Fahmi: Only platform providers can block social media content and accounts
KUALA LUMPUR — The act of blocking or removing social media content or accounts can only be carried out by the platform providers themselves, said Communications Minister Datuk Fahmi Fadzil. He said the government has no authority to instruct social media platform providers to take such actions, which are only carried out if the content or account is found to have violated the law. 'When a piece of content or an account is taken down or blocked, it means the platform acknowledges and complies with existing laws and believes that the content has breached those laws,' he said at a press conference after launching the Nadi Aspirasi Nasional Bersama Anak Muda (NANBA) programme here today. Also present were Community Communications Department (J-KOM) director-general Datuk Ismail Yusop and Batu MP P. Prabakaran, who is also chairman of the Special Task Force Committee for the Indian Community Transformation Unit (MITRA). Earlier, in his speech, Fahmi said 173,642 pieces of content had been taken down by social media platform providers from Jan 1 until yesterday. Fahmi, who is also Lembah Pantai MP, said 51 per cent, or more than 90,000, of the total involved online gambling, while over 43,000 were scam-related, with the remainder linked to other criminal activities. He said Facebook was identified as the platform with the highest number of online gambling and scam advertisements, followed by TikTok, while Telegram was found to be the weakest in managing scam-related issues. 'Of the content requested for removal on Telegram, half were scams, but the platform did not take down all of them. So we need to be firm with these platforms. 'Telegram representatives will be in Kuala Lumpur this week to continue discussions with MCMC (Malaysian Communications and Multimedia Commission), covering, among others, scams, online gambling, child sexual abuse material, prostitution content, and copyrighted films or TV episodes previously accessible via various Telegram channels,' he said. However, Fahmi noted that Telegram operates with limited human resources — around 50 personnel — despite having more than one billion user accounts worldwide. Meanwhile, the NANBA programme, inspired by the Tamil word for 'friend', is a strategic J-KOM initiative that reflects the MADANI government's commitment to strengthening ties with the Indian community, particularly youth, while expanding the inclusive and effective delivery of government information. The programme also serves as an effective two-way communication platform to enhance public access to information related to policies, initiatives and various opportunities offered by the government, in addition to showcasing ongoing efforts to deliver services and information directly to the people. — BERNAMA

Fahmi: Final draft of 13th Malaysia Plan not rushed, backed by weeks of ministry input
KUALA LUMPUR, June 28 — The final draft of the 13th Malaysia Plan (13MP) was not hastily prepared but has undergone weeks of inter-ministerial consultation and review, Datuk Fahmi Fadzil said today. According to Utusan Malaysia, the official spokesman for the unity government said the process of revising and coordinating the draft of the 13th Malaysia Plan began two weeks ago, following an instruction from Prime Minister Datuk Seri Anwar Ibrahim. He added ministries were directed to study the preliminary draft submitted by the Ministry of Economy. 'The prime minister instructed all ministries to review the 13MP draft presented by the secretary-general of the Economy Ministry about two weeks ago, on a Wednesday. 'Subsequently, by the following Friday, all ministries were asked to submit written feedback to the Economy Ministry,' Fahmi reportedly said today. He was speaking to reporters after launching the Nadi Aspirasi Nasional Bersama Anak Muda (Nanba) programme organised by the Community Communications Department (J-KOM) at IWK Eco Park @ Pantai Dalam today. Fahmi, who also serves as minister of communications, said a special Cabinet session was convened early last week to consider the input from various ministries before the plan was finalised at Wednesday's full Cabinet meeting. He said the discussions yielded a range of proposals and adjustments that had to be incorporated into the final document. 'These included requests and adjustments from several ministries that required further consideration by the Economy Ministry. 'As such, the Cabinet agreed for Second Finance Minister Datuk Seri Amir Hamzah to take over the responsibilities and functions of the economy minister in finalising the 13MP draft before it is printed and tabled in Parliament,' Fahmi added. Rafizi, who resigned earlier this month, criticised the last-minute revisions yesterday, warning that rushing the process could undermine the credibility of national policy.

MCMC removed over 32,000 online scam content in 1Q 2025 -Teo
KULAI: The Malaysian Communications and Multimedia Commission (MCMC) has removed a staggering 32,436 pieces of online content related to scams between January and April this year, involving losses nearing RM800 million. Deputy Communications Minister Teo Nie Ching expressed concern over this trend, as the content taken down in the first four months of 2025 was almost half the total removed throughout 2024, which stood at 63,652 items. 'From January to April alone, the content taken down reached 32,436. This means in just four months, we've dealt with almost half the volume of what we took down last year. These figures are deeply worrying.' 'According to data from the Royal Malaysia Police (PDRM), the financial losses inflicted by online scams have reached RM799 million, almost RM800 million. 'A significant portion of these scams involved fictitious investments, therefore, we urgently need to intensify our efforts to educate the public,' said Teo at a press conference following the launch of the 'Nadi Aspirasi Nasional bersama Anak Muda' (NANBA) programme in Taman Mewah, here today. Also present at the event were Community Communications Department (J-KOM) deputy director-general (community communications) Suwadi Guliling and the Senai assemblyman Wong Bor Yang. Teo highlighted that the MCMC had initiated the Safe Internet Campaign (KIS) and had begun implementing cyber awareness programmes in schools across the nation. To date, nine schools have participated in the KIS programme, including two in Kulai, namely SJKC Kulai Besar and SK Felda Bukit Permai. 'Our aim is to extend this programme to secondary schools and public universities. We also urge schools and educational institutions to collaborate with us in supporting online safety education initiatives,' she said. Regarding the NANBA programme introduced by J-KOM, the Kulai MP said that the initiative served as a vital platform to strengthen ties between the government and the Indian community, particularly its youth. She elaborated that NANBA this year focused on empowering the Indian community through various programmes and the dissemination of information regarding government policies. Kulai district is the first location for the NANBA programme, with plans for expansion to areas with significant Indian communities, such as Perak, Selangor, and the Federal Territory of Kuala Lumpur. 'The organisation of NANBA fosters strong cooperation between the people and the government, in addition to strengthening communication networks with Indian youth. 'Through this programme, the youth are given exposure to current and upcoming policies and initiatives of the MADANI government, while also encouraging active participation in national development,' she said. The NANBA programme in Kulai featured various activities, including the Rahmah Sale, exhibitions from government and private agencies, and colouring and poster drawing competitions, which attracted a strong turnout from the local community.

J‑Kom denies directing staff to support specific PKR leaders in party polls
KUALA LUMPUR, May 15 — The Community Communications Department (J-KOM) has denied instructing its staff to 'like', 'share' or 'promote' the campaign of certain leaders in the 2025 PKR election. J-KOM director-general Datuk Ismail Yusop described allegations linking the department with the party's election as being unfounded. 'All J-KOM staff carry out their duties professionally and with integrity, in line with the stipulated regulations. 'I also strongly deny allegations that J-KOM is involved in campaigning for any leaders or that it is being used to attack certain leaders,' he said in a statement posted on Facebook. He added that as a government agency under the Ministry of Communications, J-KOM remains committed to delivering information that is accurate, fair and balanced so as to strengthen the system of democracy and stability of the country. 'I wish to remind all parties to stop disseminating false information that can tarnish the department's reputation,' he said. — Bernama
