Shura set to participate in 6th World Conference of Speakers of Parliament
QNA Geneva Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim is set to lead a delegation representing the Council to the Sixth World Conference of Speakers of Parliament, which will open in Geneva today. Being held under the theme 'The Role of Parliaments in Promoting Pluralism, Ensuring Justice, and Implementing the Sustainable Development Goals 2030', the three-day event is a quinquennial gathering co-organised by the United Nations and the Inter-Parliamentary Union (IPU). It primarily seeks to reinforce the parliamentary dimension in the UN operation and operationalise partnership between parliaments and the UN organisations to address the common global challenges. Participants are poised to deliberate on critical topics, including strengthening justice and equality, reviewing the progress made in the 2030 Agenda for Sustainable Development, as well as enhancing youth engagement and advancing the parliaments' role in overcoming multiple crises. Deputy Speaker of the Shura Council HE Dr. Hamda bint Hassan Al Sulaiti took part in the 15th Summit of Women Speakers of Parliament, which took place in Geneva on Monday under the theme 'Leadership for Inclusive and Lasting Peace'. The summit, organised by IPU, convened female Speakers of Parliament from across the globe, and explored a whole raft of foremost issues, particularly the role of parliaments in keeping up with digital transformation, putting out legislative frameworks for emerging technologies, bolstering cybersecurity, in addition to backing the Sustainable Development Goals (SDGs) in the areas of environment, education, health, and green economy. Addressing the first session titled 'The Women, Peace and Security Agenda 25 Years On: Challenges and the Way Forward', Dr. Al Sulaiti noted that the UN Security Council Resolution 1325 on Women, Peace and Security has not achieved the intended change, albeit a quarter of a century has passed since its adoption. She drew attention to the persistent underrepresentation of women in mediation processes, the absence of effective accountability mechanisms, and the profound suffering of women in conflict zones, especially refugees and human rights defenders. She called for transition from promise to implementation through pursuing national and regional mechanisms to hold perpetrators of violations against women to account, engaging women in all phases of peacebuilding, and fostering partnership between parliaments, the UN, and civil society to activate Resolution 1325. This resolution is not merely a document, but rather a moral and human obligation to protect women and foster just and enduring peace, Al Sulaiti underlined. She also addressed the humanitarian tragedy in Gaza, emphasising that Qatar marshals substantial efforts to end this tragedy and spearheads regional and global movements in collaboration with partners to end the blockade and massacres against women, children, and sick people in the occupied territories amid the lack of international protection. Held on the margins of this conference, the summit is a high platform that aims to promote women's role in parliamentary action and enable them to effectively contribute to crafting policies and engaging in the decision-making process.

Oman to participate in World Conference of Speakers of Parliament
MUSCAT: The Sultanate of Oman will take part in the 6th World Conference of Speakers of Parliament scheduled to be held in Geneva, Switzerland, from July 29 to 31. Oman's delegation to the conference is led by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura. The conference is organised by the Inter-Parliamentary Union (IPU) in cooperation with the United Nations under the theme 'A world in turmoil: Parliamentary cooperation and multilateralism for peace, justice and prosperity for all'. The event explores ways to consolidate parliamentary partnerships amid the rapid pace of global challenges. Oman's participation in the event affirms its commitment to pluralism and highlights its active role in promoting dialogue and understanding among peoples and its support for international initiatives aimed at achieving sustainable peace and comprehensive development. It undertakes this role from the point of view that global challenges require legislative and diplomatic efforts. It is worth noting that the World Conference of Speakers of Parliament has become the largest global parliamentary gathering of parliament speakers. The event brings together more than 300 parliament speakers from 170 countries, along with high-level participation from international organisations, civil society institutions, academics and media professionals. The conference gains significance from its status as an international parliamentary platform whose first round kicked off in 2000 at the Millennium Summit in New York. The conference aims to integrate the ranks of national parliaments within the context of a joint global governance system and to bridge the international democratic gap by activating legislative institutions' role in devising global decisions.

Guru Gobind Singh Indraprastha University opens applications for PG and integrated BA BEd courses IPU admissions 2025: Guru Gobind Singh Indraprastha University (IPU) has announced the opening of admissions for 20 postgraduate (PG) programmes for the academic session 2025-26 through the Common University Entrance Test (CUET) scores. Additionally, the university has invited applications for the four-year integrated BA BEd programme. Interested candidates can apply online within the prescribed deadlines. The university clarified that admissions for the 20 PG courses will be offered only after exhausting merit lists from national-level tests and entrance exams conducted by the university for affiliated programmes. Candidates who have already secured admission through management quota or other entrance tests for these programmes are not eligible to apply via CUET scores. The programme, offered at the University School of Education on the Dwarka campus, has a total of 60 seats. The major and minor subjects available include English, Economics, History, Political Science, and Sociology. Prof. Saroj Sharma, Dean of the school, said, "The new session will commence on August 4, with the first list of applicants released on July 24." Seat allocation will take place after document verification on July 29. If seats remain vacant, a second round of counselling will begin on August 5. 257 post offices closed across Ireland over last ten years
Over the last ten years, 257 post offices have closed across the country, according to data provided to Sinn Féin TD David Cullinane via parliamentary question. Cork had the largest number of closures, with 22 shutting their doors in rural areas and 12 in urban centres. Dublin saw 21 post offices close over the decade, while 21 rural post offices closed in Galway. Other closures included Donegal (19); Mayo (18); Kerry (15); Wexford (15); Limerick (12) and Tipperary (11). "It is shocking that 257 post offices closed in the last ten years," Mr Cullinane said. "The local post office plays a vital role in Irish life, providing financial services, access to the social welfare system, communications infrastructure and community supports. "In many areas, they are the only visible expression of the State." The Waterford TD said there was widespread concern that the current contract terms were "simply not fit for purpose". He said that as a result, new entrants are not attracted to take over post office services after long-serving postmasters retire. "Without a new approach as advocated by the IPU, the network will shrink - and more communities will lose their post office," he said. "That would be a huge blow to social cohesion and rural life." Mr Cullinane called for action, saying that the Government "cannot continue to ignore the crisis in our post office network". "What's needed now is targeted, strategic investment, and a new vision that puts public service and community needs first." Last month, postmasters warned that 40% of post offices could close unless Government funding for the network is increased. The Irish Postmasters Union (IPU) is calling for a 50% increase in State funding to €15 million per year over five years to secure the network. Currently, the network receives €10m annually, but the IPU said that this is not adequate. General Secretary Sandra Tormey told the Oireachtas Committee on Transport and Communications that 108 postmasters are earning less than the minimum wage when costs are taken out. She said a poll of members revealed the scale of the problem. "If the Government funding stays the same at €10 million, 40% will have to close. We've had to absorb 30% minimum wage increases and 15% inflation," she said. "We cannot increase our prices to make our businesses viable. We cannot avail of any supports that Government gives because we are deemed services and not retailers." She said that if funding was increased to €15 million, 70% of members could envisage a viable future. The union says that this funding would help expand access to in-person public services and support identity verification and fraud prevention for departments and agencies. Fine Gael TD Micheál Carrigy said that his family post office in Ballinalee in Co Longford would close if funding was not increased. "It would be one of the 40% who would go if funding wasn't in place, the ten million has worked," he said. "As a postmaster, we need that €15 million, not just me, but hundreds of other offices and communities across the country." An Post Chief Executive David McRedmond said the semi-State was the conduit between the IPU and the Government, but he added that it supported the union in getting an increase in funding. He pointed to a 32% decline in transactions since 2019.
