Bihar's Chief Electoral Officer (CEO) Vinod Singh Gunjiyal on Saturday (July 12, 2025) appealed to voters of all urban Assembly constituencies in the State to actively participate in the ongoing Special Intensive Revision (SIR) of electoral rolls, carried out in accordance with the instructions of the Election Commission of India (ECI). Expressing concern, the Chief Electoral Officer said the participation of voters in urban areas was relatively lower than in rural areas. The participation of voters in rural areas had been encouraging, and about 77% of the enumeration forms had been compiled so far, the statement said. Data on the compilation of enumeration forms in various urban Assembly constituencies appear currently as — Digha (64%), Kumhrar (67%), Bankipur (72%), Patna Sahib (74.21%), Danapur (73%), Gaya Town (69%), Bhagalpur Town (71%), and Muzaffarpur Town (70%). There are a total of 243 Assembly constituencies in Bihar. 'Not only the compilation of enumeration forms in urban areas, but also the vote percentage is generally low, which shows the indifference of voters in the election process. Earlier, prefilled enumeration forms were also made available in urban areas, out of which 60-65 percent have been returned after filling, but the remaining forms are not available,' the Chief Electoral Officer's statement said. In the ongoing SIR campaign, enumeration forms were being made available to voters in urban areas through the 'Har Ghar Dastak' programme by Booth Level Officers, and personnel of municipal bodies. In this form, voters had to fill in the information, including name, EPIC number, mobile number, and other necessary details, and attach their passport-size photograph. Voters can also download their Prefilled Enumeration Form from or fill the enumeration form online. 'If you do not have the necessary documents, then fill the enumeration form with the necessary information and submit it immediately so that your name appears in the draft voter list to be published on August 1, 2025. The required documents can also be made available to the BLO during the claim-objection period from August 1, 2025 to September 1, 2025,' the statement said. Participation is essential in strengthening democracy, and active cooperation is expected for the success of this ECI campaign, Mr. Gunjiyal. 'Remember, your participation is the real strength of democracy,' the Chief Electoral Officer said.

Pithoragarh: Retired IPS officer Vimla Gunjiyal is set to become unopposed head of Gunji village in Pithoragarh district, as no other nominations were filed by deadline. She will officially be declared a winner after withdrawal deadline on 11 July. Born on July 1, 1965, Gunjiyal joined UP police service in 1990 and was inducted into Indian Police Service (IPS) in 2004. She was awarded President's police medal in 2012 and retired in May 2025 as inspector general (Prisons). Known for her dedication, hard work, and honesty, she was the "first woman police officer from her region." "My fellow villagers asked me to help develop our village by becoming the head. I agreed only if elected unanimously, and they chose me unopposed. I have spent my life serving elsewhere, and now it's time to give back to my native land," she said. Gunjiyal added, "My experience will help the village grow and raise awareness. I have no political ambitions, and being the village head fulfills my goal of social service." The nearly 1 lakh booth level officers (BLOs) and BLO supervisors carrying out the Election Commission's (EC's) 'special intensive revision' of Bihar's electoral rolls will get Rs 6,000 each as an honorarium, according to an EC instruction issued on Thursday. '…in view of the ongoing Special Intensive Revision and considering the volume and nature of the work involved, the Commission has approved the grant of a one-time honorarium of Rs 6,000 to each BLO and BLO supervisor engaged in the exercise, in addition to their annual remuneration,' the EC said, writing to Bihar Chief Electoral Officer Vinod Singh Gunjiyal. As per the EC's order on June 24, the electoral roll of Bihar will be prepared afresh, with the 2003 roll as the basis. All 7.8 crore electors in the state will have to fill out enumeration forms that BLOs are supposed to distribute house-to-house by July 25. Those who were on the 2003 rolls—4.96 crore electors—will not have to provide any additional documents. However, the post-2003 electors, 2.93 crore people, would have to give their own and their parents' date and/or place of birth proof. Bihar has 77,895 BLOs for existing booths and about 14,000 for new booths that are being set up, as well as one BLO supervisor for every 10 booths, Gunjiyal said. 'The BLOs are doing tremendous work. This is to motivate them,' Gunjiyal told The Indian Express. While Opposition parties, including the RJD, Congress, CPI (M), CPI (ML) and TMC, have raised concerns over the 'special intensive revision' exercise potentially disenfranchising electors, for villagers across Bihar, this has meant a desperate scramble for residential and caste certificates.

Bihar deploys 2.25 lakh staff for special intensive revision of electoral rolls

The Bihar election office has mobilised 2,25,590 administrative staff and volunteers for a special intensive revision (SIR) of electoral rolls to ensure voter list accuracy across all 38 districts in the poll-bound state, chief electoral officer (CEO) Vinod Singh Gunjiyal said on Monday. Gunjiyal said booth level officers (BLOs) have been trained under district election officers to oversee the distribution and collection of counting forms. Volunteers will assist BLOs in filling these forms, with supervisors and sector officers monitoring the process. 'We urge citizens to cooperate with BLOs and volunteers to make this campaign a success,' Gunjiyal said. The Election Commission of India (ECI) has ordered the deployment of 20,603 additional polling booth officials, along with 77,895 existing ones, to manage new polling stations in Bihar. Over 1.5 lakh booth level agents (BLAs) appointed by political parties are actively verifying voter lists to ensure accuracy. Voters can access updates on the SIR campaign through the CEO's social media handles on Facebook, Twitter, and Instagram, or contact toll-free helpline number 1950 for assistance. The poll body is carrying out the SRI in Bihar despite strong opposition from parties such as the Congress, Rashtriya Janata Dal, Trinamool Congress, and AIMIM, who have alleged that the SIR in Bihar risks disenfranchising voters and resembles a 'backdoor NRC'. The SIR, launched on June 25, 2025, involves administrative staff and volunteers conducting door-to-door surveys to verify 78.9 million electors, with 29.3 million required to submit citizenship proof. Critics, including Congress leader Digvijaya Singh, said the rushed timeline and documentation demands could lead to marginalised groups being excluded, as opposition parties plan to challenge the SIR in the Supreme Court claiming electoral manipulation.
