Saudi Arabia's NCP announces major PPP projects in Makkah and Dammam

Saudi Arabia's National Centre for Privatisation & PPP (NCP) has announced two major Public-Private Partnership (PPP) opportunities in Makkah and Dammam involving healthcare, retail, and mixed-use projects as part of the Kingdom's Vision 2030 agenda. Makkah: Healthcare and commercial hub PPP NCP and the Holy Makkah Municipality has initiated the Expression of Interest (EOI) and Request for Qualification (RFQ) process for joint development project on Prince Sultan bin Abdulaziz Road (Makkah–Alhada). The project aims to convert a 219,416-square-metre (sqm) government-owned plot, with direct access to Al Haram and other key landmarks, into a mixed-use healthcare and commercial zone. The RFQ was issued on 26 June 2025, with submissions due by 27 July 2025. Structured as a Build-Own-Operate-Transfer (BOOT) model with a 30-year concession, the scope includes: Financing, constructing, and operating a 200-bed long-term care hospital, a 100-bed multi-specialty hospital, a regional shopping mall and big-box retail spaces Leasing, operations, and facilities management Transferring the project to the Holy Makkah Municipality at the end of the contract Dammam: King Fahd Suburb Boulevard PPP NCP and the Eastern Province Municipality has initiated the Expression of Interest (EOI) phase for King Fahd Suburb Boulevard, a sprawling 1,000,000-sqm mixed-use project located in the King Fahd Suburb of Dammam. The two-phase project aims to transform government-owned land and commercial plots owned by Ashraq Development Company, the development arm of the Eastern Province Municipality, into a mixed-use destination featuring parks, recreational areas, retail, hospitality, and office spaces. The EOI notice was issued on 25 June 2025, with submissions due by 16 July 2025. The project is being procured under a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) model, and its scope encompasses: Develop, operate and maintain commercial, leisure, retail, hospitality, and entertainment facilities Integrate walkways, sports zones, and sustainable, community-focused features Additionally, revenue-sharing agreements will be established between the developer, Ashraq, and government entities, with full asset handover to the public sector at the end of the 30-year concession. Makkah Municipality Boosts Infrastructure Maintenance Ahead Of Hajj Season

MAKKAH, May 5 (Bernama-SPA) -- The Holy Makkah Municipality has carried out an extensive programme to maintain and rehabilitate key roads and streets in Makkah and the holy sites as part of its thorough preparations for the 1446 Hajj season, Saudi Press Agency (SPA) reported. The programme involve repairs and upgrading of all infrastructure such as roads, sidewalks, bridges, tunnels and lighting systems to enhance services for pilgrims and ensure a safe, seamless experience. These efforts align with the directives of the Saudi leadership to prioritise the security, comfort, and ease of movement for pilgrims, enabling them to perform their rituals with convenience.

Saudi Council of Senior Scholars: Performing Hajj without a Permit Is a Sin

Saudi Arabia's Council of Senior Scholars stressed on Sunday the need to obtain a permit for anyone wishing to perform the Hajj pilgrimage. In a statement, it warned that performing the pilgrimage without the permit 'is a sin' and would 'lead to several dangers and impact the safety and health of pilgrims and the services provided.' Meanwhile, the Holy Makkah Municipality said 22,000 of its members and members of other entities are dedicating their services and capabilities to implement this year's Hajj season plan. The municipality has provided 28 centers in the holy sites to offer the best services to the pilgrims. In remarks to Asharq Al-Awsat, municipality spokesman Osama al-Zeitouni said it has backed up its efforts with several electronic platforms and apps that would help boost the efficiency of services and speed up procedures. It has also dedicated a large fleet of equipment and human cadres and set up integrated plans and work programs that cover the entirety of the Hajj, he added. The municipality's efforts include and are not limited to training members on crisis, disaster and crowd management. Dedicated teams will be in place to handle emergencies caused by rain or fires, as well as handling waste and garbage, providing protection against insects and regularly disinfecting camps. The municipality has dedicated a team to monitor the markets, grocery stores and restaurants to ensure the safety of food provided.
