Indonesia learns from S. Korea to develop local ingredients for free meals

'I know that the Koica [Korea International Cooperation Agency] has long been involved in agriculture for a long time,' Dadan told participants of the National Instrumentation Center for Agromaritime and Bioscience (NICAB) workshop at the IPB International Convention Center (IICC). 'I believe this is the right time because when the free meals programme was developed, 95 per cent of ingredients being used were agricultural produce.' The workshop was jointly organised by the Koica and Bogor Agricultural University (IPB) from Wednesday to Friday. Participants came from the Higher Education, Science and Technology Ministry, the National Research and Innovation Agency and the National Development Planning Board, as well as academicians and leaders from Indonesia's top universities. Dadan said that Korea used local ingredients for its free meal program, something that can be adopted here. 'In the future, we will also do something like that, because our need will be big. We are already on the right track, similar to what South Korea and Japan developed, we will emphasise the use of local ingredients,' he said. 'Every SPPG [nutrition fulfilment service unit] and nutritionists will craft a menu based on the potential of local resources and also the preference of the local people.' He added that once the programme was up and running, food resilience in every village and district will increase, so there will be no food deficiency at the national level. "We are learning from South Korea that as the programme progresses, the use of local ingredients will be intensified,' he said. Meanwhile, project comanager for the KOICA-IPB-Seoul National University Center for Agriculture and Bioscience, Rinekso Soekmadi, said that the NICAB workshop was a cooperation initiative between IPB and South Korea. 'This workshop is in its third year, and we focus on food because it is aligned with national program,' he said. 'We hope there will further cooperation between Indonesia and South Korea, especially to make the nutritious meal programme a success.' Dadan said the South Korean side explained that their free meal programme covered 1,300 schools and needed nine years to develop with a population of just 51 million. 'We just started six months ago and have reached seven million beneficiaries with 2,259 SPPGs. We hope to reach 82.9 million recipients by year-end,' he said. With 3,000 students, each unit will require 200 kilograms of uncooked rice every day. For protein, it requires 3,000 eggs or 350 1-kg chickens. Also needed are 350 kg of vegetables, which cannot be supplied by a single farmer and must be coordinated by village-owned enterprises and cooperatives, and 350 kg of fruit. He said that vendors selling locally grown bananas in Sentul were happy that SPPGs buy their fruit in large quantities every day. 'We also need 490 liters of milk. If a dairy cow produces 10 litres of milk per day, each SPPG needs 50 cows. If there are 10 SPPGs in a district, the district needs 500 cows,' he said. Dadan said every SPPG has a budget of Rp 10 billion (US$612,100) per year, with 85 per cent of the budget used to buy ingredients, of which 90 percent are agricultural products. - The Jakarta Post/ANN

Seven projects offering 1,500+ jobs get Goa IPB approval
Panaji: The Goa Investment Promotion Board (IPB) has approved seven projects that will see an investment of Rs 180 crore come into the state and create 1,508 jobs. The cleared projects include a gurukul, a cricket academy, and three manufacturing units. The largest investment comes from two Salcete-based projects. Ramesh Hotels and Resorts will expand its luxury hospitality facility at Majorda by adding 60 rooms. The Rs 65-crore expansion is expected to generate 300 jobs. 'There was a meeting last week with industry associations, and the issue of pharma companies recruiting from outside the state was discussed. This same point was brought up during the IPB meeting where the CM said that cleared projects and local industries must try and ensure that employment is given to locals,' said an official. A Rs 65-crore project by Venture Building Dreams at Loutolim proposes a cricket academy and sports complex. This facility alone is estimated to create 950 employment opportunities, the highest among the approved proposals. In the industrial sector, three manufacturing units have received the green light. Kemplast Systems will invest Rs 25 crore to set up a plant for biodegradable and compostable carry bags at the Pissurlem Industrial Estate. The project is expected to create 63 jobs. Standard Epoxy Materials will also operate out of Pissurlem, setting up a Rs 13.6 crore unit to produce epoxy and adhesives. It will employ 90 people. Another Rs 5 crore investment from Sakshi Equipments & Spares at Kundaim will focus on hose pipes, couplings, fittings, nozzles, and gaskets, generating 35 jobs. In the education and cultural sector, Siddhagiri Gurukul Trust has been granted permission on land at Latambarcem, Bicholim, for a Rs 5.5-crore gurukul that will house libraries, a museum on Sanatan Dharma, an archive, and a children's games park. The trust expects to employ 58 people. A Rs 1 crore multi-sports arena dedicated to futsal has also been approved at Camurlim. The project, by Flick and Fire Multi-Sports Arena, is expected to provide employment to 12 people. The seven projects were cleared during the hour-long meeting chaired by chief minister Pramod Sawant at the Mantralaya. 'The issue of land scarcity and the need for more industrial land to be made available was also discussed. The board discussed ways to free more industrial land for IPB projects. IPB is evolving into a forum to discuss larger aspects of Goa's economic development,' said the official.

Citibank says more rich people from mainland, Southeast Asia look to invest in Hong Kong
A growing number of affluent people from mainland China and Southeast Asia are looking to park their money in Hong Kong because it is a global centre for wealth management, according to Janus Wu, head of international personal banking (IPB) at Citibank (Hong Kong). Advertisement Wu said in the first quarter, Citibank's high-net-worth international personal banking clients surged 13 per cent from a year earlier while its assets under management rose 16 per cent. The bank's Citigold account requires a minimum investment of HK$1.5 million (US$192,308) and offers global customers multicurrency investment advice and products across markets. Affluent customers from the mainland made up around 70 per cent of Citibank's international personal banking client base, with the Greater Bay Area continuing to be a key source of new clients, Wu said. Clients from other parts of Asia accounted for more than 20 per cent of the IPB's client base. The bank recorded client growth of 7 per cent from the United Arab Emirates and also saw significant increases in client numbers from Thailand, Malaysia and the Philippines in the first quarter from a year earlier, he said. Advertisement 'The bank's IPB segment recorded robust growth in customers from both the mainland and Southeast Asian markets as more high-net-worth, cross-border clients are seeking diversified asset allocation solutions,' Wu said. Investors tend to be conservative and favour stability when choosing investment products amid market volatility, he said.

Denotifying farmland for casino illegal: MLA and CADA member
Panaji: A member of the Command Area Development Authority (CADA) for the Tillari irrigation project has said that state govt made an illegal decision to denotify 3.3 lakh sqm of irrigation land at Dhargalim for a casino firm, and it will not withstand scrutiny in court. The CADA member and Aldona MLA Carlos Alvares Ferreira said that six months ago, the CADA notified these as command areas. 'I am surprised and shocked to see a news report in TOI that about 3.3 lakh square metres of land at Dhargal, Pernem , is sought to be gifted to a casino company called Delta Corp Ltd to set up their gaming zone over there by converting CADA land,' Ferreira said. 'The land is for an irrigation project, by govt, which has blessed this (the denotification) in a totally fraudulent and illegal manner.' 'On the one hand, govt has brought out a policy for agriculture which says that CADA land should not be converted,' Ferreira said. There is a procedure under the Act where a scheme is prepared, land is identified, and then the scheme is notified for objections.' After objections are received, he said, the CADA board approves the scheme with or without modifications. 'I am a member of the CADA board, and at the last CADA meeting at which I was present, I ensured that we took up this notification approval, and I made sure that the board approved the entire scheme,' Ferreira said. 'Therefore, pursuant to the board resolution, the area was notified in terms of the Act.' Ferreira, a senior advocate, said, 'Now, what I have learnt is this company applies to the Investment Promotion Board (IPB), and the IPB makes a proposal to govt, and the cabinet takes a decision to denotify the land.' He added, 'The first thing I want to point out is that when there is an Act, whether passed by Parliament or a state assembly, when there is an enactment, there is a law. When there is a law, you have to do it in accordance with that law.' The law required the preparation of a scheme, a notification for objections, and then consideration by the board, he said, adding that once the board considers it, it gets notified as an approved scheme. 'The cabinet has no power to override the CADA board constituted under a statute. The cabinet, however supreme it may be under its executive prerogative, cannot override statutory powers given to an authority under an Act,' a senior advocate said. 'Therefore, the decision of the cabinet, being taken in total ignorance or bypassing of the CADA board, is totally illegal and will not stand the test when scrutinised by a court of law. ' Ferreira said, 'I think this is wrong. This is proof that govt wants to sell lands, actually gift away lands, to casinos and to all these people who want to develop in real estate and who are trying to finish Goa.' He added, 'BJP, which once stood against casinos and said it will remove them, is encouraging casinos.' Referring to the cabinet decision to waive Rs 5 crore for the company, a senior advocate said, 'I call upon govt and BJP to explain who has pocketed this money. I am sure somebody took this money when you are giving this waiver.' Further, he said, 'Definitely, if not all, 50% or more profit might have gone into somebody's pocket. This is a corrupt act and an illegal act.'
