Justice minister issues executive regulations for real estate registration law, other regulatory decisions

DOHA: Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi has issued the executive regulations of Law No. 5 of 2024 regulating real estate registration, along with complementary ministerial decisions aimed at activating the provisions of the law and developing the real estate system, in a way that enhances the efficiency of services, consolidates customer confidence, and keeps pace with the digital transformation in the country. This came in a press conference held on Wednesday morning by the Ministry of Justice, to shed light on the executive regulations and regulatory decisions issued, during which Assistant Undersecretary for Real Estate Registration and Documentation Affairs at the Ministry of Justice Amer Saed Ali Al Ghafri highlighted the features of the regulations, which comprise three chapters and 17 articles that precisely regulate registration, enrollment, and documentation procedures, establish legal frameworks for updating property data, and requests for separation and unification. They also regulate the powers of the Real Estate Registration Committee and adjudicate grievances and complaints. Al Ghafri confirmed that the regulations contribute to enhancing transparency, protecting rights, supporting the investment environment, and achieving the goals of Qatar National Vision 2030 by establishing an effective, modern, and advanced real estate system that keeps pace with development requirements. Assistant Undersecretary for Real Estate Registration and Documentation Affairs indicated that Minister of Justice also issued Decision No. 71 of 2025 regarding determining the data that must be recorded in the real estate registry, and Decision No. 72 of 2025 regarding the controls and procedures for electronic real estate registration, which constitute a qualitative shift in organizing real estate operations. For the first time, electronic real estate registration allows transactions to be carried out remotely without the need for clients to be present, after verifying the data and matching the real estate records, thus saving time and effort and enhancing the quality of service, he added. Al Ghafri indicated that the new decisions regulate the registration of real estate transactions, updating data, and documenting property rights, noting that they also allow users to benefit from the Ministry of Justice's digital platform by creating dedicated accounts for customers, in addition to using the new version of the SAK application, adopting electronic signatures, and activating virtual services. He also said that this updated digital system allows documents to be delivered via email or national address, improving the user experience, achieving prompt justice, and providing a transparent and secure legal environment. Assistant Undersecretary for Real Estate Registration and Documentation Affairs concluded his remarks by affirming that these steps represent a fundamental shift in the real estate sector's operations, establishing a new era of institutional excellence and innovation in the provision of legal and real estate services, keeping pace with technological progress in the country and enhancing investor and community confidence in the national legal system.

Cabinet commends role of Qatar Armed Forces in successfully intercepting Iran's missile attack

DOHA: Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani chaired the Cabinet's regular meeting held at the Amiri Diwan. Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: At the outset of the meeting, the Cabinet commended the role of the Qatar Armed Forces, under the leadership of HH the Amir Sheikh Tamim bin Hamad Al Thani, in successfully and decisively intercepting the missile attack launched on Monday evening by Iran's Islamic Revolutionary Guard Corps, targeting Al Udeid Air Base. The Cabinet stressed that, by God's grace, the readiness and vigilance of the armed forces, and the precautionary measures that were taken, the attack did not result in any deaths or injuries. The Cabinet renewed the State of Qatar's strong condemnation of the Iranian attack, deeming it a blatant violation of Qatar's sovereignty and airspace, as well as a breach of international law and the United Nations Charter, not to mention that it is completely inconsistent with the principles of good neighborliness and the close relations between the two countries. The Cabinet expressed its thanks to the brotherly and friendly countries that rushed to condemn and denounce the Iranian attack and declared their solidarity with the State of Qatar, appreciating their stance that reflected the sincerity of their fraternal relations. The Cabinet also renewed its welcoming of the ceasefire agreement between the Islamic Republic of Iran and Israel, expressing its hope that both parties will adhere to the agreement. The Cabinet highlighted the State of Qatar's ongoing efforts to de-escalate tensions, pursue dialogue and diplomatic means to resolve disputes, and settle conflicts peacefully, in order to maintain security, peace, and stability in the region and around the globe. The Cabinet hailed the Ministry of Social Development and Family Strategy 2025-2030, launched by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, which represents a qualitative leap from the traditional care model to a more comprehensive, empowering, and sustainable approach, based on a realistic understanding of the needs and challenges of the Qatari society. The strategy is based on five main pillars, namely: strengthening the cohesion of the Qatari family, empowering Qatari women and enhancing their participation in various fields, particularly in leadership and decision-making positions, empowering vulnerable groups, fostering a spirit of participation and solidarity, and improving the standard of living of individuals and families. Afterwards, the Cabinet considered the topics on its agenda, as it acknowledged the Shura Council's approval of a draft law on lost and abandoned property. The Ministry of Interior had prepared this draft law to regulate procedures for dealing with lost and abandoned property and items, with the aim of ensuring the preservation as well as encouraging those who find such to hand over any items they find so that they can be returned to their owners. The Cabinet also acknowledged the Shura Council's approval of a draft law concerning water. Prepared by the Qatar General Electricity and Water Corporation (Kahramaa), this draft law seeks to achieve water security, conserve water resources, and protect them from depletion, waste, or pollution. It also aims to improve the efficiency of water services and their uses, ensure their quality, and ensure proper maintenance and operation of water facilities. The Cabinet approved a draft Cabinet decision establishing a grievance committee related to the expropriation of real estate for public benefit and the procedures for grievances thereof. The Cabinet also approved draft decisions proposed by the Minister of State for Energy Affairs to determine the areas for district cooling services, determine the corridors and paths of district cooling networks and the exceptions thereto, and the criteria for considering the areas, facilities and residences located therein eligible for district cooling services, and to determine the rules necessary to facilitate the entry and access of licensees to public properties and lands to establish, operate or maintain the district cooling system, in addition to determining the procedures and controls necessary for submitting a request to remove, move, change or divert any part of the district cooling system and deciding on it, and determining the controls for compensating property and land owners for damages, costs or expenses caused by the licensee resulting from the installation of the district cooling system. These drafts, prepared by Kahramaa in coordination with the Ministry of Municipality, come within the framework of the Kahramaa's strategy, which aims to establish rules regulating district cooling works and services, and monitoring their implementation, in accordance with the provisions of Law No. 19 of 2024 regulating district cooling services. The Cabinet reviewed the proposals submitted by the Shura Council regrading the status of persons with disabilities and took the appropriate decision in their regard. The Cabinet decided to take the necessary measures to ratify an agreement between the government of the State of Qatar and the government of the Russian Federation on cooperation in the fields of healthcare, medical education, and medical sciences. The Cabinet decided to approve a draft memorandum of understanding (MoU) for twinning between the Doha Municipality in the State of Qatar and the Guatemala Municipality in the Republic of Guatemala, a draft MoU in the field of endowments and Islamic affairs between the Ministry of Endowments and Islamic Affairs in the State of Qatar and the Ministry of Awqaf Islamic Affairs and Holy Places in the Hashemite Kingdom of Jordan, a draft MoU for cooperation on human resources management in the civil service between the government of the State of Qatar and the government of the Republic of Kazakhstan, a draft executive program for an MoU for cooperation in the field of endowments and Islamic affairs between the government of the State of Qatar and the government of the Republic of Tunisia for the years 2025-2028, and a draft executive program within the framework of an MoU for cooperation in the field of youth between the government of the State of Qatar and the government of Turkmenistan for the years 2025-2026. The Cabinet concluded its meeting by reviewing a report on the measures taken to implement the proposals resulting from the visit of Minister of Social Development and Family to the Kingdom of Morocco.

Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: At the outset of the meeting, the Cabinet reiterated the State of Qatar's strong condemnation and denunciation of the Israeli attack targeting the territory of the sisterly Islamic Republic of Iran, and considered it a flagrant violation of Iran's sovereignty and security, in addition to a clear breach of the rules and principles of international law. The Cabinet affirmed that the Israeli attack, which represents a dangerous escalation and a systematic policy of aggression, poses a serious threat to the stability of the region and hinders efforts to reach diplomatic solutions. While the Cabinet warns of the catastrophic regional and international repercussions of this attack, it called on the international community to assume its legal and moral responsibility, intervene urgently and decisively to stop it, reduce all forms of escalation, and reach diplomatic solutions that achieve lasting and comprehensive peace in the region. The Cabinet then considered the topics on its agenda and took note of the Shura Council's approval of a draft law on persons with disabilities, with the preparation of a draft law to replace Law No. 2 of 2004 regarding people with special needs. Among the objectives of the draft law are ensuring the full and effective participation of people with disabilities in society, enabling them to exercise all basic rights and freedoms on an equal basis with others, ensuring their integration into society and in all areas of life, and ensuring and respecting the rights of children with disabilities and developing their capabilities. The Cabinet approved a draft law regulating the import, export and transit of rough diamonds and referred it to the Shura Council. The Cabinet also decided to approve a draft statute of the Organization of Islamic Cooperation's humanitarian funds, a draft memorandum of understanding for cooperation in the field of transport and transit between the governments of the State of Qatar and the Russian Federation, and a draft letter of intent for cooperation in the field of peace, reconciliation and conflict resolution between the Ministry of Foreign Affairs of the State of Qatar and the Foreign, Commonwealth and Development Office of the United Kingdom of Great Britain and Northern Ireland. The Cabinet wrapped up its meeting by reviewing a report on the results of the participation of the Qatari delegation, headed by Minister of Labour, in the first meeting to implement the agreement regulating the recruitment of Burundian workers in the State of Qatar.

DOHA: Deputy Prime Minister and Minister of State for Defense Affairs HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani has chaired the Cabinet's regular meeting held at the Amiri Diwan. Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: The Cabinet reviewed the topics on its agenda. It approved - in principle - a draft law issuing a unified system (law) for volunteering work in the Gulf Cooperation Council countries, and a draft of its executive regulations. The two drafts' preparation comes within the framework of the Ministry of Social Development and Family's strategy, which aims to enhance social responsibility, spread the culture of volunteering in society, organize volunteering work, ensure its practice with freedom and choice, preserve the rights of volunteers and volunteering organizations, and define the duties of each of them. The Cabinet also approved the draft Cabinet Decision to add a member to the Steering Committee of the Qatar Internet Exchange Point project, established by Decision No. (24) of 2018. Prepared by the Communications Regulatory Authority, this draft aims to connect financial institutions subject to the supervision of the Qatar Central Bank to the Internet Exchange Point, in a way that ensures business continuity in the financial sector and supports its vital requirements. The Cabinet approved a draft agreement between the Government of the State of Qatar and the United Nations Institute for Training and Research (UNITAR) regarding the establishment and financing of a regional office for UNITAR in the State of Qatar; a draft core contribution agreement between the Qatar Fund for Development of the State of Qatar and the United Nations World Food Program for multilateral funding for the years 2025-2026; a draft letter of intent between the Ministry of Foreign Affairs of the State of Qatar and the Federal Departmentآ of Foreign Affairs of the Swiss Confederation in the field of mediation and facilitation; a draft memorandum of understanding in the field of Islamic jurisprudence and Islamic affairs between the Ministry of Endowments and Islamic Affairs of the State of Qatar and the International Islamic Fiqh Academy of the Organization of Islamic Cooperation; and a draft air services agreement between the Government of the State of Qatar and the Government of the Republic of Nauru. The Cabinet concluded the weekly meeting by reviewing a report on the outcomes of the participation of Qatar's delegation, headed by the Minister of Endowments and Islamic Affairs, in the 16th International Economic Forum 'Russia-Islamic World: Kazan Forum'(Republic of Tatarstan - May 2025), regarding which it took the appropriate decision.

Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following: At the outset of the meeting, the Cabinet extended sincere greetings to HH the Amir Sheikh Tamim bin Hamad Al Thani on the occasion of Eid Al-Adha, asking Allah Almighty to return this blessed occasion for His Highness with the best of health and wellness, and for the State of Qatar and its people further development and prosperity under the wise leadership of HH the Amir, as well as the Arab and Islamic nations with goodness and blessings. The Cabinet reviewed the topics on its agenda, noting the Shura Council's approval of a draft law extending the concession granted to Mowasalat (Karwa), a Qatari joint stock company, to manage and operate taxis. The Cabinet approved a draft agreement on mutual administrative assistance for the optimal application of customs law and for the suppression, investigation and combating of customs violations between the governments of the State of Qatar and the Republic of Tunisia. The Cabinet also approved a draft memorandum of understanding between the Ministry of Interior of the State of Qatar and the Federal Bureau of Investigation in the United States of America regarding security cooperation, a draft memorandum of understanding between the Ministry of Interior of the State of Qatar and the Department of Homeland Security in the United States of America regarding the 2026 FIFA World Cup, and a draft memorandum of understanding in the field of law enforcement between the Internal Security Force (Lekhwiya) in the State of Qatar and the US Federal Bureau of Investigation. The Cabinet approved a draft memorandum of understanding for cooperation in legal fields between the Ministry of Justice in the State of Qatar and the Ministry of Justice in the Republic of Albania, a draft memorandum of understanding on joint cooperation between the Public Prosecution in the State of Qatar and the Public Prosecution in the Arab Republic of Egypt, and a draft memorandum of understanding in the field of cultural heritage preservation between the Qatar Museums in the State of Qatar and the Hong Kong Palace Museum in Hong Kong, People's Republic of China. The Cabinet's meeting concluded with a review of the reports of the Grievances Committee of the Qatar Financial Markets Authority on grievances that the committee considered from 01/07/2023-31/12/2023, and from 01/01/2024 to 30/6/2024, and a report on the results of the participation of the delegation of the State of Qatar, headed by HE Minister of Social Development and Family, in the 69th session of the United Nations Commission on the Status of Women in New York in March 2025.
