"Break Their Legs": Odisha Police Officer's Instruction At Protest Goes Viral. "Out Of Context," He Says

Bhubaneswar: A senior police officer's very specific instruction to police personnel guarding a barbed wire barricade outside Odisha Chief Minister Mohan Charan Majhi's house during a protest by Congress party workers has gone viral on social media. The Congress workers came to protest against what they called crowd mismanagement and negligence after three people were killed and 50 were injured in a stampede in Puri on Sunday. The incident happened near Puri's Shree Gundicha temple during a ceremony linked to the ongoing Rath Yatra festival. A large police force was posted outside the chief minister's house in anticipation of the protest by the Congress workers. One of the officers who oversaw the deployment was Bhubaneswar Additional Commissioner of Police (ACP) Narasingha Bhol. In the video that went viral, Mr Bhol walked to the last barricade among a row of barricades and gave instructions to police personnel standing there. His index finger pointing towards a circular barbed wire that went in a loop around the barricade, the ACP said, "If anybody reaches here, break their leg. Don't catch them, just break their legs. We are standing there [some distance away] to catch them. Whoever breaks a leg, come to me and take a reward." "Yes, sir, yes, sir," the policemen behind the last barricade responded to the instruction given by the Indian Police Service (IPS) officer. After the video went viral on social media, Mr Bhol told NDTV on phone that his comment was taken out of context. "There is a place, time and context in everything. Where was it happening, when was it happening... If you see the video, I told the personnel that 'we are there to arrest them'," Mr Bhol said, referring to a spot some distance away from the barricade. "Before reaching the spot where I was standing, there were two barricades. The order was to detain unruly protesters at the first barricade itself. However, if somebody breached the two barricades and went beyond them, then that person has already broken the law. He is part of an unlawful assembly." The police officer added, "We are free to apply maximum force to stop unlawful assembly." The Odisha government has launched an administrative investigation into the Puri stampede. State Law Minister Prithiviraj Harichandan said Development Commissioner Anu Garg will submit a report to the chief minister within 30 days. "The state government will take stern action against those responsible for the tragic incident," the law minister said. Puri's Chief District Medical Officer Kishore Satapathy told news agency PTI that all injured people were discharged from a government health facility by 8 pm on Sunday.

NEW DELHI: The government on Saturday issued an order appointing 1989-batch Indian Police Service (IPS) officer of Punjab Cadre Parag Jain as the next Secretary of Research and Analysis Wing (R&AW) for a tenure of two years. Jain will replace Ravi Sinha, a 1988-batch IPS officer of Chhattisgarh cadre, as he will complete his tenure as the chief of the R&AW on June 30 and Jain will take over from him on July 1. In an order the Department of Personnel & Training (DoPT said, 'The Appointments Committee of Cabinet has approved the appointment of Shri Parag jain (PB:89) to the post of Secretary, Research & Analysis Wing (R$AW) under the Cabinet Secretariat for a tenure of two years from the date of assumption of the charge of the post or until further orders,whichever is earlier, in terms of provisions of FR 56 (d) and Rule 16 (1A) of All India India Service (Death-cum-Retirement Benefits) Rule, 1958.' Jain is currently heading the Aviation Research Centre, which played a critical role during Operation Sindoor, by collecting intelligence about Pakistani armed forces and the exact locations of the terror camps situated in the neighbouring country.

NEW DELHI: Parag Jain, one of the brains behind the meticulous planning of 'Operation Sindoor', has been appointed as the new Chief of the Research and Analysis Wing (R&AW), officials said here on Saturday. The two-year tenure of Jain, an Indian Police Service (IPS) officer from the 1989 batch of the Punjab cadre, officially begins on July 1. He takes over from Ravi Sinha, who retires on June 30. The decision to appoint Jain as chief of the external intelligence agency was made by the Appointments Committee of the Cabinet earlier this week, officials said. Before this, Jain was the head of the Aviation Research Centre, an organisation that deals with aerial surveillance, SIGINT operations, photo reconnaissance flights (PHOTINT), monitoring of borders and imagery intelligence (IMINT). Jain is known for his exceptional expertise in integrating both human intelligence (HUMINT) and technical intelligence (TECHINT) and is widely credited as the mastermind behind the planning of 'Operation Sindoor', providing intelligence support that enabled the armed forces to execute precise strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir (PoK).

New Delhi, June 28 (UNI) Parag Jain, the 1989-batch Indian Police Service (IPS) officer of Punjab cadre who played a key role in Operation Sindoor, will be the new Chief of Research and Analysis Wing (RAW), replacing Ravi Sinha. Jain will take office from July one. 'The Appointments Committee of the Cabinet has approved the appointment of Parag Jain, IPS, to the post of Secretary, Research & Analysis Wing (R&AW), under Cabinet Secretariat, for a tenure of two years from the date of assumption of the charge of the post until further orders, whichever is earlier…' an official said. Jain has more than two decades of experience and is currently head of the Aviation Research Centre (ARC), which played an important role in Operation Sindoor monitoring Pakistani aircraft and airspace during the operation.
