Bail denied to 2 accused in former Haryana MLA Rathee murder case

Panchkula: A special CBI court here has rejected the regular bail pleas of Dharmender Singh and Amit Gulia, two key accused in the murder conspiracy of former MLA and INLD president Nafe Singh Rathee. The CBI's crime branch arrested the duo in connection with the broad daylight assassination of Rathee and his associate in Bahadurgarh last year. Defence counsels for Dharmender and Amit Gulia argued before special CBI Judge Rajeev Goyal that their arrests were based solely on disclosure statements, which they contended were not legally maintainable. Dharmender's counsel asserted his client's innocence, a claim echoed for Gulia, who was reportedly arrested based on Dharmender's disclosure. However, the special CBI prosecutor opposed the bail applications, detailing the alleged roles of both men in the murders. The prosecutor informed the court that Dharmender is accused of arranging the Hyundai I20 car used by the shooters and maintaining contact with Kapil Sangwan alias Nanda, the alleged mastermind who orchestrated the killings from abroad. The prosecution further alleged that Gulia provided crucial logistic support to the killers while incarcerated. It was claimed that the mobile phone used to communicate with Kapil Sangwan and the assailants belonged to Gulia. The CBI asserted that both Dharmender and Amit Gulia were "actively involved in planning and executing the murder of Nafe Singh Rathee". The court, after hearing arguments, dismissed the bail applications on Wednesday. The incident dates back to Feb of last year, when car-borne assailants opened fire on Rathee as he was returning to his Bahadurgarh home. Rathee's personal security officer also sustained bullet injuries and later succumbed. The case was initially registered at the Line Paar police station in Bahadurgarh. Following a recommendation from the Haryana govt, the ministry of home affairs (MHA) transferred the investigation to the CBI's crime branch. The CBI subsequently arrested Ashish alias Baba, Sachin alias Saurav, Dharmender, and Gulia, and has since filed a chargesheet against them. They face trial for offenses under Sections 120-B, 302, 307, and 34 of the IPC, and Sections 25/27 of the Arms Act, 1959. Further investigation remains ongoing, with two absconding assailants, Atul and Nakul, yet to be apprehended, and the weapons used in the crime still unrecovered. MSID:: 122767858 413 |

Karan Singh Chautala, son of Indian National Lok Dal (INLD) chief Abhay Singh Chautala, submitted a written complaint at the police station in Chandigarh Sector 3 on Tuesday, alleging that he received a threatening WhatsApp call and message targeting his father. In his complaint, Karan Singh Chautala stated that the call came at around 11 pm on Monday from an unknown number, but the caller disconnected the call as soon as he answered it. Shortly afterwards, he received a WhatsApp message from the same number containing abusive language and a direct threat to his father, warning of severe consequences if Abhay Chautala 'comes in their way'. Karan further stated that a threatening call and message were also received on the phone of Ramesh Godara, the private secretary to Abhay Chautala. In this instance, the caller reportedly issued a 'final warning'. The complaint also refers to an earlier incident during Abhay Chautala's padyatra, when Ramesh Godara received two threatening WhatsApp calls and three voice messages warning of assassination. A case had been registered at the Jind Sadar police station, following which the INLD leader was granted Y+ category security. Karan also pointed to the recent murder of former MLA Nafe Singh Rathi, noting that the accused in that case remained absconding. He expressed concern over the safety of his father and family members, citing their outspoken criticism of the state government's policies and their role in raising public issues. In light of the repeated threats, Karan has urged the Chandigarh police to trace and arrest the unidentified caller and sought enhanced security measures for his father.

Indian National Lok Dal chief Abhay Singh Chautala received a death threat from an unknown person who sent a voice message to his son Karan warning his father should "stay out of their way" or face the consequences. Karan Chautala on Wednesday (July 16, 2025) told reporters here that he has lodged a complaint with Chandigarh police. Mr. Karan said at around 11 p.m. on Tuesday, he received a WhatsApp call from an unknown number. The caller, however, disconnected the call after a few seconds. In his complaint, Mr. Karan said he then received a voice note from a foreign number in which the unknown person used inappropriate language against his father. Mr. Karan was asked to make his father understand that he should "stay out of their way" otherwise he too will be sent to the same place as the "pradhan", a reference to INLD's state unit chief Nafe Singh Rathee, who was shot dead by assailants in Jhajjar district's Bahadurgarh in February 2024. From the same number, a message was also sent to Abhay Chautala's private secretary who was told that this should be treated as a "final warning", the complainant alleged. Mr. Karan stated that in July 2023 too, his father had received a similar threat after which Haryana Police had registered a case. Abhay Chautala was later provided with Y category security cover. Our party INLD state president was killed in 2024 in which killers are still at large, he said. Mr. Karan said his father and his family have been raising voice on several issues including on drug issue, "deteriorating" law-and-order situation in Haryana. Apprehending that they may be harmed, Mr. Karan sought police action, trace the person who issued the threat and ensure safety of Abhay Chautala's entire family. Mr. Karan also said "these threats will not deter us from raising our voice. We will raise issues which concern people". MLA Arjun Chautala said, "We cannot allow this state to become a gangster state. What is the law and order situation today, everyone knows. We will raise our voice for our people, we cannot sit at home. We will keep raising law and order and other issues." In July 2023, Haryana Police had registered a case against an unidentified person for allegedly making a threat call to Abhay Chautala. Abhay Chautala, younger son of former Haryana chief minister late Om Prakash Chautala, was then undertaking "Parivartan Padyatra" in the state.

On Wednesday, Chief Minister Saini met Union Minister of Culture and Tourism Gajendra Singh Shekhawat in New Delhi to discuss strategies for promoting tourism and preserving Haryana's cultural heritage. Central to the discussion was the proposed Disneyland project, which Saini described as a 'game-changing' initiative. Gurugram: In a move to position Haryana as a global tourism hub, Chief Minister Nayab Singh Saini's government has announced plans to establish a Disneyland theme park in Delhi-NCR, specifically in Gurugram. Saini emphasised that the project would generate significant economic, cultural, and social benefits, not only for Haryana but for India as a whole. 'The Disneyland project will capitalise on Gurugram's market potential and connectivity to create a world-class amusement centre,' he said. 'It will create thousands of direct and indirect jobs, develop infrastructure, and transform the surrounding areas.' Gurugram, home to numerous Fortune 500 companies and the upcoming Global City project, was highlighted as the ideal location. The Chief Minister noted that the project would attract international tourists, boost tourism revenue, and establish Haryana as a prominent destination on the global map. Abhay Singh Chautala, national president of the INLD, alleged while talking to ThePrint that the BJP not just opposed the Disneyland move of his father's government in 1989, but the party also opposed Chautala's move to bring casinos in Gurugram in 2000. 'The BJP and the Congress have never believed in the development of the State. Had the INLD government's move not been blocked in 1989, Haryana would have been a tax-free state in the country and would have the capacity to offer loans to other states. The BJP was supporting the INLD government from outside in 1989 as well as in 2000. However, it sided with Congress when it came to these projects. The BJP should now explain to people what has changed in all these years,' Chautala said. He said that had Chautala not worked hard for development of Gurugram from 1999 to 2005, Gurugram wouldn't have been on the international map today. The 1989 plan envisioned a massive amusement park modelled on Florida's Disneyworld, requiring 28,341 acres of land, including 14,000 acres of prime agricultural land in Gurugram (then Gurgaon). The Haryana government, under Chautala, had even gone as far as to notify this vast area of land under the Land Acquisition Act for the amusement park. The idea was to create a major entertainment hub that, along with Gurugram's development, would significantly change the economic landscape of Haryana. The proposal faced massive public opposition. Farmers in Haryana vehemently protested against the acquisition of their agricultural land for the project. While the Bharatiya Janata Party (BJP) was not the primary force, it was part of the broader opposition, aligning with anti-INLD forces and supporting farmers' interests. Political analyst Yoginder Gupta noted, 'The 1989 protests were localised in Gurugram and NCR but gained traction due to the support of all opposition parties, including the BJP. It was not as widespread as the 1999 protests for free electricity, but it was significant.' When Bhajan Lal became Chief Minister in 1991, he scrapped the project, fulfilling an electoral promise to return the land to farmers. The decision was seen as a victory for the Opposition's collective efforts, though Congress led the charge. Accusations of Hypocrisy and Political Responses The revival of the Disneyland project has sparked criticism from opposition leaders, notably INLD MLA from Rania, Arjun Singh Chautala. Speaking to ThePrint on Thursday, Chautala accused the BJP of hypocrisy. 'The BJP has a habit of opposing projects launched by opponents, only to support them when in power,' he said. 'Had the 1989 project materialised, Haryana would have seen significant development and tourism revenue by now.' In response, a senior BJP leader, speaking anonymously, defended the party's earlier stance. 'Our opposition in 1989 was not against development but against the forced acquisition of farmers' land,' the leader said. 'The BJP stands with farmers, and our current project will ensure development without compromising their interests.' The current Disneyland proposal is significantly smaller in scale, requiring only 500 acres compared to the 28,341 acres proposed in 1989. The government has emphasised that the project aligns with modern infrastructure and economic goals, leveraging Gurugram's status as a corporate hub.
