Last Updated: Shillong, Jul 23 (PTI) The Meghalaya High Court has directed the state government to constitute Animal Birth Control (ABC) committees in districts where such panels are yet to be formed, officials said on Wednesday. The court was informed that the government had constituted ABC committees in most districts, except South Garo Hills and West Jaintia Hills. The directive came during the hearing of a Public Interest Litigation (PIL) filed by Kaustav Paul, concerning the control and management of stray dogs in the state. A division bench comprising Chief Justice I P Mukerji and Justice W Diengdoh, while passing the order on Tuesday, said, 'We direct listing of this public interest litigation once again on August 6, 2025, to receive further action taken report, including constitution of committees for the said two districts (South Garo Hills and West Jaintia Hills)". The objective of setting up these committees is to implement the provisions of the Prevention of Cruelty to Animals Act, 1960, and Animal Birth Control (Dogs) Rules, 2001, which aim to control the stray dog population through humane measures such as capturing, treating, vaccinating, sterilising, and rehabilitating the animals in dog centres. 1 2 Guwahati: The High Court of Meghalaya has directed the defence ministry, the state govt, the Airport Authority of India (AAI), and the Director General of Civil Aviation to expedite the long-pending expansion of Shillong Airport. The division bench of Chief Justice IP Mukerji and Justice W Diengdoh gave the direction after reviewing a report submitted by the AAI in response to a public interest litigation filed by the registrar general of the high court in 2021. The court observed that only the essential preliminary groundwork was completed, emphasising that a substantial amount of work must now be done at an appreciable pace to make the project operational in the near future. It urged all concerned authorities to apply the necessary thrust. Additional advocate general (AAG) K Khan submitted a note prepared by the state govt before the court. After examining the note, the court took note of the fact that for the expansion, a total of 22 acres are required. Of this, 10.30 acres are to be acquired from defence authorities, while the state govt has approved the purchase of 11.75 acres from individual landowners at a cost of Rs 72.17 crore, with acquisition expected by the end of July. The ministry of defence in April sanctioned the state govt to commence work on its 10.30 acres at Umroi Military Station, based on an agreement for a land transfer of equal value. According to a draft master plan, Runway 4 of the airport would be extended by 571 metres, increasing its total length to 2,400 metres. On completion of the extension of Runway 4, landing operations of aircraft would be from Runway 22, and their take-off would be from Runway 4. Deputy solicitor general of India N Mozika, who appeared for the AAI on instructions from the director of Shillong Airport, submitted before the court that the tender for carrying out construction, renovation, and alteration of the infrastructure of the airport would be granted by the AAI to a contractor immediately upon receipt of land from the state and defence authorities and upon obtaining the necessary environmental clearance. The DSGI also submitted that the AAI would also have to remove some impediments to aircraft operation caused by the presence of mounds, trees, etc, along the flight path to the airport. The court, in its order on Monday, stated it carefully examined the detailed report filed by Additional Advocate General K Khan and the report filed by Amicus Curiae N Syngkon. The court also noted that the result of the meetings between the Amicus Curiae and the public authorities appears to be that some Christian denominations, through churches and other religious orders, own private cemeteries. "Those denominations having private cemeteries are reluctant to share their cemeteries with other denominations. They have no objection to sharing cemeteries which are acquired by the govt or public authority and designated for common burial for all communities irrespective of faith," the court said. Stating that the common burial grounds are very few in number compared to the number of dead and the demand for space for their interment, the court said the villages have community land belonging to the village people in common, and a part of it may be gifted for common burial purposes. These lands need to be acquired by the govt through the land acquisition machinery or through private sale or treaty," the court stated. The court further directed the Amicus Curiae to move the chief secretary of the state to form a committee led by the chief secretary as the chairperson to hold meetings between all stakeholders, including representatives of the district councils, representatives of churches or religious orders, administrative officers, state legal counsel and local functionaries for the purpose of acquisition of land for common burial.

Shillong: The high court of Meghalaya has directed the state to take appropriate action against offenders involved in the manufacturing of plastic less than 120 microns in Meghalaya. The HC ordered that the state should take all steps to prevent its clandestine manufacture and inspect places where these are in frequent use, seize these items and deal with the offenders appropriately. "For this purpose, administrative orders may be issued," a bench comprising Chief Justice IP Mukerji and Justice W Diengdoh said in its order on Wednesday. The bench also said it did not find that any real action has been taken to ensure the removal of this category of plastic products from the market. It said positive and effective steps to remove these items from the market would be the first step towards a society without plastic and with its replacement by an equivalent substitute available at an equivalent price. "In those circumstances, we direct each and every deputy commissioner heading a district to take the following measures: (a) Continue to carry out awareness camps indicating the adverse effects of plastic. (b) Informing and convincing the people by public announcement, through advertisement, billboards, wall writing, other media that the use of plastic is detrimental to personal health, environment and the ecological system; (c) Give reasonable time to persons who have already procured and have possession of plastic less than 120 microns to return the items to the seller or to dispose of them hygienically," the HC said.
