This follows the successful 'Lakhpati Didi' scheme launched in 2022, which has helped over 1.63 lakh women in Uttarakhand achieve an annual income of over ₹1 lakh. As part of this new initiative, women self-help groups (SHGs) will be entrusted with the responsibility of billing and supply of drinking water in rural areas. The Har Ghar Nal (tap water to every household) scheme is nearing its target in Uttarakhand, and the Drinking Water Department is now planning to involve women SHGs in tasks like providing new connections, bill distribution and correction, revenue collection, and maintenance of water schemes—on an outsourced basis. Additionally, these groups will be provided with kits to test water quality, and they will also report any faults in water supply schemes. Selected groups will be trained as Nal Jal Mitras (Tap Water Friends). As part of the pilot project, women SHGs will receive an incentive of ₹10 per bill and a fixed share of the revenue. NGT seeks response from Centre, state on key Ganga tributary's depletion due to ambitious water supply project
Dehradun: The National Green Tribunal (NGT) has initiated legal proceedings against the Centre and Uttarakhand govt after taking suo motu cognisance of media reports on the ecological decline of the Nayar river, a key tributary of the Ganga, due to water supply projects. In a strongly worded note, the green tribunal observed that while flagship schemes like 'Har Ghar Nal' and 'Har Ghar Jal' aim to expand household water access, they often overlook the preservation of local water ecosystems. "Currently, over 50 pumping stations operate within the Nayar basin, drawing water but returning only pollution," the tribunal noted. It flagged the disappearance of aquatic life, including the endangered Golden Mahseer, as a stark sign of the river's deteriorating health. It identified climate change, declining groundwater recharge, and unchecked urbanisation as aggravating factors. The tribunal also referred to a 2017–18 report by the department of science and technology, which found that nearly half of the perennial water sources in the Himalayan region had either dried up or shown a significant drop in flow. Senior officers to assess impact of U.P. government schemes in aspirational blocks
The Uttar Pradesh government has decided to send senior officers to the 108 aspirational blocks to assess the on-ground implementation and impact of the government schemes in the state, officials said. The government had recently sent 75 IAS officers to as many districts to review the progress of 'Har Ghar Nal' scheme launched under the Jal Jeevan Mission, as well as that of cow shelters. Officers of special secretary rank will be sent to the aspirational blocks on a three-day visit (May 30 to June 1). The objective is to verify whether government schemes are delivering meaningful outcomes, benefiting people, ensuring efficient delivery, and driving visible change in backward regions, a government spokesperson said. The nodal officers will assess the ground reality with visiting key institutions, including health centres, schools, Anganwadi centres, and gram sachivalayas. They will also evaluate infrastructure and human resource availability, he said. Ahead of the field visits, the nodal officers will undergo a one-day training and orientation programme at Yojana Bhawan in Lucknow on May 28. The training, focusing on monitoring strategies for aspirational development blocks, data interpretation, use of digital dashboards, and coordination with the Chief Minister's Fellowship Programme, will equip officers with the necessary tools for effective reporting and real-time evaluation. During their visit, the officers will also engage with the respective district magistrates and chief development officers to review the progress of development and assess ongoing strategies. They will monitor reports and inputs provided by the 'Youth Fellows' deployed under the Chief Minister's Fellowship Programme, who have been working at the grassroots level to track progress and submit regular feedback to the government. Proposed projects and utilisation of sanctioned incentive funds will also be reviewed in detail, the spokesperson said. This initiative is part of a broader effort launched in May 2022, when the state government began identifying and prioritising the development of underperforming blocks. A total of 108 development blocks across 42 districts were selected based on poor social and infrastructure indicators. These blocks are now being monitored using a robust framework of 50 key performance indicators across various sectors, including health, nutrition, education, agriculture, infrastructure, and social development, he said. Uttar Pradesh model has received national recognition. Impressed by its effectiveness, NITI Aayog launched the nationwide Aspirational Development Block Programme in January 2023, selecting 500 blocks from across the country, including 68 development blocks from 42 districts in U.P. These blocks have consistently performed well in NITI Aayog's Delta Rankings, further validating the success of the initiative, officials said.

The CM instructed officials to fix responsibilities for ensuring quality, punctuality in supply, and maintenance in remote areas and to enhance public participation at every level by activating village water informed the CM that 42,810 water-related complaints had been registered in the state, of which 38,161 were resolved. He set a deadline of 24 hours for resolving every water-related complaint. Giving directions to ensure regular supply during summer, Yogi said that all district-level administrative units should remain on alert mode and all available water sources should remain active. Control rooms should be established in all districts to receive prompt information on water crises in villages, and nodal officers should be appointed to deal with complaints.
