Demand for premium liquor records 32% growth in state
1 2 Lucknow: Demand for premium liquor in Uttar Pradesh is showing a consistent upward trend. According to a recent report by ISWAI (International Spirits and Wines Association of India), demand for the imported category witnessed a compound annual growth rate (CAGR) of 32% between 2019 and 2024. In contrast, the economy and medium segments recorded growth of 4 and 7% in the same period. The country liquor, however, continues to dominate the sector, with 65% of the market share. The report indicates that India is the fourth-largest market for alcoholic beverages in the world, trailing behind China, US and Japan. While the market value of the alcoholic beverages industry in the country is pegged at around Rs 4.97 lakh crore, that of Uttar Pradesh is estimated to be Rs 56,000 crore (in FY 2023-24). The state generated Rs 45,570 crore as excise duty in the 2023-24 financial year. The report, which was released on July 9 during the excise investors summit in Lucknow, shows a gradual premiumisation in consumer preference and growing economic prosperity across the key cities of the state. "Alcoholic beverage industry, through its linkages with agriculture, manufacturing, retail, tourism and hospitality, is emerging as a vital enabler for UP's economic growth," said excise commissioner Adarsh Singh. ISWAI regional director Parvinder Singh said: "Consumers in UP are shifting their preferences towards high-quality and premium categories of liquor. Considerable potential exists for further premiumisation in the sector, and the state can generate increased revenue by leveraging premium and higher-taxed segments." According to the report, the demand for spirits (whisky, vodka, rum, brandy and gin) increased from 23,177 crates in FY 2022-23 to 24,030 in FY 2023-24 (one crate contains 12 bottles, each having 750 ml of alcohol). The highest growth was witnessed for imported products in the corresponding period. Country liquor accounts for 65% of the demand, followed by beer (19%) while IMFL accounts for the remaining 16%. In terms of revenue, sales of country liquor brands account for 52%, IMFL 34% while beer accounts for 14%.

One-day Investors' Summit Excise: With Rs 4,320 crore investment, UP to turn into manufacturing hub
The Uttar Pradesh Excise Department's first-ever investor summit dedicated solely to the alcohol industry yielded business proposals worth Rs 4,320 crore, officials said on Wednesday. According to officials, the one-day summit was aimed at 'encouraging investment in alcohol production, distribution, marketing based industries and various related sectors in the state; providing a smooth policy environment to the related industries and also for giving policy-related information to the investors'. State Excise Minister Nitin Agarwal noted that while the state has long been known for its service sector, it is now emerging as a manufacturing hub. 'Over the recent years, 142 investment proposals for alcohol-based industries have come through the Invest UP portal, leading to signing of135 memorandums of understanding (MoUs) worth Rs 39,479 crores that will generate 73,524 jobs,' the minister said. Agarwal said that of these, 46 projects have completed land acquisition and are ready to break ground, representing Rs 7,888 crores in committed investment. Nineteen units are already operational and an investment of Rs 2,339 crore has already been made by these units, he said, adding that these units have provided employment opportunities to 2,316 persons. Officials said that during the investor summit, the government shared the new excise policy and informed them about the 'industry-friendly' rules, incentive schemes, technological initiatives for e-governance, transparency, single window clearance system and online licensing system. 'Various investment proposals, including investment in alcohol production, brewery, winery and other related sectors were discussed and about Rs 3600 crore investment proposals were made during the summit,' said the officials. What the sector contributes to state's revenue and GDP An economic report on UP's alcoholic beverages industry, released by the International Spirits and Wines Association of India, showed that the sector generated Rs 56,000 crore in market revenue in FY 2023-24 and contributed 2.4 per cent to the state's GDP. According to the report, alcohol sales account for 25 percent of the state's tax collections, and the Indian Made Foreign Liquor segment has grown 10 percent annually in volume, driven by rising demand for premium brands. The report also found that grain and sugarcane for beverages come from over 3.4 lakh farmers in the state, while licensed food and beverage establishments drive about 19 percent of their revenues from alcohol sales and employ 50,000 people. It also pointed out that the state supports 27,308 liquor retail outlets, which together provide livelihoods for 1.3 lakh workers. Notably ' 80 per cent of the city's container glass output is consumed in the beverage sector.'

For the first time, a Maharashtra-based company will open a winery in Uttar Pradesh to avail the benefits of the UP wine policy. Officials said the policy framework will be revisited to promote the export of alcohol from UP to other states and countries. Excise minister Nitin Agarwal informed the gathering about the key achievements of the department and the Yogi govt over the past eight years. Securing proposals from both new entrants and existing players interested in expanding their operations, Agarwal urged them to help the state achieve the USD 1 trillion goal. According to a report compiled by the International Spirits and Wines Association of India (ISWAI), the alcoholic beverages industry in Uttar Pradesh, which apart from liquor production and manufacturing also includes agriculture, packaging, hospitality, logistics, and retail segments, is providing livelihood to 5.30 lakh individuals in the state. While noting down the feedback of the stakeholders, excise commissioner Adarsh Singh said: "We will try to include some of the key points and ideas mentioned by the industry players in next year's policy." Managing director of Superior Industries Limited Manish Agarwal said: "We committed to investing Rs 74 crore in the state and signed an agreement with the govt. We will expand our existing unit further to increase production. The single-window system created by the state govt to provide clearances is extremely effective, and we submitted all the documents over the portal without visiting any govt officer."

ISWAI commends state govts for implementing progressive excise policies
Vijayawada: The International Spirits and Wines Association of India (ISWAI) praised state governments for their progressive excise policies aimed at modernising retail formats, increasing revenue, and enhancing consumer experiences. Key innovations include Uttar Pradesh's composite retail formats, Andhra Pradesh's privatised model, Rajasthan's premium mall-based stores, and Madhya Pradesh's single-bottle billing system, among others. These initiatives are reshaping the alcohol retail landscape across the country. Sanjit Padhi, CEO of ISWAI, remarked, 'The reforms signal a paradigm shift in the alcobev sector, reflecting the commitment of state governments. These policies are improving compliance and transparency while fostering sustainable, consumer-focused growth.' He highlighted Uttar Pradesh's impressive revenue growth from Rs 24,000 crore in FY 18/19 to a target of Rs 55,000 crore in FY 25/26, attributing this success to ISWAI members, who contribute over 55% of the state's IMFL revenue. New outlets and investments in retail infrastructure are expected to enhance the consumer experience further. The reforms also stabilise vendor operations by offering two-year licenses through an e-lottery system, capping ownership at two outlets, and promoting fair competition. Padhi added, 'We are seeing the rise of a modern alcobev ecosystem that aligns with global best practices, providing consumers with quality brands and deterring counterfeit products.' In Andhra Pradesh, the privatised retail model supports 3,736 liquor vends and has led to a Rs 1,800 crore increase in revenue. Padhi also stressed the need for deregulation in pricing, stating that market forces should dictate prices to prevent businesses from pricing themselves out of the market. ISWAI advocates for removing pricing controls to encourage investment and enhance contributions to state revenues. As more states adopt these successful practices, India's alcobev landscape will continue to evolve toward a balanced and consumer-centric ecosystem.
