Penang JPV tests pig samples for African swine fever detection
GEORGE TOWN: The Penang Veterinary Services Department (JPVPP) is intensifying efforts to detect African swine fever (ASF) by conducting investigations and further sampling at pig farms across the state. State Local Government, Town and Country Planning Committee chairman H'ng Mooi Lye confirmed that three farms in Kampung Selamat, Tasek Gelugor, remain ASF-positive, while others are still under investigation. 'A total of 13 pig samples from slaughterhouses in North Seberang Perai (SPU), four from South Seberang Perai (SPS), and one from Southwest tested positive for ASF. However, farm-level confirmation is pending for most cases,' H'ng told Bernama. So far, 822 pigs have been culled from two of the three confirmed ASF-positive farms. JPVPP continues to monitor the situation and collaborate with agencies to prevent further spread. Chief Minister Chow Kon Yeow stated that the state is identifying alternative disposal sites for infected carcasses as a precaution. 'The SPU District Office and JPVPP are working together to ensure safe disposal in compliance with environmental guidelines,' he said. ASF is not zoonotic and poses no risk to human health or food safety. However, high mortality rates at two infected farms have raised concerns about wider transmission. – Bernama

Penang JPV Takes Pig Samples To Detect ASF
GEORGE TOWN, July 21 (Bernama) -- The Penang Veterinary Services Department (JPVPP) is actively conducting investigations and further sampling at pig farms to detect African swine fever (ASF) in the state. State Local Government, Town and Country Planning Committee chairman H'ng Mooi Lye said so far, three farms in Kampung Selamat, Tasek Gelugor near here remain confirmed positive for ASF, while other farms are still under further investigation. "A total of 13 pig samples from slaughterhouses originating from farms in North Seberang Perai (SPU), four samples from South Seberang Perai (SPS) and one sample from Southwest were found to be positive for ASF at the slaughterhouse. "However, the positive status of ASF will only be confirmed when the test results from the farms confirm the presence of ASF and to date, three farms have remained confirmed positive for ASF at the farm level while the rest are still under further investigation," he said when contacted by Bernama today. He said a total of 822 pigs have been culled so far by JPVPP involving two of the three farms that were confirmed positive. H'ng said JPVPP is also actively conducting further investigations and sampling at the relevant farms and the number of positive farms is expected to increase after the laboratory results have been received. At the same time, he said efforts were being made to identify suitable disposal sites to ensure that the disposal process was carried out safely and in compliance with environmental guidelines. ASF is not a zoonotic disease, meaning it cannot infect humans and does not endanger human health or affect food safety. This disease only affects the pig population," he said. He said JPVPP would also continue to monitor the situation continuously and work with all relevant agencies to immediately curb the spread of ASF.

MBPP, UTM Form Strategic Partnership On Education, Urban Development
GEORGE TOWN, June 23 (Bernama) -- The Penang Island City Council (MBPP) has entered into a strategic partnership with Universiti Teknologi Malaysia (UTM) to collaborate in education, research, development, innovation, commercialisation, and training, particularly in areas related to integrated development and management. State Local Government and Town and Country Planning Committee chairman H'ng Mooi Lye said the five-year collaboration involves MBPP staff, UTM academics, and students. 'Today, MBPP signed a Memorandum of Understanding (MoU) with UTM with the primary aim of enhancing cooperation in public awareness initiatives and human capital development through structured and comprehensive engagement. 'It also aims to apply science and technology to enhance community well-being, including research and monitoring to address slope failure issues,' he said after witnessing the signing ceremony at The Top, Komtar. The MoU was signed by MBPP mayor Datuk A. Rajendran and UTM vice-chancellor Prof Dr Mohd Shafry Mohd Rahim. Rajendran said the partnership includes knowledge-sharing in science and technology, research and development (R&D) for innovation, and capacity-building initiatives. To ensure effective implementation, MBPP and UTM will establish a joint management committee, co-chaired by MBPP, to coordinate the MoU's programmes. He said the collaboration will also facilitate the exchange of knowledge and expertise between UTM researchers and MBPP professionals, particularly in leveraging artificial intelligence (AI) for slope monitoring, maintenance, and mitigation in hilly terrain. UTM is highly experienced in slope-related research, and we hope this MoU will help us better address high-risk slope failure areas,' he added.

Centralised, Temporary Labour Quarters Licences Can Be Revoked If Operators Violate Act 446
BUKIT MERTAJAM, June 22 (Bernama) -- The Human Resources Ministry (KESUMA) will not hesitate to revoke the operating licences of Centralised Labour Quarters (CLQ) and Temporary Labour Quarters (TLQ) if operators fail to comply with the provisions under the Employees' Minimum Standards of Housing, Accommodations and Amenities Act 1990 (Act 446). Human Resources Minister Steven Sim said the warning followed a commotion involving a group of foreign workers at a TLQ operating in a hotel here on Friday, which caused unease among local residents. He said Act 446 stipulated the provision of suitable housing and basic amenities for foreign workers, but that employers must also prioritise workers' welfare, safety, and discipline to avoid negative impacts on the surrounding community. 'CLQs and TLQs are meant to centralise the accommodation of foreign workers so that it doesn't affect local neighbourhoods. So it's very important to have this system. I have discussed this matter with the operators of such facilities. 'I've also issued a reminder to ensure that workers' welfare is safeguarded and that their presence does not disturb the community. If they fail, I will not hesitate to instruct the Labour Department (JTK) and local authorities (PBT) to revoke their licences,' he said at a press conference here today. Also present were Penang Local Government and Town and Country Planning Committee chairman H'ng Mooi Lye and Penang Labour Department deputy director A. Thanavalli. Sim said the foreign worker permits of the companies involved could also be cancelled, stressing that such actions were not meant to be punitive against industries or employers, but to ensure they understood the consequences of failing to manage their workers responsibly. He added that the hotel in Bukit Mertajam had been approved by the Seberang Perai City Council (MBSP) to operate as a TLQ until 2027, and had also obtained certification from the Labour Department. A total of 1,113 migrant workers were housed at the TLQ—comprising 946 from Bangladesh, 129 from Nepal and 38 from Myanmar.

Seberang Prai rezoning applications to be processed after local plan is gazetted
GEORGE TOWN: Penang will start processing all rezoning applications received in Seberang Prai after June 30, once the Seberang Perai Local Plan Draft (DRTSP 2030) is gazetted. State Local Government and Town & Country Planning Committee Chairman H'ng Mooi Lye said the DRTSP 2030 is currently being improved in its final draft report and once finalised, it will be presented to the State Planning Committee for approval and then submitted to the state authority for official gazetting. "However, developers or landowners in the Seberang Prai area who wish to carry out development on their land may still submit rezoning applications until June 30, 2025. "Any applications submitted after that date will not be accepted or processed by the Seberang Prai City Council (MBSP) and the Penang State Town and Country Planning Department," he said in a statement today. H'ng said that, to date, MBSP has received 79 applications, of which 58 have been approved, 13 rejected, and eight are still under review—all pending the department's consideration. Meanwhile, rezoning applications submitted after June 30 will only be accepted and processed in areas governed by the Penang Island City Council, specifically in the Northeast District and the Southwest District. He said the state government hoped development in Seberang Prai will continue to progress in a planned, sustainable, and inclusive way. This aligns with the aspiration to transform it into a prosperous, competitive, and people-friendly city, as outlined in the forthcoming gazetted DRTSP 2030. – Bernama
