SC order on T domicile policy not applicable for AP, says official
1 2 Vijayawada: The recent Supreme Court order, which found fault with Telangana's domicile policy on govt quota medical seats through NEET, will not be applicable for Andhra Pradesh, according to Dr NTR University of Health Sciences officials. While the domicile policy in Telangana mandates that a student must have pursued classes 9 to 12 in the state to be eligible for govt quota medical seats, Andhra Pradesh govt has earmarked 15% of seats under the "unreserved category" for non-locals in the state. "Students in Telangana have been facing admission issues under state quota through NEET as 100% seats are reserved under local category. AP has two categories under which 85% of seats across institutions reserved for locals, and 15% of seats unreserved for local/non-local students across two regions — Sri Venkateswara University and Andhra University," explained Hari Prasad, assistant registrar at Dr NTR University of Health Sciences. Telangana also removed admissions under the sports quota, which further aggravated the issue, he added. Elaborating further, he said students should have completed four consecutive years of study (classes 9 to 12) to be defined as 'local candidates' in Telangana and become eligible for admissions under state quota. "For students who complete junior and senior intermediate studies from neighbouring states, AP has the provision of 15% unreserved category seats, allowing them to attain admission even under non-local category into medical courses through NEET," Hari Prasad clarified. Students/candidates who have resided in the state for a total of 10 years, excluding their periods of study outside the state, or either of whose parents have resided in the state for a total of 10 years excluding periods of employment outside the state, will also be eligible to be defined as local candidate in AP, he said.

NMC scam: CBI files FIR against 35 accused, including 3 from AP
Visakhapatnam: CBI has registered an FIR against three people from Andhra Pradesh, including the director of a private medical college, in connection with the nationwide NMC (National Medical Commission) scam which has implicated over 35 officials across various ranks. The three accused have been identified as Dr B Hari Prasad from Kadiri in Anantapur district, Dr Krishna Kishore from Visakhapatnam, and Venkat, director of a private medical college. The central agency intensified its investigation following concrete information that officials associated with the Union ministry of health and family welfare and NMC, in a criminal conspiracy with intermediaries and representatives of various private medical colleges across the country, allegedly manipulated the regulatory process in exchange of bribes. The accused facilitated unauthorized access and unlawful duplication and dissemination of confidential files and sensitive information pertaining to the regulatory status and internal processing of medical colleges within the ministry. The investigation found that Dr Virendra Kumar, another accused, allegedly coordinated operations in southern India through Dr Hari Prasad, Dr Krishna Kishore, and Dr Ankam Rambabu of Hyderabad. Posing as a consultant, Virendra Kumar arranged dummy faculty for inspections and facilitated letters of renewal and other NMC approvals in return for bribes. According to officials, Hari Prasad, while posing as a consultant to medical colleges, allegedly engaged in unlawful activities such as arranging dummy faculty members for statutory inspections and facilitating the issuance of letters of renewal and other regulatory approvals from authorities, including the NMC, in exchange for bribe money. He allegedly collected Rs 50 lakh from Venkat to ensure favourable resolution of a matter pending before the NMC. A portion of the collected bribe was subsequently transferred to Dr Virendra Kumar in Delhi via hawala channels. The CBI found that Dr Hari Prasad and Dr Ankam Rambabu jointly managed the regulatory affairs of a private medical college in Telangana. It alleged that Fr Joseph Kommareddy, who is connected with a medical college, had paid Rs 20 lakh and Rs 46 lakh on two separate occasions. These payments were routed to Dr Hari Prasad through intermediaries via formal banking channels. The CBI also stated that bribes running into lakhs of rupees was exchanged among NMC teams, intermediaries and representatives of medical colleges, and routed through hawala. The money was allegedly used for multiple purposes, including construction of a place of worship.

The investigation further revealed that Dr Virendra Kumar, another accused, coordinated operations in southern India through Dr Hari Prasad, Dr Krishna Kishore, and Dr Ankam Rambabu of Hyderabad. Chitrakoot police arrest two fraudsters duping innocents
1 2 Jhansi: Police arrested two inter-state fraudsters on Tuesday in Chitrakoot, claiming to solve several cases of fraud in which the accused had decamped with hard-earned money from innocent people through fraudulent means. The police recovered Rs 45,000 from the accused, along with a motorbike and mobile phones used in the commission of the crimes. The arrested individuals were identified as Rajesh Mishra alias Punjabi, 40, and Anand Yadav, 19, both residents of Karvi, Chitrakoot. During the investigation, Rajesh was found involved in multiple cases registered against him under various sections in different police stations of Banda and Prayagraj districts, while Anand had cases registered in Chitrakoot district. The duo was apprehended by police during a search operation based on a particular tip-off at Kali Ghati Sariya, under Manikpur police station area. SP Chitrakoot Arun Kumar Singh stated that the two would dupe innocent people by misleading them, often targeting individuals in market areas and near banks. Detailing one of the crimes, the SP said that a complaint was lodged by Hari Prasad Yadav, who, along with his son, had withdrawn Rs 8,000 from the bank a few days prior. They were observed by the accused, who approached Hari Prasad and presented him with a bundle, claiming it contained 1 lakh rupees, requesting some change which they promised to return shortly. Unwittingly, Hari Prasad accepted the Rs one lakh bundle and handed over his eight thousand rupees to the duo. When the accused did not return for a long time, the victims came back home with the bundle of notes, only to discover to their shock that it contained merely pieces of paper carefully staged between two 500 rupee notes. Both accused have been booked under section 303, 318 of BNS and sent to jail.
