CID takes over probe into Biklu's murder
The Criminal Investigation Department (CID) has officially taken over the investigation into the murder of 40-year-old Shivakumar alias Biklu Shiva, with Bharathi Nagar BJP MLA Byrathi Basavaraj named as one of the accused, officials familiar with the development said on Sunday. The main accused, Jagadish alias Jagga, an alleged repeat offender, remains absconding. CCTV footage from a hotel in Ramamurthy Nagar captured him with co-accused hours before the murder. He was later seen leaving his residence in Hennur around 8.15 pm, just 15 minutes after the fatal attack. According to investigators, Jagga might have fled the country, prompting a lookout notice. Despite multiple criminal cases against him in Indiranagar, JB Nagar, JP Nagar, and KR Puram, Jagga had recently been removed from the rowdy-sheeter list. Among those arrested are Kiran, Pradeep, Vimal Raj, Madan, Samuel, Arun, Naveen, Murugesh, Narasimha, Sudarshan, Avinash, Shivu, Prasad, Manoj, Patrick, and another person named Kiran. According to an officer, rowdy sheets have been opened against nine of them by Bharathi Nagar police. Hanumanthu, personal assistant to MLA Byrathi Basavaraj, has been served a notice and named as the fifth accused. Police say he was in contact with several of the accused on the night of the murder. Shivakumar's mother, who filed the initial complaint, alleged that her son was murdered over a property dispute and directly named MLA Basavaraj as the person who instigated the attack. She claimed her son had obtained a general power of attorney (GPA) in 2023, after which he began receiving threats. The MLA has denied all charges and stated that he is cooperating fully with the investigation. Basavaraj has been questioned twice. Allegations have also surfaced suggesting some of the accused maintained contact with police officials before and after the murder. There are claims of preferential treatment, brutality, and lapses in the initial stages of the investigation, which the police have denied. Before the CID took over, KG Halli assistant commissioner of police Prakash Rathod was named as the investigation officer. However, the state police headquarters later decided to shift the probe to CID.

Despite UT member's alert, 2 sets of Chandigarh's heritage furniture auctioned for Rs 18.56 lakh in US
Two sets of heritage furniture designed by Swiss architect Pierre Jeanneret, part of Chandigarh's protected architectural legacy, were auctioned in the US for Rs 18.56 lakh. According to Ajay Jagga, member of the Chandigarh Administration's Heritage Items Protection Cell, the auction took place on July 17 at Los Angeles Modern Auctions (LAMA). The items included a desk-chair set, a file rack, and a pair of nightstands. These pieces were originally listed with a reserve price of Rs 29.23 lakh, but two of the three items were sold for less. Jagga revealed that despite advance warnings, the Indian Embassy in San Francisco did not act to halt the sale. 'The Indian Embassy must at least raise an alarm to save the heritage. The MHA (Ministry of Home Affairs) has banned the movement of these articles of Chandigarh, in 2011 and as such, these all, appears to have been smuggled out of India,' Jagga said. He further added that the ongoing auctions can be stopped only through diplomatic channels and brought back, as they were taken out in an illegal manner. 'We must seek protection of our heritage, in accordance with the rules/protocol, for which we must raise alarm. We must seek, as to how these items reach auction houses in the US, where are the original documents, bills, proof of transportation from India to the US,' Jagga further said. He reiterated that such auctions can only be stopped and reversed through diplomatic intervention, urging the central government to step in and initiate efforts to reclaim the heritage assets.

2024 grenade attack at police post: NIA chargesheets 3 operatives of KZF
The National Investigation Agency (NIA) has chargesheeted three accused linked to the banned terror outfit, Khalistan Zindabad Force (KZF), in the 2024 case relating to a grenade attack at a police post in Shaheed Bhagat Singh Nagar district, officials said on Sunday. The accused, identified as Yugpreet Singh, Jaskaran Singh and Harjot Singh, all hailing from Rahon village in SBS Nagar, have been charged under various sections of the Unlawful Activities (Prevention) Act, Explosive Substances Act and other related provisions, including 109 (attempt to murder) of Bharatiya Nyaya Sanhita in the chargesheet filed before a court in Mohali. The trio were arrested by Punjab Police on December 24 last year after they allegedly targeted a police post under Kathgarh police station by hurling a hand grenade on its premises on December 2. Police also recovered two illegal weapons and six live cartridges from their possession. The federal agency, NIA, which took over the case from Punjab Police in March, launched investigations against KZF chief and designated individual terrorist Ranjit Singh alias Neeta and his UK-based operative Jagjit Singh Lahiri and other unidentified terror operatives. 'The NIA has found that Jagga had recruited Yugpreet Singh through an acquaintance in the UK. Along with other KZF terrorists and operatives, Jagga had radicalised Yugpreet and handled him via encrypted messaging applications. Jagga had also provided Yugpreet with over ₹4.36 lakh of terror funds through a complex chain of Canada-based entities, who have also been identified and examined,' an NIA spokesperson said. It added that Yugpreet had in turn recruited the other two chargesheeted accused and the trio had carried out the attack at the police post in December last year. 'The three accused had been provided the grenade by their foreign-based handlers earlier in November 2024,' it added. The spokesperson added that the agency has been carrying out further probes to thwart KFZ's attempts to carry out terror attacks at law enforcement establishments and sensitive installations, as well as targeted killings in Punjab. It may be mentioned that the preliminary investigation of Punjab Police had revealed that the arrested persons had retrieved the hand grenade from a dead drop location or dead letter box system (DLB) on the GT Road in Jalandhar on November 28 and hurled the grenade at Kathgarh police station on December 2. 'A DLB is a secret location used to exchange information or items between two people without a meeting,' police said.
