These bills died during Florida's lawmaking session
The state budget was just one of the issues that didn't make it to the finish line of the legislative session that finished last week. Why it matters: While lawmakers will return to Tallahassee in a couple weeks to wrap up their spending plan, a slew of issues are likely dead — at least until next year. Teen labor: A proposal by Tampa Republican Sen. Jay Collins to loosen child labor restrictions, including by allowing teenagers as young as 14 to work overnight shifts, died in the Senate. The House did pass its version of the bill, though, so there's at least some appetite in the Legislature for this issue. Gov. Ron DeSantis also suggested looser restrictions could help fill a labor gap caused by state and federal immigration crackdowns. Anti-LGBTQ+ bills: For the third year in a row, an effort to ban government buildings like schools and city halls from flying Pride flags failed. Equality Florida also celebrated the demise of proposals that would have regulated pronoun use in certain workplaces and restricted diversity, equity and inclusion initiatives in local governments and medical schools. Property insurance: One of the most important issues to Floridians, especially after last year's catastrophic hurricane season, didn't see much traction.

‘Dangerous dogs' bill holding owners liable for dog attacks, aggressive bites, closer to becoming law
TALLAHASSEE, Fla. (WFLA) — A bill that would hold dog owners accountable for their 'dangerous dogs' moved forward in the Florida Senate and is inching closer to becoming a law. CS/HB 593, referred to as the 'Dangerous Dogs' bill, requires certain dogs to be confiscated, impounded, or held and securely confined in a proper enclosure if the animals are known to be dangerous. Florida lawmakers reverse law to require later school start times 'The Legislature finds that dangerous dogs are an increasingly serious and widespread threat to the safety and welfare of the people of this state because of unprovoked attacks which cause injury to persons and domestic animals; that such attacks are in part attributable to the failure of owners to confine and properly train and control their dogs.' The bill defined 'dangerous dog' as any dog that has aggressively bitten, attacked, endangered or inflicted severe injury on a human on public or private property, has more than once several injured or killed a domestic animal off their owner's property, or has, unprovoked, chased or approached a personin public in an 'attitude of attack.' These animals would be required to be properly enclosed inside, in a fenced yard or secured pen/structure that prevents them from escaping. An animal control officer would investigate reported incidents, requiring an interview with the dangerous dog owner, and confiscate the dog pending the outcome of the investigation. If necessary, the dog would be quarantined, impounded and held. The owner would be responsible for all boarding costs and fees pending a hearing/appeal, the bill states. Clearwater residents say they want 'less of Scientology' amid proposal to sell public street A dog would not be considered dangerous if the person attacked was unlawfully on the private property or if the dog was defending a person from an unjustified attack. The bill is cited as the 'Pam Rock Act,' referring to a mail carrier who was attacked and killed by a pack of dogs in 2022, NBC affiliate WESH reported. 'This bill, what it does is it puts into place a series of laws to help keep people safe when they're living their life, doing their own business, just like Pam Rock was as a mail carrier,' Sen. Jay Collins, District 14, said. Three months ago, after two dogs mauled an 8-year-old Deland boy to death, the bill regained interest. Sheriff Mike Chitwood, with the Volusia Sheriff's Office, has supported this bill from the beginning, saying this recent situation has put the topic 'on steroids' with Florida lawmakers. Dangerous dog regulation bill named after Pam Rock gets unanimous FL Senate support
A bill addressing dangerous dogs, prompted by a tragic local case, passed unanimously on the state senate floor Monday. The Pam Rock Act is named after a mail carrier who died in 2022 in Putnam County after being mauled by a pack of five dogs. He spoke on the Senate floor Monday about what the Pam Rock Act would accomplish. 'What it does simply is raise the bar in terms of punishment,' said FL Senator of District 14, Jay Collins. 'It makes sure that these dogs that attack somebody are held if they cause severe enough damage. It makes sure that we use a specific bite index to grade these bites realistically and methodically.' In 2024, Holly was taking her dog out for a walk in Jacksonville like she normally would, when another dog latched onto her legs. She later found out the dog that attacked her had attacked two other people previously. She believes if the Pam Rock Act had been passed earlier, she may not have been mauled by that dog with a known history of aggression. 'With the dog that had attacked me it was put under quarantine, but it was kept at the house for the two previous cases,' said Holly. 'So then with the Pam Rock Act hopefully if an attack does happen then the dog would be removed from the area.' I want to sincerely thank Senator Collins for originally filing this bill and for his tireless efforts over multiple legislative sessions to see it through. After meeting with the Millett family, who tragically lost their 8-year-old son in a vicious dog attack, it became clear to me that we must do more. We have a responsibility to hold owners accountable and take the necessary steps to better protect our citizens from dangerous animals.'
