Govt's Gurjar quota panel meets without stakeholders

Jaipur: The first meeting of the newly formed cabinet sub-committee on Gurjar quota demands was held Tuesday at the state secretariat but notably absent were representatives from the Gurjar Arakshan Sangharsh Samiti, the primary organisation leading the movement for Constitutional protection for their 5% MBC reservation in education and govt jobs. Tired of too many ads? go ad free now The three-member panel, headed by parliamentary affairs minister Jogaram Patel, convened to discuss the possibility of including the 5% Most Backward Classes (MBC) quota for Gurjars in the Constitution's Ninth Schedule. The committee includes social justice minister Avinash Gehlot and minister of state for home Jawahar Singh Bedam. Speaking to TOI, Patel said, "Samiti members were invited yesterday (Monday) to attend the meeting but somehow nobody turned up today. I'm sure they will join the next meeting, which will be scheduled soon." The samiti members' absence raised concerns about the consultation process. A samiti representative, speaking on condition of anonymity, cited last minute notice as the reason for their non-attendance. "Most of our members are spread across the state. Such short notice made it logistically impossible to attend the meeting," the samiti member said. "With the Aug 8 deadline approaching, we expect better coordination," the representative said, warning of "indefinite protests" if the deadline is missed. The deadline stems from a June 8 Gurjar Mahapanchayat, where the state govt promised to address the community's demands within two months. Patel, however, downplayed timeline concerns, stating, "What matters is that the process has been initiated."

Panel of 3 ministers to review MBC demands

Jaipur: State govt formed a three-member ministerial committee on Monday to review the demands of Most Backward Classes (MBC), including Gurjars. The committee will propose solutions to the state govt. The committee comprises state law minister Jogaram Patel, social justice and empowerment minister Avinash Gehlot, and minister of state for home Jawahar Singh Bedam. The Gurjar community raised this demand during the Mahapanchayat in Peelupura, Bharatpur. Aparna Arora from the ACS Social Justice and Empowerment Department serves as the member secretary. "Thanks to Honorable CM Bhajan Lal Sharma for forming a ministerial committee of three ministers as per the agreement reached between Gurjar Arakshan Sangarsh Samiti and the Rajasthan govt at the Peelupara Mahapanchayat on June 8," said Vijay Bainsla, president of the Gurjar Aarakshan Sangharsh Samiti. "We are hopeful and confident that under the leadership of the chief minister, the state govt will soon convene a cabinet meeting to recommend to the central govt to include MBC reservation in the Ninth Schedule of the Constitution and will also positively fulfil all other demands within the agreed time frame," he added. The 9th Schedule of the Constitution comprises a compilation of laws that remain immune from judicial review and legal challenges. Bainsla said the June 26 meeting with the govt to review the Devnarayan scheme was postponed, and the community is still awaiting a new date. During the Mahapanchayat, Bainsla read the govt's draft to the people, but a faction opposed the draft.

BJP silent over Vijay Bainsla's open challenge

1 2 Jaipur: State BJP 's continued silence over Vijay Bainsla, president of Gurjar Arakshan Sangharsh Samiti and a party member, has raised serious questions about internal discipline and leadership authority in the party ranks. Bainsla successfully pressured the BJP-led state govt by threatening a major stir if the demand for 5% reservation for Most Backward Classes (MBC) was not included in the Ninth Schedule of the Constitution. While the govt appeared to soften its stance under pressure, the party leadership neither condemned nor commented on Bainsla's confrontational posture. This move was interpreted by political observers as a crack in the BJP's disciplinary framework. Bainsla, who contested and lost the 2023 Assembly elections from Deoli-Uniara to Congress candidate Harish Meena, was reportedly sidelined within the party since then. Party insiders say he was not given space to raise community demands and was denied a ticket in the Deoli-Uniara bypolls in Nov 2024, fuelling his frustration and pushing him to take an aggressive stance to regain his position in the community. "The party didn't want to open a new front in the form of Bainsla, especially at a time when it is already struggling to manage cabinet minister Kirori Lal Meena," said a senior party leader, on condition of anonymity. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch CFD với công nghệ và tốc độ tốt hơn IC Markets Đăng ký Undo Another senior BJP leader acknowledged that Bainsla commands considerable support among the Gujjar community, particularly on the reservation issue. "Being the son of the late Kirori Singh Bainsla, a towering figure in the Gurjar movement, he carries significant influence. During Congress leader Rahul Gandhi's Bharat Jodo Yatra, Bainsla's threat to oppose the march forced the Congress into damage control, resulting in formation of a four-member cabinet committee. That incident clearly established his clout," the leader said. Kirori Singh Bainsla was the leading face of the Gurjar reservation movement in Rajasthan since its inception in 2004. Vijay Bainsla was swiftly inducted into the BJP, with hopes that he would swing the Gurjar vote base, which heavily tilted toward the Congress in the 2018 elections—attracted by speculation over Sachin Pilot's potential elevation to chief minister. However, Bainsla's defeat in the 2023 Assembly elections led to his political marginalisation. However, his recent political revival through the Gurjar Mahapanchayat in Pilupura, which saw participation from Gurjars across Rajasthan, Punjab, Haryana, Madhya Pradesh, and Delhi, has repositioned him at the centre of the community's politics. Speaking to TOI, Bainsla said, "I am very much part of the BJP, but I also carry the responsibility to pursue the long-pending promises made to the Gurjar community by successive govts." Refusing to call his latest moves a rebellion, he added, "This is a 'wait and watch' phase — let's see how the govt responds."

Demand for quota in jobs, exams to test govt

Jaipur: The OBC Adhikar Manch, Rajasthan, formally extended its support to the Gurjar Arakshan Manch in their ongoing demand for the full constitutional implementation of the 5% reservation granted to Gurjars, Rebaris, Banjaras, Labanas, and Gairis under the Most Backward Classes (MBC) category in Rajasthan. Lokendra Gurjar, state spokesperson of the OBC Adhikar Manch, released a statement Sunday affirming the Manch's support and expressing deep concern over the continued denial of legal recognition to the quota. "Despite the sacrifices of over 80 community members in the police firing in 2007 and 2008 and repeated promises by successive govts, this reservation still lacks constitutional protection. It is not just a policy failure—it is an injustice," he said. He also highlighted the exclusion of eight southern districts—Banswara, Dungarpur, Pratapgarh, Udaipur, Sirohi, Chittorgarh, Rajsamand, and Pali—from the benefits of the MBC quota, further disadvantaging aspirants in TSP (Tribal Sub-Plan) areas. "Youth from these regions are being systematically excluded from police, REET, patwari, and other key govt recruitments due to lack of age and cut-off relaxations. This must end," he added. Calling on the state govt to act decisively, Gurjar said, "Before the 2023 Assembly elections, Union minister Bhupender Yadav and BJP in-charge Arun Singh promised action on this issue. Now, the govt must fulfil its word. Enough of delays and diversions." The Manch also confirmed that it submitted a memorandum to the chief minister and requested a formal meeting on the issue. "If the govt continues to ignore the genuine and constitutional demand of the Gurjar community, a joint movement cannot be ruled out," said Gurjar.

National Convenor of Gurjar Aarakshan Sangharsh Samiti Vijay Bainsla said, 'We have got incomplete rights. We have to get them completely. This Maha Panchayat of the Gurjar community has been called in Pilupura for it.' Vijay Bainsla said that the community will not hold any talks. A letter of demands has been given to the government. The government will ask for a draft in the Mahapanchayat. Whatever message comes from the government will be discussed on the floor of the gathering, he said. Vijay Bainsala said, 'Now, we will not approach the government for talks. The government should send a letter with a competent IAS officer.
