Shura Council Office condemns attack on Al Udeid Air Base

DOHA: In a meeting, chaired by Speaker HE Hassan bin Abdullah Al Ghanim, the Shura Council Office has strongly condemned the attack on Al Udeid Air Base by the Iranian Revolutionary Guard on Monday, stressing that it is a blatant violation of Qatar's sovereignty and airspace, as well as a breach of international law and the United Nations Charter. The Council Office expressed its denunciation of this completely unacceptable act, which is inconsistent with the principles of good neighborliness and the close relations between the two countries at the official and popular levels in various fields. It noted that the State of Qatar has always been an advocate of dialogue with Iran, and it has exerted great efforts in this regard. From day one, Qatar strongly condemned the Israeli attacks on the Islamic Republic of Iran and stood in solidarity with it. The Shura Council commended the role played by the Qatari Armed Forces, under the leadership of HH the Amir Sheikh Tamim bin Hamad Al Thani, in repelling the attack. It also lauded the role of all relevant authorities in the country and their handling of this attack with a well-thought-out action plan that limited its effects and reassured citizens and residents. The Office noted the solidarity shown by all brotherly and friendly countries, expressing the Council's gratitude to parliamentary organizations for their solidarity with and support for the State of Qatar, and their rejection of this attack. In the same context, the Council Office welcomed the ceasefire agreement between the Islamic Republic of Iran and Israel, which began yesterday, appreciating the efforts of the State of Qatar in this agreement, which confirms its ongoing role in establishing peace and stability in the region, on the one hand, and its adherence to a policy of good neighborliness with Iran despite its aggression, on the other hand.

QNA Doha The Shura Council has approved a draft law amending certain provisions of the Civil Human Resources Law, issued under Law No (15) of 2016 in its amended form, following a review of the report by the Social Affairs, Labor, and Housing, and Committee and a detailed discussion by the members of the council. The Shura Council, chaired by Speaker HE Hassan bin Abdullah Al Ghanim, also approved a draft law amending certain provisions of the Legal Profession Law, promulgated under Law No. (23) of 2006 and a draft law amending certain provisions of the Anti-Money Laundering and Combating the Financing of Terrorism Law, promulgated under Law No (20) of 2019. Additionally, the Council approved two draft laws concerning biometric data and genetic fingerprinting and a draft law on the regulation of the import, export, and transit of rough diamonds. These approvals came after reviewing the reports of the relevant committees and thorough discussions by Council members. The Council also reviewed the report of the Education, Culture, Sports, and Information Committee regarding a general discussion request submitted by several Council members concerning the role of teachers in instilling national identity. In the context of this discussion, HE Speaker of the Council, Hassan bin Abdullah Al Ghanim emphasized the vital role teachers play in shaping students' personalities and reinforcing national values. He stressed that nurturing national identity is a top priority for the State, aligned with the directives of His Highness the Amir of the State of Qatar Sheikh Tamim bin Hamad Al Thani, and consistent with Qatar National Vision 2030, which seeks to preserve the cultural fabric of society and strengthen loyalty and belonging to the nation. He affirmed the Council's keen interest in all education-related issues, given their direct impact on the country's future. He noted that the topics raised in the general discussion request reflect the Council's responsiveness to societal aspirations and its commitment to supporting the national education system in a way that safeguards its identity and preserves its cultural uniqueness. Al Ghanim pointed out that empowering teachers goes beyond the academic role, they are essential partners in building national identity. This requires a careful review of the current educational policies, particularly in private schools, to ensure they align with the State's national values. For his part, HE Chairman of the Education, Culture, Sports, and Information Committee, Khalid bin Ahmed Al Obaidan outlined the committee's meetings on the subject and the in-depth discussions held, during which several proposals were put forward to enhance the teachers' role in fostering national identity. He explained that the committee had listened to the views of specialists and reviewed the policies in place in private schools, emphasizing the need to address some gaps through practical proposals to improve the educational process and strengthen its cultural and value-based dimensions. Following comprehensive discussions, the Council decided to submit a recommendation to the esteemed government containing several key proposals, which include amending contracts in private schools to ensure non-Qatari teachers are committed to the country's national values and establishing effective oversight mechanisms to monitor compliance with these contract terms. The recommendation also called for giving special attention during private school hiring interviews to cultural and value-based criteria for teachers, ensuring that the selection process goes beyond verifying official documents to include assessments of teachers' behavioral and professional alignment with the educational standards in the country. It also called for introducing specialized positions focused on national identity and community culture to oversee private schools' compliance with approved educational curricula and to monitor behaviors that contradict national values among teachers and school administrations. The recommendation proposed developing a mandatory cultural orientation program for all recruited teachers across disciplines, focusing on Qatari national values and identity. Completion of this program would become a prerequisite for employment in private schools. The Shura Council also reviewed two reports by the Education, Culture, Sports, and Information Committee concerning the government's responses to the Council's recommendations on promoting national values and identity in society; regulating the creation and dissemination of media content on digital platforms. The Council took appropriate decisions regarding these reports. Additionally, the Council reviewed the government's statements concerning the Council's recommendations on addressing the rising divorce rates in society as well as the Council's recommendations on procedures related to the departure of domestic workers from the country, and referred both matters to the relevant committees for further study and to report back with their conclusions. At the conclusion of the session, the Council reviewed several reports on participation in regional and international parliamentary events.

DOHA: The Shura Council has held its regular weekly session at the Tamim bin Hamad Hall at the Council's headquarters, chaired by Speaker of the Council HE Hassan bin Abdullah Al Ghanim. During the session, the Council approved a number of draft laws and referred them to the government, the most prominent of which was a draft law amending some provisions of the Civil Human Resources Law issued by Law No. (15) of 2016, in its amended form, after reviewing what was stated in the report of the Social Affairs, Labour and Housing Committee, and discussing its details by the honorable members. The Council also approved a draft law amending some provisions of the Lawyers Law issued by Law No. (23) of 2006, and a draft law amending some provisions of the Anti-Money Laundering and Terrorism Financing Law issued by Law No. (20) of 2019. The Shura Council also approved two draft laws on biometric fingerprinting and genetic fingerprinting, and a draft law regulating the import, export, and transit of rough diamonds, after reviewing the reports of the relevant committees and discussing their details with the Council's members. For his part, Chairman of the Education, Culture, Sports and Media Affairs Committee HE Khalid bin Ahmed Al Obaidan, while reviewing the report, referred to the meetings held by the Committee to discuss the subject and the in-depth discussions that took place, during which members presented a number of proposals that contribute to supporting the role of teachers in consolidating national identity. He explained that during its meetings, the committee listened to the views of a number of specialists and reviewed the policies followed in private schools, stressing the need to address some gaps through practical proposals that would ensure the advancement of the educational process and strengthen its values ​​and cultural dimension. After extensive discussion of the report, the Council decided to submit a proposal to the government, which includes a number of important recommendations, including amending contracts concluded in private schools to ensure that non-Qatari teachers adhere to national values, in addition to providing effective oversight mechanisms to monitor compliance with these provisions. The proposal also called for a focus, when conducting job interviews in private schools, on teachers' cultural and value standards, so that procedures are not limited to verifying official documents only, but extend to ensuring that teachers comply with the behavioral and professional standards associated with the teaching profession in the country. QNA Doha The Shura Council on Monday discussed the proposal to enhance services andprivileges for the elderly people. The Shura Council, chaired by Speaker HE Hassan bin Abdullah Al Ghanim, reviewed the report of the Social Affairs, Labor, and Housing Committee regarding the proposal submitted by a member Issa bin Ahmed Al Nasr, which focuses on providing enhanced services and privileges to the elderly. The proposal seeks to strengthen care and support for this respected group, ensuring their needs are met across all aspects of life. Reviewing the report, Chairman of the Social Affairs, Labor, and Housing Committee HEAbdulrahman bin Yousef Al Khulaifi, emphasised that caring for the elderly aligns with the principles of family cohesion and social justice outlined in Qatar National Vision 2030. He highlighted that this group deserves greater attention and appreciation in recognition of their valuable contributions to society and the nation. Al Khulaifi further explained that although various initiatives and services for the elderly currently exist, they remain fragmented and lack a unified legislative framework. This calls for the development of specific legislation to safeguard their rights and improve the quality of services provided to them. The proposal presented several key recommendations, including the enactment of a dedicated law to grant the elderly distinct privileges and facilities in their daily lives. It also called for the allocation of designated parking spaces for the elderly in both public and private areas across the country, ensuring these spaces are located near main entrances and clearly marked with appropriate signage. The proposal further recommended enhancing healthcare services for the elderly by giving them priority in booking medical appointments at public health institutions, with the option to refer them to contracted private medical centers, in addition to providing a comprehensive health insurance system that fully covers their medical expenses. Additional recommendations included allocating special areas for the elderly in government service centers to streamline their transactions and exempting them from certain public service fees. The proposal also called for issuing official identification cards for the elderly by a competent authority, enabling them to access discounts and benefits in collaboration with the private sector. Following a thorough discussion of the report and its recommendations, the Shura Council approved the proposal and resolved to submit it to the esteemed government. During the same session, the Shura Council also approved a draft law concerning lost and abandoned property and a draft law on water, both in their amended forms. The Shura Council referred the drafts to the esteemed government after reviewing the reports of the specialized committees and discussing their details with the honorable members. Separately, the Council discussed a draft law amending certain provisions of the Anti-Money Laundering and Terrorism Financing Law, promulgated by Law No (20) of 2019, as referred by the esteemed government. The Council decided to forward the draft to the Internal and External Affairs Committee for further study and reporting. The Council also discussed a draft law amending certain provisions of the Lawyers' Law, promulgated by Law No. (23) of 2006, which had been referred by the esteemed government. The Council resolved to refer the draft to the Legal and Legislative Affairs Committee for detailed review and submission of its report. Furthermore, the Council approved amendments to certain provisions of the Shura Council's internal regulations, issued under Law No. (8) of 2024, following its review of the Legal and Legislative Affairs Committee's report. The amendments were subsequently referred to the esteemed government. The session continued with the Council reviewing the report of the Social Affairs, Labor, and Housing Committee regarding the esteemed government's response to the Council's earlier proposal on reorganizing and monitoring domestic worker recruitment offices. The Council made the appropriate decision on the matter. The Council also reviewed the esteemed government's response to its previous proposal concerning the promotion of national values and identity within Qatari society. It was decided to refer the matter to the Education, Culture, Sports, and Media Affairs Committee for further study and feedback. The Council later reviewed the report on the participation of its delegation in the third edition of the South-South Parliamentary Dialogue Forum, held last April in Rabat, Morocco. The forum was titled 'Interregional and Continental Dialogues Among Countries of the South: A Key Lever to Address New Challenges to International Cooperation and Achieve Security, Stability, and Shared Development.' Additionally, the Council reviewed the report on the participation of HE Issa bin Ahmed Al Nasr in a parliamentary symposium organized by the Inter-Parliamentary Union under the theme 'Digital Challenges to Peace, Inclusion, and Human Rights: The Role of Social Media Platforms in Spreading Hate Speech and Strategies to Combat It,' which was held virtually last March. A number of senior officials from the Center for Empowerment and Care of the Elderly (Ehsan) attended the session.
