Yemen Affirms Commitment to Freedom of Navigation, Except for Vessels Supporting Israeli Entity

Sana'a - Saba: The Republic of Yemen affirmed Sunday its firm position on the principle of freedom of navigation. This came in a letter sent by Minister of Foreign Affairs and Expatriates Jamal Amer to the President of the Security Council for July 2025, Ambassador Asim Iftikhar Ahmed, and UN Secretary-General Antonio Guterres. The letter referred to the statement of His Excellency Field Marshal Mahdi Al-Mashat, President of the Supreme Political Council, dated July 8, 2025, in which he affirmed the Republic of Yemen's commitment to the principles of international law and UN charters, including freedom of international navigation in vital waterways. The letter emphasized that the commitment to freedom of international navigation applies to all states and entities with the exception of the Israeli entity and those who provide it with logistical, military, or economic support that directly or indirectly contributes to the brutal Zionist aggression against the Gaza Strip. It noted that, in confirmation of Yemen's commitment to avoiding any unintended harm, the Humanitarian Operations Coordination Center (HOCC) was established to facilitate effective and transparent coordination with international shipping companies, to ensure safe passage for vessels not involved in supporting the Zionist aggression against the Gaza Strip, and to avoid any unnecessary escalation. The letter called for all commercial vessels and shipping companies to adhere to the instructions and decisions issued by the Yemeni Armed Forces in this regard, stressing that any disregard for these instructions will make the violating parties bear full responsibility for any potential repercussions. The Yemeni government in Sana'a advised all entities, whether governmental or private, to refrain from dealing with or cooperating with any assets or interests belonging to the Israeli entity, in order to avoid any risks that may arise from the continued aggression. The letter emphasized that the Yemeni Armed Forces are growing stronger and more disciplined and will continue their targeted and specific operations, with the sole goal of halting the unjust aggression and lifting the blockade imposed on the Gaza Strip, in accordance with the principles of international humanitarian law and international human rights law. In the letter, the Foreign Minister reiterated Sana'a's belief that the continued Israeli aggression threatens regional and international security and stability, calling on the United Nations and the Security Council to assume full responsibility and take immediate and effective steps to halt this aggression, provide urgent relief, and protect the Palestinian people. Sanaa calls for urgent int'l intervention regarding critical conditions of expatriates in Saudi Arabia

SANAA, July 17 (YPA) – The Sanaa-based Minister of Foreign Affairs, Jamal Amer, called for urgent international intervention regarding the critical humanitarian and legal conditions facing a large number of Yemeni expatriates detained in the Kingdom of Saudi Arabia. This came in the letters he sent to both the United Nations High Commissioner for Human Rights, Volker Türk, the President of the United Nations Human Rights Council, Jürg Lauber, and the IOM Director General, Amy Pope. The letters confirmed that the ministry in Sanaa had received numerous documented reports from citizens and their families, as well as from concerned civil society organizations, indicating practices that contravene the most basic principles of human rights and international law against Yemeni expatriates in Saudi Arabia. These practices focused in private on the arbitrary detention of many expatriates who were arrested without clear charges or being brought to trial within a reasonable timeframe in accordance with international legal standards. The ministry's letters indicated that practices attributed to complex administrative procedures related to deportation or the lack of a sponsor, which unlawfully deprive these individuals of their liberty and place their families in an extremely difficult humanitarian and economic situation. In addition, Yemeni diplomatic and consular missions in Saudi Arabia face difficulty in accessing detainees and depriving them of their fundamental right to defend themselves and to exercise of their internationally guaranteed legal rights. The minister pointed out that these practices not only contravened fundamental principles of human rights and international law, but also exacerbated the humanitarian suffering of citizens already living under extremely harsh conditions due to the aggression and blockade in Yemen. He stated that these conditions constituted a clear violation of numerous international instruments to which states were bound, including the principles related to the right to liberty, personal security, and a fair trial. Minister Amer expressed the Sanaa government's confidence in the vital role that the OHCHR, the United Nations Human Rights Council, and the IOM played in protecting and providing assistance to migrants and displaced persons around the world. He called on these organizations to urgently and directly intervene to address this urgent humanitarian issue by urging the Saudi authorities to immediately release Yemeni detainees who have completed their sentences or who are being arbitrarily detained without legal basis, in accordance with their international obligations.

Sana'a - Saba: Foreign Minister Jamal Amer sent a letter to the President of the Security Council regarding the false allegations included in the statement of an impersonator posing as the Permanent Representative of the Republic of Yemen to the United Nations during the Security Council session on the protection of civilians and humanitarian workers. The Foreign Minister emphasized that the allegations contained a stream of baseless claims , lies that must be exposed and corrected based on the established facts on the ground and the broader context of the Yemeni crisis. The letter comprehensively refuted these fallacies, clarifying that describing the events in Yemen as a "militia coup against constitutional legitimacy" does not reflect the essence of the crisis. Rather, the change brought about by the September 21, 2014 Revolution was a natural outcome of accumulated political and economic failures, rampant corruption, exclusion, and the inability of the former government to meet the demands and aspirations of the Yemeni people for reform and change. The letter stated that the repeated emphasis on "constitutional legitimacy" detached from popular will disregards the principles of good governance. It noted that UN Security Council Resolution 2216 (2015) was used as a cover for military aggression and a comprehensive blockade that prolonged humanitarian suffering, rather than serving as a tool for achieving just and sustainable peace. The letter also highlighted the firm stance of the Supreme Political Council and the Sana'a-based Government of Change and Construction, stressing that any political solution must be free from external dictates, preconditions, or the imposition of entities formed by foreign forces with no connection to the Yemeni people. The Foreign Ministry affirmed that the claim that the Sana'a government is responsible for humanitarian suffering is nothing but a blatant attempt to distort facts and divert attention from the heinous crimes committed against the Yemeni people. It attributed the root causes of humanitarian suffering to the comprehensive military aggression and unjust blockade imposed by the coalition, which has destroyed infrastructure, disrupted essential services, crippled the economy, and employed a deliberate policy of starvation by blockading ports and airports. This has deprived millions of Yemenis of food, medicine, fuel, displaced countless people, and created the worst man-made humanitarian catastrophe. The Foreign Minister's letter also debunked lies and rumors about the summer camps organized by the Government of Change and Construction, confirming that their activities include educational and awareness programs that promote national, moral, and religious values among youth. These efforts align with the government's responsibilities toward this demographic, similar to initiatives undertaken by many countries, including Security Council members. The Foreign Ministry reiterated that the issue of landmines is a real tragedy in Yemen, caused by the foreign military aggression brought about by the "hotel government." Many landmines were planted in occupied provinces, and the "hotel government" has pressured the international community and donor countries to halt funding for demining programs in liberated provinces, demonstrating the UN and donors' neglect of their humanitarian duty in this critical matter. The Ministry rejected repeated allegations of "alleged Iranian military and financial support," stressing that these accusations aim to divert attention from the reality of foreign military aggression and the comprehensive blockade imposed on Yemen since March 26, 2015. It affirmed that the military capabilities of the Sana'a government are the result of self-reliant efforts and local expertise developed to confront aggression and protect Yemeni sovereignty. The Republic of Yemen is a sovereign state with an inherent right to possess defensive capabilities to protect itself from external threats without interference. The letter explained that the prolongation of aggression is due to the insistence of its parties on a military solution and their rejection of serious political resolutions. It noted that Washington pressured Riyadh to prevent the signing of a roadmap due to Sana'a's unwavering humanitarian, moral, and religious stance against the genocidal crimes committed by the Zionist terrorist entity against civilians in Gaza. The Sana'a-based Foreign Ministry called on the Security Council to consider its June 21, 2025 letter, which demands the correction of Yemen's legal representation at the UN General Assembly and its subsidiary bodies by granting the seat to the Sana'a government—in line with popular will. If necessary, the seat should be declared vacant to preserve the UN's credibility. It also urged the Security Council to invite the Sana'a delegation to participate in the monthly briefings of the UN Secretary-General's Special Envoy to Yemen, ensuring a clear and accurate portrayal of the situation in Yemen—rather than solely listening to the illegitimate party occupying Yemen's UN seat, which has no presence on the ground. Sana'a – Saba: A meeting was held in Sana'a today, chaired by the Minister of Foreign Affairs and Expatriates, Jamal Amer, and attended by the leadership of the political and consular sectors. The meeting discussed diplomatic and administrative issues, focusing on elevating the level of political engagement to confront aggression through a strong diplomatic front. Diplomacy, it was noted, should serve as a solid support and complement to the armed forces led by Sayyed Abdulmalik Badr al-Din al-Houthi, which have proven to be a deterrent force and an unignorable strategic actor. This strength has granted Yemen's political role increased effectiveness in negotiations and consultations with various international powers to confront military escalation. Minister Amer stressed that the diplomatic front must exhibit the same strength and clarity as the Yemeni armed forces. He stated: 'The next stage does not allow for half-solutions or neutrality. One must choose either the national liberation path that rejects hegemony and foreign dependency, or align with those who have betrayed their homeland and become mere tools and mercenaries for regional and international powers of dominance.' He emphasized the need to keep pace with the current transformative stage, which leaves no room for ambiguity or indecision. Amer reiterated: 'Sana'a clearly declares that peace is its strategic choice and war is the exception,' affirming Yemen's readiness to confront any imposed aggression. The minister praised the growing military capability and the popular unity around the leadership, stressing the continued role of the diplomatic front in defending Yemen's grievances and those of the Palestinian people in Gaza on the international stage. Regarding the Red Sea situation, Amer affirmed Sana'a's clear and unwavering stance. He underscored Yemen's commitment to the safety and security of international maritime navigation in the Red Sea, Bab al-Mandab, and the Suez Canal. He clarified that the decision to prevent the passage of Israeli ships is a temporary measure, directly linked to ending the aggression on Gaza and allowing unrestricted humanitarian aid. He described this stance as humanitarian, religious, and moral, especially in light of international and regional silence on the Zionist crimes in Gaza. The minister also called for continued efforts to develop and improve diplomatic performance in line with local, regional, and global developments. He announced the completion of procedures to adopt the financial bylaw for the diplomatic corps, in accordance with Law No. (5) amending certain provisions of the Diplomatic Corps Law, which is supported by the President of the Supreme Political Council. Participants in the meeting affirmed their commitment to keeping pace with ongoing developments and standing by the leadership until victory and stability are achieved. Several issues related to strengthening diplomatic efforts and countering external conspiracies were discussed during the meeting. The meeting was attended by the Deputy Minister for Financial and Administrative Affairs, Ambassador Mohammed Hajer, as well as heads of departments and general directors from the political and consular sectors of the ministry.
