Industrial Area Phase-III: A vision still waiting to rise
1 2 Chandigarh: Despite clear directives and decades of planning, the much-anticipated development of Industrial Area Phase-III has remained just a vision. Two years after the then UT adviser instructed officials to fast-track the project, not a single brick has been laid. Originally envisioned in 1977 as part of the Chandigarh Urban Complex Plan, Phase-III was meant to complement the thriving Phases I and II. Yet, while those zones have evolved — and even faced challenges like industrial migration — Phase-III is still a blueprint on paper. Following the directions from the then UT adviser, around 20 sites were identified by the estate office for auction, but these never materialised. Industrial Area Phase-III is located near the villages of Raipur Kalan and Mauli Jagran. It is triangular in shape, bounded by the link road to Mauli Jagran/Raipur Kalan, Route No.2 on the northern side, the Panchkula/UT state boundary side, and the Ambala Chandigarh railway line on the south-western side. It has an approach through the railway station road from the village of Daria, and the village of Raipur Kalan falls in the Industrial Area Phase-III. The proposal to establish Phase-III was initiated as part of the Chandigarh Urban Complex Plan, which was prepared by the interstate working group as per the direction of the Coordination Committee constituted by the govt of India. The Industrial Area for Panchkula was also proposed simultaneously and in close vicinity. Initially proposed on 114 acres, the area was later increased to 153 acres. It has plots of varying sizes, ranging from marla plots to 4 kanal plots. Land for Industrial Area Phase-III was acquired in 2003, and the detailed planning for Phase-III was also undertaken in 2003. "The area being in close proximity to the railway station was visualised as a major hub of warehousing. Nearly one-third of the area has been reserved for warehousing. Plotted sites for industrial units are only around 10% of the total Phase-III area. Nearly 80 acres have been reserved for green areas, parking, and other similar activities," a UT official said. Boxes: Strategically located Nestled near Raipur Kalan and Mauli Jagran, the triangular Phase-III is strategically placed. It's bordered by key transport routes and lies close to the Ambala-Chandigarh railway line, making it ideal for logistics and warehousing. The area spans 153 acres, with a layout that includes: Warehousing: 45 acres Industrial plots: 14.65 acres Roads & parking: 43.97 acres Green/open spaces: 36.44 acres Sail steel stock yard: 10 acres Sewage treatment plant: 0.91 acres What went wrong? Despite identifying 20 sites for auction, the estate office never followed through. Bureaucratic inertia and shifting priorities have left the area undeveloped. Ironically, while Phase-III was designed to be a warehousing powerhouse, only 10% of its land is earmarked for industrial units. Changing dynamics As Phases I and II grapple with industrial units migrating to nearby cities, the UT administration is under pressure to rethink land use. There's talk of allowing business-to-consumer activities and land use conversion, signaling a shift from pure industrial planning to a more mixed-use model.

Delhi govt to hand over upkeep of industrial areas t o pvt players under PPP
The Delhi government is set to hand over the maintenance and upkeep of 11 industrial areas in the national capital to private players under public private partnership (PPP) model along the lines of the Bawana and Narela industrial areas. The initiative will be implemented under the Delhi Industrial Development, Operation and Management Act, 2010. Delhi industries minister Manjinder Singh Sirsa told HT that the move addresses decade-long pending demands of industrial stakeholders who were ignored by previous governments. 'This move will transform Bhorgarh (Bawana part 2) into a model industrial zone — clean, safe, efficient, and pollution-free. For the remaining 10 areas, a project management unit (PMU) will be appointed for which a request for proposal and pre-bid meeting has already been done. The PPP approach has already proved its merit in Bawana and Narela, and now Bhorgarh and 10 other industrial areas will also benefit from world-class facilities,' said Sirsa. The industrial areas to be maintained under the PPP model are Okhla Industrial Area Ph-3, Patparganj Industrial Area, Okhla Industrial Area Ph-2, Badli Industrial Area, DSIIDC Sheds Nangloi, Leather Goods FFC, Wazirpur Industrial Area, FFC Rani Jhansi Road, Okhla Industrial Area, and Jhilmil Industrial Area. The key responsibilities of the concessionaire will include new road construction and long-term maintenance to eliminate potholes and surface wear, storm water drainage to prevent water logging and flooding, setting up and operating efficient lighting systems to eliminate dark zones and enhance security, development of green zones with walking tracks, benches, and user-friendly facilities, door-to-door waste collection, segregation, and mechanical sweeping, use of anti-smog guns, sprinklers, and road-sweeping machines to reduce dust and emissions, surveillance with CCTV, manned security, and proper maintenance of entry gates, boundary walls, and vacant plots, and ensuring functional pollution mitigation, said Sirsa. The government's decision comes in the wake of reports that many industrial areas are not well maintained and lack basic facilities. Problems such as deteriorating roads, inefficient drainage systems, and inadequate basic amenities have been reported. These functions are currently being performed by a government agency which has faced criticism over the years for poor service. Jitender Agrawal, president of the association of Bhorgarh industrial units, said there is no water supply and sewer system even though Bhorgarh is one of the key industrial areas of the city. 'Sanitation services are not available and we have to fend for ourselves. The roads were in very poor condition. We asked the lieutenant governor to help us improve the situation. After his intervention, the situation improved in terms of road conditions but more work remains to be done. If the government is going to run maintenance on PPP model, we are hopeful that the situation may improve soon,' said Agrawal. Bhorgarh Industrial Area, located in north-west Delhi near Bawana, has 4,000 industrial plots and currently only 800 industrial units operate from the estate and many plots have remained underdeveloped largely due to infrastructure issues. Mukesh Kumar, treasurer of the Shyama Prasad Mukherjee Industrial Park Welfare Association, which represents the industrial units of Bawana industrial area, said that after the maintenance of Bawana and Narela industrial areas was handed over to concessionaires in 2013, both areas have witnessed significant improvement in road infrastructure, utility services, and cleanliness and security. 'The private company charges ₹20 per sqm maintenance charge from the industrial unit apart from some nominal charges for water and sewage,' said Kumar.
