Government to hand over centres for PWDs, elderly persons to corporate houses
BHUBANESWAR: The Odisha government has decided to hand over the management of integrated infrastructure complexes (IICs) developed for the rehabilitation of vulnerable populations to independent agencies, particularly selected corporate houses. The IICs have been established at a cost of Rs 1,200 crore in several districts to provide holistic care and rehabilitation facilities for the senior citizens, persons with disabilities and the mentally ill. Initially, it has been decided that these centres set up in Khurda, Cuttack, Puri, Bhadrak, Sambalpur, Kandhamal, Ganjam and Sundargarh districts will be handed over to selected corporate houses, which can engage non-profit organisations for management. Each IIC has been designed as a multi-purpose facility comprising homes for senior citizens and mentally ill, schools for the visually-impaired, hearing-impaired and intellectually disabled with separate units for early intervention and physiotherapy apart from the district disability rehabilitation centre. Sources said all expenses for the management of these complexes including the cost of electricity, water, contingencies and other charges will be met by the Social Security and Empowerment of Persons with Disabilities (SSEPD) department. The selected corporate houses can also provide top-up expenditure out of their CSR fund. Under the model, the selected corporate houses will oversee the entire management and maintenance of the IICs. Each complex is expected to support around 400 inmates initially, with the capacity subject to change based on local needs and additional services introduced. 'These homes and schools will be operated by various agencies while the corporate houses will be responsible for providing all specified common services,' said an official of the department. The state government will provide an annual operational cost o f `2.1 crore to the corporate house or its executing agency to support the operation and maintenance of each complex. The corporate houses will have to engage qualified personnel for the maintenance of all infrastructure, electrical equipment and sports facilities. 'A bid has been floated for selection of corporate houses. They will be held accountable for any mismanagement. If any of their action is found to be detrimental to the interests of the IICs, the partnership will be terminated with a one-month notice,' the official added.

Jamia Millia Islamia hosts regional workshop on IPR and technology transfer
JMI Hosts Workshop on Intellectual Property Rights and Technology Transfer in Collaboration with MoE's Innovation Cell and AICTE Jamia Millia Islamia (JMI), under the leadership of Vice Chancellor Prof. Mazhar Asif, hosted a Workshop on Intellectual Property Rights (IPR) and Technology Transfer on 23rd June 2025. The event was organised by the Centre for Innovation and Entrepreneurship (CIE) in collaboration with the Ministry of Education's Innovation Cell and AICTE. The workshop brought together participants from over 20 higher education institutions, including faculty members, students, researchers, and innovation leaders. The programme began a welcome address by Prof. Rihan Khan Suri, Director of CIE and President of IIC 7.0, who highlighted the role of innovation and entrepreneurship in academics. Sh Abhishek Ranjan from the Ministry of Education's Innovation Cell gave an overview of national initiatives supporting innovation and the importance of Institutional Innovation Councils (IICs). Registrar Prof Md Mahtab Alam Rizvi congratulated CIE for organising the event and emphasised the importance of IPR awareness in higher education. He noted that while Jamia has filed several patents, more efforts are needed to support the commercialisation of innovations. "Understanding IPR is not just important—it is essential for every researcher, innovator, and budding entrepreneur. Protecting innovation through patents, copyrights, and trademarks is the first step toward creating sustainable, scalable solutions. While Jamia has several patents filed, a large number of innovations still await commercialization, primarily due to lack of awareness about IPR and tech transfer. I appreciate the support of the MoE's Innovation Cell and AICTE in promoting this much-needed awareness', Prof Rizvi added. Prof Kafeel Ahmad, Dean of Research and Innovation, JMI, spoke on the link between IPR and nation-building. Chavi Garg from the Indian Patent Office explained the patent process, while Shri Pradeep Dhage discussed technology transfer and industry linkages. The event also included a student showcase of innovative ideas and ended with a vote of thanks by Prof S M Muzakkir. The workshop reinforced JMI's ongoing commitment to promoting innovation and practical application of academic research.

Cyient Foundation and AICTE sign MoU to build innovation cluster in Visakhapatnam
Cyient Foundation, the Corporate Social Responsibility (CSR) arm of Cyient Limited, and the All India Council for Technical Education (AICTE) signed a Memorandum of Understanding (MoU) to establish an innovation cluster in Visakhapatnam. The MoU was signed in the presence of Minister for Human Resources Development, IT, Electronics and Communication Nara Lokesh, here on Wednesday. The partnership is aimed at strengthening the regional innovation ecosystem by empowering educational institutions to become epicentres of innovation, entrepreneurship, and intellectual property creation. Under the MoU, the pilot programme will focus on transforming higher education institutions in and around Visakhapatnam into vibrant hubs of innovation by fostering collaboration between academia, industry, startups, and investors. The initiative will deploy a structured ecosystem comprising iCARE (Innovation Creation and Research for Entrepreneurship) centres, iCAFE (Idea Creation and Auxiliary Facilities for Entrepreneurship) centres, and IPR-TT (Intellectual Property Rights and Technology Transfer) cells across mentor and mentee institutions. The MoU envisions a three-year roadmap, with Cyient Foundation providing CSR grant support and infrastructure for the initiative. Speaking on the occasion, founder-chairman of Cyient and chief patron of Cyient Foundation, B.V.R. Mohan Reddy said, 'The partnership with AICTE is a significant step towards realising India's potential as a global innovation powerhouse. By nurturing entrepreneurial mindsets and building institutional capacities, we are creating a self-sustaining model that empowers youth, encourages IP creation, and promotes meaningful collaboration between academia and industry.' The collaboration will also include boot camps, innovation fairs, hackathons, and mentoring programmes — all designed to equip students and faculty with the skills and resources necessary for real-world innovation and start-up development. AICTE Vice-Chairman Abhay Jere said that the partnership with Cyient Foundation exemplifies the kind of industry-academia collaboration that can transform the way educational institutions contribute to India's innovation economy. 'By strategically leveraging the collective strengths of educational institutions, industry, and the creative youth talent, these innovation clusters aim to generate a broad and lasting impact on regional innovation, entrepreneurship, and economic growth,' he said, adding that the innovation cluster in Visakhapatnam will serve as a model for future clusters across the nation. AICTE and the Ministry of Education's Innovation Cell implement a variety of national-level initiatives, such as organising the Smart India Hackathon, the world's largest open innovation model, and establishing Institution's Innovation Councils (IICs) in more than 15,700 higher education institutions (HEIs) across India. In Andhra Pradesh alone, over 1,137 IICs have been established in both technical and non-technical institutions, actively driving campus innovation ecosystems. Cities like Visakhapatnam, Vijayawada, Guntur, Tirupati, Kakinada, Nellore, and Anantapur have a high concentration of these institutions, giving them substantial potential to develop into city-level innovation clusters.
