Ludhiana: Determined to end the menace of children being engaged in begging and combat child trafficking in the district, deputy commissioner Himanshu Jain personally led raids in various locations of the city Monday night. The initiative, part of Jeevanjot-2 launched by Punjab govt, aims to verify familial relationships through DNA testing to curb exploitation and ensure child welfare. During the raid, a team identified four children found begging near a temple. After thorough verification, it was confirmed that the children were accompanied by their parents and were also attending school. The DC highlighted that Easy Registry has streamlined the registration process, eliminating the need for middlemen and multiple office visits. "All registry-related information is accessible via WhatsApp, making the process faster, transparent, and user-friendly," he said. The system offers online document submission, digital pre-verification, and appointment scheduling at sub-registrar offices. Citizens can prepare sale deed drafts independently or seek assistance from service providers, contactable via the helpline 1076, who can also provide home visits for document preparation. The DC emphasised that the system saves time, cost, and effort, with pre-verification completed within 48 hours and registrations finalized promptly as per scheduled appointments. This eliminates long queues and repetitive visits, offering significant convenience, especially for busy professionals. Jain reiterated the Punjab government's commitment to delivering efficient and transparent public services. He clarified that the inspection aimed to enhance operational efficiency, not to find faults among officers. 18 kids found begging with adults rescued in one day
Ludhiana: Eighteen children found begging with adults were rescued by a committee formed by deputy commissioner Himanshu Jain during raids at key locations in the city Sunday. The initiative, part of Project Jeevanjot-2, aims to verify familial relationships through DNA testing to curb child trafficking and exploitation for begging. The raids targeted high-traffic areas, including the railway station, bus stand, and Chaura Bazar, an official statement by the district administration said. The operation was led by district child protection officer Rashmi Saini, along with Ludhiana city police, RPF, representatives from NGOs Childline, and Bachpan Bachao Andolan (BBA). Saini warned that adults found forcing children, not related to them, to beg will face strict legal consequences. Their DNA tests will be conducted, and during the 15-20 day waiting period for the results, the rescued children will be kept in govt-run childcare home, Doraha. The DNA tests will be carried out at the Civil Hospital from Monday, she added. On Friday, the vice-chairperson of Punjab state commission for protection of child rights announced the launch of Project JeevanJyot 2.0, an initiative aimed at safeguarding the rights and welfare of children across Punjab. DC directs GLADA to survey new sites for carcass plant
In a fresh development over the shifting of carcass utilisation plant in Ludhiana, deputy commissioner Himanshu Jain has directed the Greater Ludhiana Area Development Authority (GLADA) to conduct a detailed survey of two alternate sites under its jurisdiction and submit a feasibility report at the earliest. The deputy commissioner instructed GLADA to survey two newly identified land parcels and submit a report outlining their technical and environmental viability. (HT Photo) The move comes after a joint inspection committee raised red flags over the earlier proposed location at Garhi Fazal village, citing strong opposition from locals, potential environmental hazards, and the risk of law and order issues. The committee, comprising officials from the municipal corporation, Punjab Pollution Control Board (PPCB), GLADA, forest department, and the local revenue staff, was constituted in April and had carried out a site visit on April 17. According to the last report, residents of Garhi Fazal and neighbouring Garhi Seru have unanimously rejected the proposal and submitted formal resolutions through their respective gram panchayats. The villagers raised concerns over pollution, foul odours, and the movement of carcass transport vehicles through narrow village roads, warning that it could spark unrest among local farmers and residents. The committee noted that the access road to the 16-acre site was just 27 feet wide and unpaved, making it unsuitable for heavy vehicular traffic. Furthermore, the PPCB reiterated that a carcass plant falls under the 'red category' of industries as per Central Pollution Control Board (CPCB) guidelines, which mandates it be located far from residential zones. Additionally, the land was earlier marked for compensatory afforestation following a directive from the Punjab chief secretary in 2024. Changing its use now would require multiple government approvals, further delaying the project. In light of these issues, the deputy commissioner instructed GLADA to survey two newly identified land parcels and submit a report outlining their technical and environmental viability, accessibility, and alignment with the Ludhiana Master Plan. Meanwhile, residents of Garhi Fazal continue to voice their concerns. 'We will not allow a plant that risks our health and environment. Our stand is clear,' said Gurjant Singh, a local resident. The carcass plant, earlier located in Sidhwan Bet and later shifted to Tajpur Road, has remained closed for over a year following public protests.

All concerned authorities and establishments are directed to enforce these restrictions diligently. (HT Photo) Jain also ordered the closure of country liquor and foreign liquor vends besides no hotel, restaurant, club, bar and other establishment will store/sell/ serve liquor in the area falling within the revenue limits of Ludhiana West constituency and 3 km adjoining area of respective constituency. The liquor shops, hotels, restaurants and clubs run by anyone, even if they are issued different categories of licences for possession and supply of liquor, are also not permitted to serve liquor during the above-mentioned time period during the day. Jain has also mandated strict compliance with these orders, prohibiting the sale, distribution, and consumption of alcoholic beverages in the specified areas during the designated periods. All concerned authorities and establishments are directed to enforce these restrictions diligently.
