This database contains names, addresses, photographs, and fingerprint details of individuals involved in crimes such as rape, gangrape, eve teasing, stalking and child abuse. It is accessible to all police stations and law enforcement agencies via the Inter-Operable Criminal Justice System (ICJS).The ministry added that the Integrated Emergency Response Management System (IERMS) is now active at 499 out of 983 major railway stations, providing round-the-clock security for women. The Konkan Railway Network has already installed 740 CCTV cameras at 67 stations, and plans are in place to expand surveillance with AI-powered facial recognition systems at seven key senior advocate Mahalakshmi Pavani, representing the women lawyers' association, argued that more needs to be done. She pointed to National Crime Records Bureau data showing a rise in crimes against women from 58.8 per lakh in 2018 to 66.4 per lakh in her rejoinder, Pavani said, 'In 2022, there were 23.66 lakh cases of crime against women pending trial, of which only 1.5 lakh were decided in 2022 and only 38,136 ended in conviction.'The association further stated, 'Introduction of technology-based projects like Crime and Criminal Tracking Network and System (CCTNS), Crime Multi Agency Centre (Cr-MAC), NDSO, Investigation Tracking System for Sexual Offenders (ITSSO), Emergency Response Support System (ERSS) and Indian Cyber Crime Coordination Centre (I4C) to improve and make the criminal justice system efficient are not making a big difference.'A bench led by Justice Surya Kant is expected to hear the matter on Monday.

A new mobile phone application, called e-Sakshaya, will be rolled out soon for police personnel to collect audio-visual evidence, upload photographs of crime scenes or witnesses, and generate immutable SID packets (secure, geo-tagged, time-stamped evidence with hash verification). This will strengthen the chain of custody and admissibility of evidence, according to a senior police officer. The application was developed by the Union Ministry of Home Affairs to capture audio and video evidence and generate hash reports with time-stamp. It has an inbuilt system for generating certificates in the prescribed format. This is being implemented through the State Crime Records Bureau (SCRB) for the use of investigation officers. Training completed Every investigation officer should record all video evidence, along with audio evidence, wherever necessary, and photo evidence as required under provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023, the police officer said. The application is loaded in the mobile phones of all investigation officers, including head constables and inspectors. All of them have been trained in using the application, he added. Block chain technology is being used to ensure data integrity and trustworthiness. The application records videos, photographs, and witness details on the scene of crime, and search and seizure by a police officer. The proceedings of search and search would be recorded and forwarded to courts. Unforeseen situations Whenever eSakshya is unavailable owing to unforeseen situations such as lack of connectivity, the audio-video recording should be carried out through other available means. In such cases, Part-A certificate should be issued manually by the police personnel or the videographers who recorded the video on their device and Part-B certificate should be issued by an expert notified under Section 329 of the Bharatiya Nagarik Suraksha Sanhita, according to the Tamil Nadu Criminal Procedure Rules. The investigation officer should link SID packets with the First Information Report number/General Diary (GD) number and the case number register (CNR) number. The evidence, once uploaded, would go to the magistrates concerned and the courts may view the evidence in the case information system application/Sakshya portal on the Inter-Operable Criminal Justice System (ICJS), officials said. The ICJS has been established to make the justice delivery system more effective by integrating main parts of criminal justice: the police (Crime and Criminal Tracking Network & Systems), courts (e-Courts), jails (e-Prisons), forensic labs (e-Forensic), and prosecution (e-Prosecution).

Anakapalli: The police should make good use of technology and provide better services to people, said Anakapalli District Superintendent of Police Tuhin Sinha. Handing over technical equipment to implement the Inter-Operable Criminal Justice System (ICJS) 2.0 project in the district here on Thursday, the SP said that the project is designed to share data and information, coordinating with various wings of the criminal justice system, including police, courts, jails, forensic science labs and prosecution. Further, Tuhin Sinha stated that the investigation of cases will be expedited by utilising technology and improving the quality of duty performed by the police. As part of the project, the Inspector General of Police, technical services, Andhra Pradesh allotted 136 all-in-one desktops, 34 web cameras and 39 MF printers to be distributed to 34 police stations across the Anakapalli district. The Andhra Pradesh government is focusing on strengthening the police system and as part of the exercise, it extends support to the department through technology intervention. Additional SP M Deva Prasad, Inspectors Venkata Narayana, Vijay Kumar, Ashok Kumar and other officers participated in the programme.

Regularly updating data by using e-court portals, monthly checks by station house officers (SHOs), ensuring adherence to search protocol and arranging training sessions are among the guidelines that have been sent by Delhi Police Commissioner Sanjay Arora to all police stations in a bid to increase overall efficacy in tracing and nabbing wanted criminals, parole jumpers, and proclaimed offenders in the Capital. A total of 1,059 proclaimed offenders have been arrested by the Delhi Police till May 31, as per the official data. The Crime Branch of the Delhi Police traced wanted criminals, parole jumpers, and proclaimed offenders in the last six months by scanning data available on the Interoperable Criminal Justice System (ICJS) and e-prison portals, underlined a recent circular. The latest set of guidelines aims to ensure that these wanted criminals can be traced by local police stations too, and not just the Crime Branch, said officials. As per the guidelines, officers have been told to utilise the e-court portal to obtain the updated orders regarding the criminals. On the search protocol, the officers concerned have been told to search particulars of such criminals on the ICJS portals (Crime and Criminal Tracking Network and Systems, e-court, and e-prosecution) and match the data with police station records to ensure accuracy. In the latest directions, SHOs have been told to ensure monthly checks pertaining to their jurisdiction on the e-Prison and ICJS portals. 'Every SHO must issue a certificate to the District Deputy Commissioner of Police (DCP), confirming the completion of the monthly check, in the first week of the next month, positively. Similarly, all SHOs and inspectors shall share reconciled data of parole jumpers, proclaimed offenders, and wanted criminals with the CRO/Crime Branch every month through the District DCP concerned,' the circular dated June 30, signed by the Delhi Police Commissioner, stated. The police stations that have not created user IDs for the e-Prison and ICJS portals must do the needful, it added. Apart from this, the circular underlined, regular briefings and sensitisation must be done of all officers, IOs, and subordinate staff on updating and uploading details of wanted criminals, furlough jumpers on the Proclaimed Offenders Monitoring System (POMS) portal of CCTNS/ICJS through the National Informatics Centre (NIC). The circular also highlighted the importance of the training sessions. The Chandigarh Police has recorded a significant leap in the delivery of justice under the new criminal laws, with the average conviction time dropping from 300 days to just 110 days—a 63% improvement in trial pace. The milestone comes a year after the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) came into effect on July 1, 2024. Senior superintendent of police Kanwardeep Kaur said the drop in conviction timelines shows how technology, forensic integration and legal reforms are creating a system where justice is not just delivered—but delivered fast. (HT) Sharing a performance snapshot marking one year of the implementation, the Chandigarh Police showcased advancements in digitised policing, tech-driven investigations and streamlined case handling. According to police data, 3,154 FIRs were registered between July 1, 2024, and June 29, 2025, including 1,459 e-FIRs. Of 78 cases decided in court, 71 resulted in convictions, pushing the conviction rate under the new laws to 91.1%. Additionally, 758 chargesheets were filed during this period. The new legal framework mandates that charges be framed within 60 days, and judgments pronounced within 45 days of trial conclusion. Trials may also proceed in absentia if the accused fails to appear within 90 days of charge framing—measures designed to eliminate procedural delays. Chandigarh was the first UT/state to fully implement the new criminal laws and remains a model for integrated justice reforms nationwide. 'The drop in conviction timelines shows how technology, forensic integration, and legal reforms are creating a system where justice is not just delivered—but delivered fast,' said senior superintendent of police Kanwardeep Kaur. On the technology front, the e-Sakshya app has become widely used for recording visual evidence of search and seizure, linked directly with FIRs. These are stored on cloud servers, complete with geotagging and tamper-proof hash values. So far, 2,675 e-Sakshya files have been created. The Nyay Setu platform enables officers to access real-time case data across all pillars of the Integrated Criminal Justice System (ICJS), including courts, prisons, forensic labs, hospitals, and prosecution departments, enhancing coordination. Chandigarh has also deployed CCTNS Khoji, an AI-based suspect recognition tool integrated with the national CCTNS database, leveraging biometric data and geo-tagging. The e-Prosecution module has facilitated the online submission of 1,513 chargesheets directly to prosecutors. Medical examinations have also gone digital, with 11,327 requests processed through the MedLEaPR platform. To bolster forensic support, five Central Forensic Science Laboratory (CFSL) teams now operate round the clock for serious cases. A QR code-based forensic evidence tracking system has also been launched to ensure transparency and integrity in chain of custody protocols.
