UAE Forms Advisory Committee to Align Higher Education with Future Skills

The Ministry of Higher Education and Scientific Research has launched the Advisory Committee for Higher Education and Future Skills to advance the UAE's higher education sector and align it with national development goals and global labour market trends. Chaired by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, the committee is a sub-body of the Higher Education Committee under the Education, Human Development and Community Council. The initiative aims to build a flexible, forward-looking education system that supports a knowledge-based economy. The committee will develop plans, assess institutional performance, and drive collaboration between higher education institutions (HEIs) and key economic sectors such as technology, energy, health, and tourism. During its inaugural meeting, the committee reviewed the current state of UAE's higher education system, discussed global competitiveness, and introduced a pilot initiative to integrate artificial intelligence into higher education. Specialised working groups were also formed to oversee implementation. Dr. Al Awar emphasised the importance of public-private collaboration to create an agile, responsive education system that equips students with high-quality qualifications and future-ready skills. UAE moves to protect Emirati students abroad as 46% enrolled in commercial universities, says minister

Dr. Abdulrahman Abdulmanan Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, revealed that 46% of Emirati students studying abroad at their own expense are enrolled in just two universities. He noted that these universities have become commercial entities, taking advantage of students' circumstances. Additionally, he stated that 25% of Emirati students are enrolled in unclassified universities abroad, emphasizing the government's responsibility to protect its students. Speaking during a Federal National Council (FNC) session in response to a parliamentary question submitted by Dr. Adnan Al Hammadi, an FNC member, regarding the decision not to recognize the academic qualifications of certain Emirati students abroad, the Minister said it has become evident that some students are attending universities that issue degrees unsuitable for Emirati citizens. He highlighted that 2,600 Emirati students are enrolled in scholarship programs from local and federal entities and are studying at prestigious international universities. Some of these students have earned recognition and respect from their institutions due to their academic excellence and have even been awarded scholarships by the universities themselves. The Minister further explained that 3,000 Emirati students are studying abroad at their own expense. The recent decision concerning standards for Emirati students studying at higher education institutions overseas is designed to safeguard their academic future and provide them with the necessary support. He also clarified that any official statement issued to a student studying abroad includes a clause requiring an annual review to assess the student's academic progress and any changes in their situation. To implement the new decision and support students, several committees have been established with participation from various entities to regularize the status of students studying abroad. The Minister also revealed that a decision has been made to close a university within the UAE, with plans to transfer its students to other institutions starting September.

4 June 2025 20:23 GENEVA (WAM)The UAE joined the 113th International Labour Conference held in Geneva, Switzerland, where it showcased its pioneering experience, sustainable vision for human development, leadership in embracing innovative economic strategies, and efforts to develop a balanced and agile labour were some key highlights in the keynote address delivered by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, Acting Minister of Higher Education and Scientific Research, and head of the UAE delegation to the main session of the Conference. The meeting is set to continue until June 13, 2025, bringing together representatives from the governments of ILO member states, along with advocates for employers and workers.'The Report of the International Labour Organisation (ILO) Director-General being discussed at this year's Conference presents a comprehensive vision that resonates with the UAE's approach to developing a balanced and agile labour market that places people at the core of its priorities,' he said in his address.'Guided by the forward-thinking vision of its wise leadership, the UAE has succeeded in transforming global challenges into development opportunities built on economic efficiency, equity, and a strong commitment to decent work standards," Al Awar Awar explained that the UAE has adopted a pioneering model for economic diversification, with non-oil sectors contributing 74% of the country's GDP by the end of last year, and GDP expected to grow by more than 4% this year, according to a World Bank report. He noted that this forms part of a holistic vision for an economic model centred around partnership, flexibility, and an empowering environment that champions innovation and the knowledge economy, and embraces modern technological developments in the labour market, all while maintaining the UAE's strategic approach to invest in people and empower human Awar further highlighted the UAE's human development efforts, which led to the Emirates being ranked in the Very High Human Development category in the 2025 Human Development Index Report issued by the United Nations Development Programme (UNDP), placing first in the region for the second consecutive year and ranking 15th globally among 193 milestone, Al Awar said, affirms the UAE's commitment to a comprehensive development vision that puts people at the heart of national policies through an integrated system serving vital sectors such as health, education, and living standards. In effect, this positions the UAE as a global model for sustainability, human capital empowerment, and building a future with vast prospects and empowerment opportunities.'According to the report, the UAE recorded the third-highest net global inflow of talent specialising in artificial intelligence via LinkedIn in 2023, showcasing the country's ability to attract global expertise and confirming its status as a leading talent hub in this vital field,'' Al Awar his remarks, he added, "The UAE has recognised the structural transformations underway in the labour market and the importance of adapting to them. To that end, the Emirates has sought to develop a pioneering legislative framework suited to this new era, reinforcing a robust system for labour protection, and working to ensure balance in safeguarding workers' and employers' rights. This included the launch of a range of initiatives covering all categories of workers in the UAE, including the Workers Protection Programme, Unemployment Insurance Scheme, the Savings Scheme, Wage Protection System, and Health Insurance System.'Al Awar went on to assert that the UAE's efforts have directly impacted its labour market and sustainable development. The UAE labour market experienced a 17% growth in new private sector companies, and an increase of over 12% in the overall workforce by the end of 2024, while the number of skilled professionals rose by over a 13%, more than half of whom are young people. Similarly, women's participation in the national labour market also grew by around 21%.Al Awar confirmed that this remarkable growth in the labour market, coupled with the UAE's modern regulatory frameworks, has allowed the country to earn the top global ranks in nine global competitiveness indicators in 2024, including employment rate, talent attraction, and labour market flexibility. The achievements are the result of the UAE's forward-thinking and agile policies and its continuous focus on attracting and investing in talent and UAE delegation to the International Labour Conference 2025 included Shayma Alawadhi, Acting Undersecretary of Labour Market Development & Regulation, and Assistant Undersecretary for Communications & International Relations at MoHRE; Hind bint Suleiman, Vice President of the Employers' Group at the Arab Labour Organisation (ALO); and Counsellor Zayed Al Shamsi, Chairman of the UAE Association for the Coordination of Professional Associations, along with ministry officials, business leaders, and representatives of civil organisations in the Conference aims to deepen understanding and align perspectives on proposed solutions to fundamental labour market challenges, focusing on promoting social justice and underlining the critical role equality plays in ensuring sustainable economic Conference also stresses the significance of integration between elements of the 'Development Triangle', comprising employment, rights, and growth, highlighting how economic growth leads to decent job creation and fosters respect for labour rights. AI offers chance to improve quality of life, says UAE Minister

Artificial intelligence (AI) offers an opportunity to improve social well-being, said Dr Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research. Dr Al Awar made his comments as the UAE chaired a meeting of the Employment Working Group (EWG) of the Brics countries in Brazil, state news agency Wam reported on Sunday. 'Artificial intelligence has become a pillar of the UAE's global positioning as a destination of choice for living, working, and investment,' he said, during his address. 'AI provides a real opportunity to improve quality of life, increase productivity, and elevate societal well-being. The UAE is committed to deploying AI across all sectors, building a strong base of national talent, and developing a sustainable and prosperous economic ecosystem.' He explained how the UAE launched a number of strategies and programmes to ensure the Emirates would be at the forefront of the change AI would bring about. "The UAE has developed a strategy to increase AI's contribution to its economy, where estimates predict that artificial intelligence is set to account for around 13.6 per cent of the country's GDP and enhance operational efficiency by up to 50 per cent," Al Awar added. 'The UAE embarked on its journey with artificial intelligence early on, in line with its wise leadership's forward-thinking vision, which strives to position the UAE at the forefront of nations in terms of AI-powered innovation by 2031."
