought that, more than seven years later, New England would back Philly as an unexpected ally? The Patriots back the Eagles, and one of New England's rookies is compared to a Philly sports legend. Everyone has their fingers crossed for a successful title defense. Still, regardless of how things turn out, when the story of this season is told, the proposal to ban the tush push and the Eagles' day in court will be mentioned. Philadelphia survived said ban by two votes and a 22-10 advantage. That doubles as the final score of their Wild Card Round win over the Green Bay Packers. You can't make that stuff up. Here are the ten teams that sided with them. Let history show that, when it came down to it and the Birds needed the Pats to come through, they did (and so did some friends down in New Orleans). In New England's case, however, an occasional adversary became an ally for a day, and the legality of the Eagles' controversial play was preserved for at least one more season. Another intriguing parallel came earlier. A well-known Boston sports beat writer, Greg Bedard, recently spoke with Greg Cosell, and the legend wasted no time comparing Pats rookie running back TreVeyon Henderson to a Philadelphia Eagles Hall of Fame and 75th Anniversary Team member, Brian Westbrook. 'I came away feeling that they were kind of shades of Brian Westbrook in his game. He's explosive. He's a very good receiver. There's a physicality to the way he plays.' We can see it, somewhat. We'll see what happens when Henderson suits up for real NFL action because, right now, he has a long way to go before he can lay claim to being in the same class as one of the most significant chess pieces and most versatile players in pro football's history.

Springwater Township navigates resignation of another CAO
For the second time in recent months, the Township of Springwater is searching for a Chief Administrative Officer (CAO), following the departure of interim CAO Doug Herron. In a statement to CTV News Wednesday afternoon, township officials confirmed Herron had left the role 'to pursue other interests.' The Township said the recruitment process for a permanent CAO remains a top priority. 'Our ongoing search for a permanent Chief Administrative Officer reflects our commitment to strategic growth and effective service delivery to our community,' noted Renee Ainsworth with the Township. Herron had been appointed to the interim role in January, following the sudden resignation of former CAO Jeff Schmidt in December. Schmidt's exit came during a sensitive period as Springwater prepared for potential boundary negotiations with the City of Barrie. Schmidt accepted a position as Barrie's general manager of community and corporate services. In the weeks that followed, council brought in Herron on as interim CAO, along with Greg Bedard as interim deputy CAO. Herron brought more than two decades of experience to the role, primarily from his time with the Town of Wasaga Beach. Now, Herron's departure marks another chapter in what has become a revolving door at Springwater's top administrative position. 'While transitions can present challenges, they are essential for achieving our long-term objectives and fulfilling our commitment to the residents of Springwater,' the Township's statement continued. No further details were provided about the reasons for Herron's resignation.
