Photo: RTHK New national security guidelines for government workers will be incorporated in courses offered by the Civil Service College, according to Secretary for the Civil Service Ingrid Yeung. In last year's Policy Address, Chief Executive John Lee said public officers are duty bound to safeguard national security and called on government departments to review guidelines and codes. The Security Bureau announced last month that a new set of guidelines, detailing how civil servants can uphold national security in daily duties, will be released in due course. In an interview with RTHK marking her third year in John Lee's administration, Yeung said that although national security has already been included in the college's training courses, updates will be made once the new guidelines are released. 'External challenges and risks for national security are constantly shifting and manifesting in diverse forms, so our training has to be be continuously adjusted to align with changes in the external environment,' she said. The chief executive has also recently said he hopes to expand the roles and responsibilities for senior civil servants through the introduction of a 'senior civil servant accountability system'. Asked if that would place greater pressure on civil servants, Yeung noted that 'accountability for performance' is one of 12 core values outlined in the Civil Service Code and that the principle is well established and not new. 'What the chief executive requires is that senior officials should place greater focus on supervising their subordinates,' she said. "Senior civil servants, of course, have their own work responsibilities, but the higher their rank, the greater their responsibility to oversee others." Asked whether senior civil servants should be held accountable, Yeung stressed that each case was unique. Changes in the external environment can affect policy implementation while resource limitations may also have an impact, she said. Yeung stressed that pausing certain policies can be a responsible decision, given that new technologies or methods may emerge and indicate a better way to implement policies.

Civil service chief Ingrid Yeung said in a social media post that the change is part of the government's digitisation drive and will enhance efficiency in the recruitment process. She said details on how to apply for specific jobs will be provided in recruitment advertisements, and applicants should submit their applications accordingly. Yeung said her bureau has been adopting various measures to improve efficiency. This includes replacing the paper-based Basic Law and National Security Law Test with an online version, with results and certificates issued on the same day as the examination as opposed to the previous month-long wait, she noted. 'These are just some examples of how the government embraces and utilises technology,' Yeung wrote. 'One thing in common is the better use of existing resources and manpower to improve recruitment efficiency so it's more convenient for jobseekers.'

Hong Kong to mandate digital job applications for civil service

Hong Kong will extend digital-only applications to all civil service positions from next month, as part of the government's efforts to promote digitalisation and improve recruitment efficiency. Advertisement Civil Service Secretary Ingrid Yeung Ho Poi-yan announced on social media on Sunday that, as of Tuesday, July 1, all applications for civil service jobs must be submitted electronically, unless stated otherwise. She also highlighted other measures adopted by the Civil Service Bureau under the same digitalisation drive to improve recruitment efficiency and leverage technology. This included the launch of online tests for the Basic Law and Hong Kong National Security Law in May, enabling candidates to obtain an electronic score certificate on the same day. 'These examples showed how we make better use of existing resources and manpower, fundamentally improve the efficiency of recruitment work, and provide more convenience for job seekers,' Yeung wrote on Facebook. Advertisement Since the end of July last year, certain positions, such as assistant clerical officer, clerical assistant, and second level personal secretary, have exclusively accepted online applications, phasing out paper forms, faxes and emails.
