Man applies for death certificate, gets birth certificate: Panel fines MCF clerk
Gurgaon: The Haryana Right to Service Commission this week imposed a fine on a municipal corporation of Faridabad (MCF) clerk for submitting a child's birth certificate instead of a resident's request to get his father's death certificate. According to the complaint, the Faridabad resident filed an application with MCF on March 22 this year to get the death certificate of his father, who died on March 19. Instead of the death certificate, the clerk posted at the NIT Zone II office uploaded a child's birth certificate and closed the application in April, the complaint read. A spokesperson said the commission's chief TC Gupta, a retired IAS officer, took serious note of this administrative lapse on Thursday and ordered MCF to deduct Rs 6,000 from the July salary of the clerk. Of this amount, Rs 3,000 will be paid as a fine under provisions of the Haryana Right to Service Act, 2014, and the remaining Rs 3,000 will be paid as compensation to the complainant. The applicant has been asked to send his bank account details to the commission and the municipal office, so the compensation amount can be transferred," the spokesperson said. In a separate case, the commission directed action against a tehsildar in Hansi city of Hisar for delaying his duty in issuing a marriage certificate. The spokesperson said that a Hisar resident applied for a marriage registration certificate on March 10. The wedding took place on Nov 28, 2024, and the application for a delayed certificate was submitted along with the consent of the couple's parents. The bride and groom submitted family IDs, confirming their age and address. After the application, the tehsil office raised an objection on the lack of a birth certificate. The official also demanded a hard copy of documents and additional paperwork. The commission said in its ruling on Thursday that Haryana govt guidelines state that family IDs are sufficient as proof of age and address.

CHANDIGARH: The Haryana Right to Service (RTS) Commission has taken serious note of a case from Faridabad, where a citizen did not receive timely service and was issued a birth certificate instead of a death certificate. The commission found that the applicant applied for his father's death certificate on March 22, 2025, after his father passed away on March 19, 2025. However, the applicant was mistakenly issued a birth certificate of a child. A spokesperson of the commission said that during investigation, it was found that the certificate issuance process was handled by a clerk at the NIT Zone-II office of the Municipal Corporation Faridabad, who uploaded the wrong certificate and closed the application. The commission has imposed a symbolic fine of Rs 3,000 on the employee under Section 17(1)(h) of the Haryana Right to Service Act, 2014. The commission has also directed that Rs 3,000 be paid as compensation to the applicant. The total amount of Rs 6,000 will be deducted from the concerned clerk's salary. Hansi tehsildar faces action for delay The RTS has imposed a fine of Rs 1,000 on tehsildar-cum-marriage registrar of Hansi and ordered him to pay a compensation of Rs 5,000 for a four-month delay in issuing a marriage certificate. The registrar had refused to issue the certificate while citing the absence of a birth certificate

Haryana RTS panel orders ₹5K compensation to electricity consumer in Rohtak
The Haryana Right to Service Commission (RTS) has directed the concerned authorities to deduct ₹ 6,000 from the June month salary of a power department accountant, holding the official responsible for the harassment of a Rohtak-based electricity consumer. The Commission has termed this as very unfortunate saying that such a simple case could not be resolved at the level of first grievance redressal authority or second grievance redressal authority. (Getty Images/iStockphoto) The Haryana RTS has ordered that out of the ₹ 6,000 to be deducted from the salary of the official, ₹ 1,000 will be the fine to be imposed on the accountant in question and that ₹ 5,000 will be either paid as compensation to the complainant or adjusted in the consumer's bill. The Commission said that there was a delay of about one year in updating the consumer's metre change order in the system. Though the metre change order was updated by the department on June 11, 2023, the error remained in the consumer's bill, due to which he had to repeatedly lodge complaints and visit the office. This error was ultimately rectified only with the intervention of the Commission. The Commission has termed this as very unfortunate saying that such a simple case could not be resolved at the level of first grievance redressal authority or second grievance redressal authority. In a statement the Commission said that it was possible only due to the auto appeal system started by the Haryana Right to Service Commission that a consumer and his son could send their complaint to the Commission from home without any additional cost and they could get a total refund of ₹ 15,838 and ₹ 16,330, out of which ₹ 16,330 was received only as a result of the intervention of the Commission. 'The Commission has ordered that an amount of ₹ 6,000 be deducted from the salary of the concerned accountant… ₹ 1,000 be deposited in the state fund and ₹ 5,000 be adjusted in the consumer's bill or transferred to his bank account. Instructions have been given to ensure this payment by obtaining bank details from the consumer,' the spokesperson said. Apart from this, the Commission has also advised the Junior Engineer working as Second Grievance Redressal Authority-cum-XEN and First Grievance Redressal Authority to take consumer complaints seriously at the primary level itself and ensure timely resolution so that common citizens do not have to approach the Commission.
