(HT) Under the 'My Deed' NGDRS (National Generic Document Registration System), citizens can submit all documents online and get land registration done in just one visit to the office concerned, saving time and effort, according to an official statement. The project has been launched in Bilaspur Sadar tehsil of Bilaspur district, Dalhousie tehsil of Chamba district, Galore tehsil of Hamirpur district, Jaisinghpur tehsil of Kangra district, Bhuntar tehsil of Kullu district, Padhar tehsil of Mandi district, Kumarsain tehsil of Shimla district, Rajgarh tehsil of Sirmaur district, Kandaghat tehsil of Solan district and Bangana tehsil of Una district. Along with this, the chief minister also launched the new format of Jamabandi, e-Roznamcha Vakyati and Karguzari initiatives to improve the revenue department's functioning and make the process more people-friendly. The format of Jamabandi has been made simpler, in easy Hindi. Old languages like Urdu, Arabic and Farsi have been removed so that common people can easily understand the land records. The e-Roznamcha Vakyati will help patwaris to keep a digital record of daily events, while Karguzari will be used to mark daily attendance online. Tehsildars will also be able to keep better track of the work being done. An online mutation register will also be linked soon. The chief minister said technology should be used to improve services and help people, to bring transparency and make revenue services more efficient. 'We should move towards a system that is paperless, presence-less and cashless so that people can get government services sitting at home,' he said. He said the present state government was committed to providing transparent and responsive governance to the people and had initiated various reforms to promote digitisation in the day-to-day working of the government. The CM also directed the National Informatics Centre (NIC) and the department of digital technologies and governance to speed up work on various digital modules to make revenue services more efficient and people-friendly. He instructed that a digitally signed Jamabandi module be developed within 10 days, so that people do not have to visit Patwarkhanas to get the 'Fard' (copy of land records). He also directed that an online, paperless revenue court management system be prepared within 15 days. This will allow people to file writ petitions online and receive summons and updates digitally, making the process faster and more transparent, he added. The chief minister also asked the NIC to develop an online mutation module within 15 days, enabling quick mutation registration and link it directly with Jamabandi records. To ensure that people get the full benefit of these digital services, Sukhu directed deputy commissioners to actively implement all these initiatives at the ground level. He also instructed them to adopt 'Khangi Takseem' in mission mode, especially for cases where land was owned jointly by two or more people. This will help move towards the concept of 'Single Khata, Single Owner', making land records simpler and clearer. Sukhu said that these digital reforms will greatly reduce the need for people to visit government offices again and again. 'These steps will help in resolving public issues quickly and provide relief to those facing difficulties,' he added.

Tired of too many ads? go ad free now A World War-II era airstrip, used by Indian Air Force during the 1962, 1965 and 1971 wars as an advanced landing ground, was allegedly sold off by a mother and son in 1997 in connivance with some revenue officials. Now, 28 years later, accused Usha Ansal and her son Naveen Chand have been named in an FIR. The Punjab and Haryana high court had ordered Punjab Vigilance Bureau (VB) chief director to probe the allegation, and the report, filed on June 20, has led to the FIR. The case has been registered under IPC Sections 419 (cheating by personation), 420 (cheating and dishonestly inducing delivery of property), 465 (forgery), 467 (forgery of valuable security, will, etc), 471 (using as genuine a forged document or electronic record), and 120B (criminal conspiracy). DSP Karan Sharma is heading the investigation to identify all those involved in this long-concealed scam involving strategic defence land. The airstrip is in Fattuwala village, very close to Pakistan border. It was only in May 2025, after HC intervention, that the land was finally restored to ministry of defence. The VB inquiry confirmed that the land belongs to IAF. Acquired on March 12, 1945 by the British administration for use in World War II, it has remained in IAF possession and was used in three wars. According to the probe, accused Usha and Naveen, of Dumni Wala village, deceitfully claimed ownership of the land and sold it off in collusion with a section of revenue officials after forging revenue records. In 2021, the commandant of Halwara Air Force Station wrote to Ferozepur deputy commissioner demanding a probe. Still nothing happened. Nishan filed a petition in HC seeking an inquiry. Counsel for the petitioner submitted that the original owner of the land, Madan Mohal Lal, died in 1991. However, the sale deeds were executed in 1997 and the names of Surjit Kaur, Manjit Kaur, Mukhtiar Singh, Jagir Singh, Dara Singh, Ramesh Kant, and Rakesh Kant were shown as owners in the Jamabandi from 2009-10, although the military had never transferred the land to them. HC reprimanded Ferozepur deputy commissioner for inaction, pointing out the potential threat to national security. In his order, Justice Harjit Singh Brar asked Punjab VB chief director to personally verify the veracity of the allegations and, if required, take action. He was asked to conclude the probe within four weeks.

Punjab Chief Minister Bhagwant Singh Mann and Aam Aadmi Party (AAP) national convenor Arvind Kejriwal on Thursday launched a digital platform, 'Easy Jamabandi Portal', to provide land-related revenue services online. Addressing a gathering, Mann said, 'Punjab is taking another step to root out corruption from revenue services on which lakhs of people depend on each year.' Delhi's former chief minister Kejriwal said, 'A few days ago, we launched the 'Easy Registry' initiative to simplify property registration. This is part of the same effort to digitise and streamline key services.' They said the Easy Jamabandi Portal would provide five main services like 'Online Intkal' (mutation), 'Rapat Entry' (recording changes due to court orders or loan, 'Fard Badar' (correction of land records), 'Jamabandi layi Subscribe karo' (land record subscription alerts) and 'WhatsApp te Jamabandi' (accessing land records via WhatsApp). According to officials, the portal allows people to obtain a copy of their land record (Jamabandi) by entering details online. 'There is no need to visit a patwari, stand in queues or pay bribes. People will receive a digitally signed copy with a QR code for verification,' Mann said. They said land records for 99 per cent of villages had been digitised, with the rest expected to be covered in two months. About the Online Intkal (mutation) service, Kejriwal stated, 'Around eight lakh mutations take place annually. Earlier, updating ownership after a sale or inheritance meant months of delays. Now, this will be done within 30 days, and updates will be sent via WhatsApp.' Mann said the Rapat Entry system would now operate entirely online. 'Every year, about 2 lakh such entries are made. For court orders, the entry will be completed within a day, and for loans, within seven days,' he said. For Fard Badar, they explained that nearly 60,000 correction requests are made each year. Kejriwal said, 'People can now submit a simple online form with documents. The application will be processed within 15 days, and fees will be paid digitally.' The leaders also introduced a new feature called 'Subscribe to Your Land Records', which is aimed at safeguarding property ownership, especially for NRIs. 'Landowners can subscribe to their records for Rs 500 per year per Khewat. If there is any change or tampering, they will get an instant alert on WhatsApp or email and can raise an objection immediately,' Mann said.

The portal provides five main services: Jamabandi via WhatsApp, online intkal (mutation), rapat entry, fard badar (correction of land records) and subscription for land record protection. At the launch event at Guru Nanak Dev University (GNDU) campus, Mann said, 'Punjab is taking yet another historic step to root out corruption from key revenue services that affects lakhs of people. A few days ago, we launched the 'Easy Registry' initiative to make property registrations simpler and transparent, thereby eliminating corruption.' Mann said every year, nearly 40 lakh people visit their patwari or fard centres to obtain land record copies. 'Now, there is no need to visit a patwari, stand in queues, or pay bribes for getting land records as people can simply go to the Easy Jamabandi website, enter their details and get a copy of the Jamabandi for free. This will be digitally signed and have a QR code that anyone can scan to verify the land record,' said the CM. He added that the state government has digitised land records for 99% of the villages in Punjab and that the remaining villages too will be covered in the next two months. Former Delhi CM Kejriwal said the portal will also ensure timely delivery of services. 'Once a person submits a request for mutation on the portal, the mutation will be done within 30 days.' In a feature that will particularly help NRIs, people can pay an annual fee of ₹500 per khewat (landholding record) and get instant alerts via WhatsApp or email on any changes in their land records. 'There have been many instances where land records were altered without the owner's knowledge, and they found out about it years later and then had to endure long legal tussles to get it corrected,' said Kejriwal. With the new feature, landowners will receive an instant alert on their phone after which they can immediately raise an objection online, which will be sent directly to the revenue officer concerned. Mann said people can also avail these services by dialling 1076, or submitting applications at any sewa kendra.

The Hazara Division Commissioner has announced the launch of a pilot project to digitise land revenue records, beginning with a village in Haripur district. The initiative is designed to enhance transparency, streamline processes, and improve public convenience. Speaking during an official visit to the Abbottabad Press Club, Commissioner Syed Fayaz Ali Shah said that the digital system will allow citizens to pay bank fees online and access important documents such as the Jamabandi (land ownership record) and Fard (ownership certificate) from home—eliminating the need to visit Service Delivery Centres. "The provincial government is committed to implementing digital reforms across all departments to ensure better service delivery and greater accountability," he said, urging the media to continue playing its vital role in highlighting public concerns and administrative shortcomings. "Abbottabad's media has always demonstrated a constructive approach," he added. "Let us work together to promote transparency and the public good." During the visit, President of the Abbottabad Press Club Sardar Naveed Alam, General Secretary Raja Munir Khan, AUJ President Atif Qayoom, and General Secretary Saqib Khan briefed the commissioner on various issues affecting the Hazara Division. Commissioner Fayaz Ali Shah reiterated his commitment to addressing these challenges, expressing a strong sense of connection with Abbottabad. He also commended the Abbottabad Press Club for its initiatives supporting the welfare of journalists and highlighted recent successes in tax reforms. "In the Excise, Taxation, and Narcotics Control Department, we achieved a revenue target of Rs5.5 million this year through vehicle registration, house tax, and token tax collections," he said. "This marks a significant turnaround, as the department was in deficit last year."
