Sanshita, a Class 9 student from Pragjyotika Senior Secondary School in Titabor, and Geetashree, a postgraduate student from Chandra Kamal Baruah Commerce College, earned this privilege after winning a district-level essay competition. Officials said at least five incidents of drowning had been reported over the last 15 days. District commissioner Jay Shivani, who is also the chairman of the district disaster management authority (DDMA), had issued the order on Monday, under the Disaster Management Act, 2005, citing urgent need to prevent further loss of life. "A significant increase in drowning incidents involving individuals, including women and minors, have been observed across various parts of Jorhat in recent days. It is necessary to take immediate measures to prevent the apprehended danger to human life and mitigate disaster like situations," the order said. According to the order, residents and commercial establishments have been creating direct access roads to the NH by filling up earthen drains without installing adequate drainage infrastructure. This practice has led to significant waterlogging problems across multiple sections of the highway and its service lanes, creating hazardous conditions for commuters and residents alike. Individual households seeking to construct access roads from the NH or its service lanes must now install drainage structures with a minimum 1200 mm diametre hume pipe at earthen drains running parallel to the highway within the ROW. For commercial establishments, shops, and industrial units, the requirements are even more stringent. These entities must install box culverts measuring a minimum of 1.5 metres by 1.5 metres at the earthen drain locations before constructing any access roads. The DC highlighted the safety implications of the current situation, noting that the practice "stands as a potential hazard and may cause severe disasters in the form of road accidents on the NH." The directive specifically targets the proliferation of temporary shops and commercial establishments that have been illegally set up within the NH's ROW, often constructed over earthen drains. "Many temporary shops and commercial establishments have been illegally set up within the ROW of the NH by many individuals over the earthen drain along the national highway," the order stated.

The inspection comes as the project enters its final phase, bringing hope to commuters who have endured years of construction delays and traffic disruptions. "The project is on the last stage of construction and has achieved a physical progress of 97%," said DC Jay Shivani during the inspection. However, he emphasised the need for acceleration in critical areas, directing NHIDCL officials to expedite work on two crucial components — the Bhogdoi river bridge and the Jhanji river bridge. The ambitious infrastructure project spans 37.8 km, with 36.8 km falling within Jorhat district and one km extending into neighbouring Sivasagar district. The massive undertaking represents a total investment of Rs 738.15 crore and includes the construction of a modern toll plaza to manage traffic flow and revenue collection. The construction work has been divided among three contractors across four different packages. M/s Sadguru Engineers holds responsibility for constructing 10 km of the highway alongside the toll plaza infrastructure. M/s Binni Construction is managing a 14-km stretch, while M/s MP Agarwala is handling the remaining 13.8 km of the project. The highway project has faced significant challenges since its inception, with multiple cost and time overruns plaguing the construction timeline. The delays have been attributed to various factors, including land acquisition, weather disruptions, logistical challenges and contractor-related hurdles, common to infrastructure projects in Assam. The completion of the highway stretch is expected to significantly improve connectivity in the upper Assam region, facilitating smoother transportation of goods and passengers, while reducing travel time. The four-lane configuration will accommodate increased traffic volume and enhance road safety standards along the crucial corridor.
