"Meaningful and very fruitful meeting": Boney Kapoor meets UP CM Yogi Adityanath
New Delhi [India], June 26 (ANI): Film producer Boney Kapoor met Uttar Pradesh Chief Minister Yogi Adityanath. On Thursday, Boney posted a picture on Instagram where he offered a flower bouquet to the CM. He wrote, 'Had a meaningful & very fruitful meeting with Shri Yogi Adityanath ji Hon'ble CM of UP.' Recently, Boney Kapoor's company, Bayview Projects LLP, on Tuesday submitted the detailed layout plan of the Chief Minister Yogi Adityanath's dream project, the 'International Film City,' to the Yamuna Expressway Industrial Development Authority (YEIDA), officials said. YEIDA will now review the plan, and after giving the necessary approvals, formal construction work of the film city will begin, according to the press note by YEIDA. The International Film City is planned to be developed over 1,000 acres in Sector-21 along the Yamuna Expressway. The first phase will kick off on 230 acres of land, with an estimated cost of Rs 1,510 crore. CEO Arun Veer Singh made it clear that construction will fully follow the agreement, and no changes will be accepted without approval. He said that Bayview Projects LLP, selected as the highest bidder by offering 18 per cent of gross revenue share, was issued the Letter of Award last year. As per the press note, separate NOCs for parking, landscaping, and gardening will be required for approvals. On June 27, 2024, YEIDA and the concessionaire representative Boney Kapoor signed the concession agreement. As per this, the site's right-of-way was transferred to the concessionaire on February 27, 2025. The master plan of the Film City was approved on January 30, 2025. The project will be completed in three phases over the next eight years. In the first phase, construction will take place on 230 acres, and in the future, expansion will happen on the remaining 770 acres in phases 2 and 3. The first 155 acres will be used for building main structures such as film studios, sound stages, post-production units, and a film institute. Additionally, 75 acres will be developed into a commercial center with retail, offices, and entertainment complexes, but this will start only after the film-related buildings are completed. Rajiv Arora, GM of Bayview Projects LLP, said construction will begin immediately after all approvals. He said, 'We will build a Film City that will fulfil Chief Minister Yogi Adityanath's dreams.' Notably, Chief Minister Yogi Adityanath will lay the foundation stone for the project. The proposed International Film City in Sector 21 is a historic step toward making Uttar Pradesh a national and international film production hub. It will not only create jobs and attract investment but also promote the state's cultural heritage. For film lovers and youth, this project will be more than just a job opportunity; it will be a platform to fulfil their dreams. This project is expected to create about 500,000 direct and indirect jobs. The upcoming International Film City will include a grand convention centre with 10,000 seats, where big film ceremonies and events will take place. Along with this it will include, a museum based on Indian cinema, a special film festival area, which will have a guest house and an auditorium, separate accommodation facilities for artists, small studio units with different Indian architectural styles, which can be rented for shooting or staying and large sound stages and an underwater shooting studio. Now a step closer to reality, what's in store at Yogi's ambitious, delayed International Film City
CM Yogi Adityanath will be the chief guest at the event. Located in the Yamuna Expressway Industrial Development Authority (YEIDA) region, the project aims to establish the state as a major hub for film production, media, entertainment, and tourism. According to sources in the Uttar Pradesh chief minister's office (CMO), the foundation stone of the film city will be laid before 30 June. Lucknow: Yogi Adityanath government's ambitious International Film City project finally seems set for a take-off, with a consortium of companies securing the bid for construction and a date for the foundation-laying ceremony being worked out. According to government officials, renowned film producer Boney Kapoor's company Bayview Projects LLP—a consortium led by which won the bid for construction—has submitted a detailed layout plan for the film city to the YEIDA. The authority will review the plan, and after necessary approvals, formal construction work will begin. ThePrint has learnt that in the first phase, construction will take place on 155 acres. The remaining 75 acres will be covered in the subsequent phase 2 and phase 3. Arun Veer Singh, CEO of YEIDA, told ThePrint, 'This International Film City is planned to be developed over 230 acres in Sector 21 along the Yamuna Motorway. The first phase will kick off on 155 acres of land. The remaining 75 acres will be constructed later. The plan has almost been finalised, only final approvals are pending.' Singh added, 'I have read some media reports claiming a 1,000-acre film city is being built. No, it is not factually correct. It will be on 230 acres, which will get completed in three phases with an estimated cost of Rs 1,510 crore.' In the first phase, main structures like film studios, sound stages, post-production units, and a film institute will be built. Later phases will see construction of a commercial centre with retail, offices, and entertainment complexes. The overall project is expected to be completed in three phases over the next eight years. Officials say the target for the first phase is completion by 2028. The project faced a delay from the very start. In September 2020, CM Yogi Adityanath announced that his government would establish the country's biggest film city in Gautam Buddha Nagar. With several movies and web series now being shot in the state, a dedicated film city could bring employment while providing a one-stop centre for filmmakers. But after the announcement, this ambitious project got stuck in red tape. According to YEIDA officials, almost an year after the initial announcement in November 2021, they issued a global tender for the project, but found no takers. This prompted YEIDA to revise the detailed project report (DPR). On 7 November 2022, a global tender was issued again, inviting bids from interested parties. But no developer or filmmaker submitted a bid. On 30 September, 2023, YEIDA issued a global tender and fixed 5 January, 2024, as the last date for submission of bids. Subsequently, YEIDA opened the technical bids on 27 January, in which four companies qualified, paving the way for the opening of the financial bid on 30 January, 2024. Officials said Boney Kapoor's Bayview Projects LLP was declared the highest bidder as it offered an 18 percent gross revenue share to the state government. After that, a consortium of three companies led by Bayview Projects LLP—two others are real estate firm Bhutani Group and Noida Cyber Park—were asked to begin construction. The three other contenders were T-Series, and consortia backed by actor Akshay Kumar and film producer K.C. Bokadia. Also Read: Script ready but stuck in production? It will offer professional training across a wide range of disciplines such as acting, script writing, editing, VFX, camera operation, lighting, fashion and media. Within this film institute, a comprehensive resource centre will be set up with films, scripts, and academic material, which will serve as a valuable asset for both students and filmmakers, it is learnt. The film institute will also organise film festivals, exhibitions, and competitions, giving students opportunities to showcase their talent. Officials claim that after completing their training, students will be provided employment opportunities within the film city—thereby fostering local job creation and strengthening the region's creative economy. Rajiv Arora, GM of Bayview Projects LLP, said this film institute will be one-of-a-kind. It will have modern classrooms, studios, editing suites, and a VR lab equipped with the latest technology. Students will get hands-on experience working on real film projects and also have access to the latest filmmaking equipment. The campus will also include facilities like hostels, a cafeteria, a health centre, and recreational areas for students. Arora added that local youngsters will be given priority in both training and employment. 'This film city project will generate at least 75,000–100,000 indirect jobs and at least 25,000 direct jobs,' claimed Arun Veer Singh. He also added that this film city will have a special focus on regional cinema. It will also host movie premieres so that production houses do not have to travel to other cities to showcase their films on opening night. LUCKNOW: The International Film City project in Uttar Pradesh, conceptualised by Chief Minister Yogi Adityanath, has taken a major step forward with renowned film producer Boney Kapoor's company, Bayview Projects LLP, submitting the detailed layout plan to the Yamuna Expressway Industrial Development Authority (YEIDA) on Tuesday. Planned as North India's largest film city, the mega project will be developed over 1,000 acres in Sector-21 of Greater Noida, along the Yamuna Expressway. The first phase will span 230 acres, with an estimated investment of Rs 1,510 crore. Shailendra Bhatia, Officer on Special Duty (OSD), YEIDA, confirmed that the layout was submitted in the presence of various officials. 'The authority will now review and examine the entire layout plan, after which the necessary approvals will be granted to begin construction,' he stated. YEIDA CEO Arun Veer Singh emphasised that the construction must strictly adhere to the approved agreement, and any modifications will require prior approval. He added that separate No Objection Certificates (NOCs) will be necessary for elements such as parking, landscaping, and gardening.

Filmmaker Boney Kapoor submits layout maps of Film City: Yeida
GREATER NOIDA: Filmmaker Boney Kapoor and his team have submitted a building layout map for approval to begin development work at the Film City project site in Sector 21, the Yamuna Expressway Industrial Development Authority (Yeida) said on Monday. The submitted layout plan includes a grand convention centre for film events and a museum dedicated to Indian cinema. A specialised film festival district featuring guest houses and auditoriums is also proposed. Additionally, the plan outlines accommodation for artists and compact studio units. The facility will also feature large sound stages and a dedicated underwater shooting studio. The move came weeks after Yeida stated that permission could not be given to start work until the layout map was first approved. On Monday, Kapoor visited the authority office to seek approval for the layout, and also discussed the ground breaking ceremony date with Yeida officials. 'The authority had sought that the concessionaire first secure approvals for its core components — film studios and an institute — and then proceed with construction at the ground. The directive, issued through a letter on May 2 to Bayview Bhutani Film City Private Limited stated that construction must begin within a year of signing the concession agreement, which happened on June 27, 2024. It also said non-compliance will attract a daily penalty of ₹1.5 lakh until construction starts,' said Yeida chief executive officer (CEO) Arun Vir Singh. Yeida, earlier this year, had approved the land use map for the 230-acre project and the authority also made it clear that work could not proceed on the ground without Bayview getting detailed layouts of its buildings approved for the first phase. It included no objection certificates for parking and landscaping plans aligned with the authority's building bylaws. On Monday, Kapoor said the groundbreaking ceremony for the International Film City project in Sector 21 of Yeida region will be held before June 30. 'This timeline aligns with the concession agreement signed on June 27, 2024, which mandates the commencement of construction within one year of the official allotment date,' he added. The filmmaker, who met Yeida officials, said that construction will strictly adhere to the terms of the concession agreement, which stipulates that work on core film infrastructure—such as studios and a film institute—must begin first and be completed within three years. The clarification addressed speculation that commercial development might commence alongside film-centric components. 'Two days ago, we submitted the detailed building layout plans for the approvals that are likely to be issued as per the law. We are eager to start work at the site, and also organise foundation laying event very soon as the state government finalises the date,' said Ashish Bhutani, chief executive officer, Bhutani Infrastructure Limited that will develop the Film City. Yeida CEO, meanwhile, said that they made it clear that only components aligned with the concession agreement will be approved. 'Any deviation in the layout plan will not be approved. The authority has directed the concessionaire to obtain necessary approvals for detailed parking, landscaping, horticulture work, and to develop the project in a phased manner,' he added. The International Film City, a flagship project of UP chief minister Yogi Adityanath, aims to transform the state into a major hub for film production, media, entertainment, and tourism. The project is located near the upcoming Noida International Airport along the Yamuna Expressway, covering a total area of 1,000 acres. Phase 1 of the project will span 230 acres, with an estimated investment of ₹1,510 crore over eight years. Around 155 acres have been allocated for the core film industry, which will include film production studios, sound stages, post-production units, and related infrastructure. This area is divided into four campuses. A commercial hub—comprising retail spaces, office buildings, and entertainment complexes—will also come up on 75 acres in the first phase. The Film City project is expected to create around 500,000 jobs, both directly and indirectly, and significantly boost the state's economy.
