"The chronic indifference of the administration towards our pressing issues has compelled us to initiate this protest," stated the JCA in a letter to CBDT Chairman dated July 21, 2025. On July 29, JAF has planned for half-day dharnas and demonstrations at all major tax offices and suspension of all reports except those for Parliamentary questions and court orders. There will also boycott of outreach programs and non-participation in official meetings, both physical and virtual and black flag demonstrations if CBDT members visit field offices. The long-standing practice of transferring officers back to home regions after cooling-off periods has been "abruptly discontinued." Delays in the overdue Cadre Review and Restructuring exercise continue to cause "acute stagnation" across Group C and B cadres. A committee report on career progression for non-IRS cadres reportedly ignored JCA proposals. Multiple promotion and regularisation issues remain unresolved, including regularisation of Assistant Commissioners (2024 batch) pending with UPSC for over six months, Ad-hoc promotions in Madhya Pradesh and Chhattisgarh regions, All-India Income Tax Officer seniority list preparation delays and non-financial upgradation issues for 2008-2011 batches. Employees have also raised concerns about "frequent and duplicative requests for data and reports" with "artificial deadlines" that disregard statutory time limits. The reorganisation of Junior Assessment Officer charges, created during the faceless assessment scheme implementation, remains pending despite repeated requests. Despite ambitious plans for digital platform upgrades including Taxnet 2.0, ITBA 2.0, and other systems, the JCA criticised the lack of matching hardware and software support. "Over a thousand newly promoted Income Tax Officers are being forced to work without departmental laptops," the letter stated. The protest comes despite the recent reappointment of the current CBDT Chairman, which had "created a lot of expectation among the fraternity." However, the JCA expressed that "our anticipations were belied" by the recent transfer orders and continued delays in resolving long-pending issues.

JRA still battles with reinstatements as completion rate is at 79% The Joburg Crisis Alliance (JCA) is urging the City of Johannesburg to improve its management and execution of road and pavement reinstatements, following a significant backlog in repairs. Reinstatements are necessary after excavations are made for services or repairs, which often require digging up roads and pavements, particularly by Joburg Water (JW). Once JW completes its water pipe repairs, the Johannesburg Roads Agency (JRA) is expected to promptly reinstate and restore the affected areas, said programme coordinator for the JCA, Yunus Chamda. 'After some time, the red tape that demarcates the danger at a site disappears, and the area becomes unsafe.' Chamda said that internal arrangements have shifted the responsibility for reinstatement from JW to the JRA, a move that JCA acknowledges as logical, given the differing expertise required for water and road repairs. 'Despite this, the city appears to have fallen behind, resulting in a substantial backlog of reinstatements.' JRA head of regional operations Khaya Gqibitole provided insights into their efforts to address the backlog. 'The JRA has teams across all seven regions responsible for repairing road defects, including reinstatements,' he stated. Currently, the completion rate for reinstatements from the backlog stands at 79%. However, Gqibitole noted that ongoing excavations by Joburg Water complicated the situation. 'Joburg Water continues to excavate roads as part of maintaining critical water and sewer infrastructure; therefore, the repair or reinstatement of roads is a moving target.' In terms of specific regions, Gqibitole highlighted that Regions B and F have the highest number of reinstatements on the backlog list. The completion rate for reinstatements in Region B is also at 79%. The JRA is committed to addressing all road defects in Region B, including reinstatements, and efforts will be intensified through the Executive Mayor Dada Morero's War on Potholes programme, which is set to continue in Region B until the end of July 2025. AMMAN — A delegation from the Jordanian Contractors Association (JCA) on Tuesday held talks in Damascus with the Board of the Syrian Contractors Syndicate to enhance cooperation and strengthen professional ties between the two organisations. The discussions focused on establishing a permanent liaison office for the association at the headquarters of the Syrian Contractors Syndicate in Damascus. The proposed office aims to serve the interests of Jordanian contractors seeking to operate in the Syrian market by facilitating professional communication, exchanging expertise, and implementing joint projects, the Jordan News Agency, Petra, reported. JCA Secretary-General Anas Qaroum said that the move builds on efforts initiated by JCA President Fuad Duwairi during a previous visit to Damascus, where he stressed the importance of deeper integration between the construction sectors of both countries and the need to overcome obstacles facing Jordanian contractors interested in Syria's reconstruction. Qaroum emphasised that the liaison office would represent a practical step to institutionalise the relationship between the two associations. "It will help organise business operations, provide accurate data and market information to Jordanian contractors, and ensure their direct representation in Syria," he said. An overseas learning trip meant to build bridges and deepen understanding has been put on hold once again, this time because of deadly conflict in the Middle East. The Israel Learning Seminar Program through Jacksonville's Jewish Community Alliance was scheduled to fly out Friday morning. But as Israel and Iran exchanged missile strikes, the JCA had to make a last-minute pivot to cancel. 'This really wasn't much of a decision because the airspace was closed. We didn't have a choice but to cancel,' said Adam Chaskin, CEO of the Jewish Community Alliance. >>> STREAM ACTION NEWS JAX LIVE <<< The program, which happens every couple of years, is the culmination of a year-long educational effort designed to connect and educate staff from Jewish institutions across Jacksonville, including River Garden Hebrew Home, the LJD, Jewish Family and Community Services, the Jewish Federation Foundation of Northeast Florida, the JCA itself, and local synagogues. The goal is to foster understanding and build bridges for both Jewish and non-Jewish staff, many of whom have never visited Israel. Fourteen people were all set for the trip of a lifetime. Their bags were packed, and flight details were set — a United Airlines trip from Jacksonville to Newark, then on to Tel Aviv. But all plans changed with news of the escalating attacks.
